US steps up for backing Syrian opposition: Clinton

Posted:

The United States is stepping up support for the Syrian opposition amid signs events in the 16-month uprising are moving faster on the ground, Secretary of State Hillary Clinton said Tuesday.

After failing to win a UN Security Council resolution on Syria after Russia and China imposed their vetoes, the United States is working outside the council to send "a clear message of support for the opposition," she said.

Referring to heavy fighting in the country s second city Aleppo, Clinton said: "We are well aware that the pace of events is accelerating inside Syria."

"We have to work closely with the opposition because more and more territory is being taken and it will eventually result in a safe haven inside Syria which will then provide a base for further actions by the opposition," she said. But she stressed: "We do believe that it is not too late for the Assad regime to commence with planning for a transition to find a way that ends the violence and begin the serious discussions that have not occurred to date."

A commercial hub and home to 2.5 million people, Aleppo has become a new front in the uprising, after being largely excluded from the violence.

State Department spokeswoman Victoria Nuland said the United States was working with all its partners to try to "bring unity in a day after" scenario once the Assad regime has fallen. Because events on the ground were moving fast "our efforts on behalf of a day when Syria can enjoy a democratic future have to accelerate as well," Nuland added.

The United States is continuing to provide non-lethal assistance to the opposition to back its 16-month battle to oust Assad. "We have every reason to believe this will be important in terms of communication principally, but also medical support," Clinton told a press conference after talks with Haitian Prime Minister Laurent Lamothe.

She also urged the Syrian opposition not to engage in any reprisals or retribution against regime figures "that could lead to even greater violence than currently is taking place." The Syrian National Council has insisted it would not accept a unity government led by a member of the regime and said in a statement that the uprising was "about to achieve victory against the murderous junta in power."

"There was never any question of a national unity government led by a member of the regime," Bassma Kodmani told AFP.
Hours earlier another SNC spokesman, George Sabra, had said the council was ready to agree to a transitional government led by a regime member. Clinton warned that the opposition "has to be prepared. They have to start working on interim government entities."

"They have to set up humanitarian response efforts that we can also support. They ve got to safeguard the chemical and biological weapons that we know the Syrian regime has, and so there s a lot to be done."

SC to hear NRO implementation case today

Posted:

The government is considering filing a petition in the apex court, requesting it to review its verdict announced on July 12 in NRO implementation case.

On Tuesday, the federal government in its reply - submitted by Attorney General Irfan Qadir - stated that the Prime Minister follows the decisions of the federal cabinet and it has so far not advised him to write letter to the Swiss authorities for reopening of the cases against President Asif Ali Zardari. Therefore the letter to the Swiss authorities cannot be written.
The reply prays to the apex court to review its July 12 judgment in which it had asked the Attorney General to apprise the Prime Minister about the court orders in respect of writing of letter to the Swiss authorities.

The government also stated that the seven-judge bench did not have the authority to summon the prime minister.

After dismissing prime minister Yousuf Raza Gilani on June 19, it gave Raja Pervaiz Ashraf two weeks to indicate whether he would write to the Swiss authorities to reopen the cases which were shelved in 2008 when Zaradri became president.

The allegations against Zardari date back to the 1990s, when he and his late wife, former premier Benazir Bhutto, are suspected of using Swiss bank accounts to launder $12 million allegedly paid in bribes by companies seeking customs inspection contracts.

The government insists the president has full immunity. But in 2009 the court overturned a political amnesty that froze investigations into the president and other politicians, ordering that the cases be reopened.

It worthy of mention that the apex court had ordered the then prime minister Yousaf Raza Gilani for submission of implementation report in the court by writing letter to the Swiss officials but he did not follow the court order. As a result, he had to deprive of his office for ever.

Obama plan on illegal immigrants to cost $585 million

Posted:

.

More than 1 million requests are anticipated, according to internal documents obtained by AP.

The program announced by President Barack Obama last month has been criticized by Republicans as a "backdoor amnesty" but praised by some immigration advocacy groups as the government continues to wrestle with the vast and complicated issue of immigration.

Under the plan, eligible immigrants must have arrived in the U.S. before their 16th birthday, are 30 or younger, have been living in the U.S. at least five years and are in school or graduated or served in the military. They also must not have a criminal record or otherwise pose a safety threat. They can apply to stay in the country and be granted a work permit for two years, but they would not be granted citizenship.

The Homeland Security Department plans, marked "not for distribution," describe how the government will manage the program. Illegal immigrants can request permission to stay in the country and apply for a work permit starting Aug. 15.

Waivers of the plan s $465 paperwork fee could dramatically affect the government s share of the cost. The plans said there would be no waivers, but Homeland Security Secretary Janet Napolitano told Congress last week that the government would grant waivers "in very deserving cases."

The documents said that, depending on how many applicants don t pay, the government could lose between $19 million and $121 million. Republican critics pounced on that.

"By lowering the fee or waiving it altogether for illegal immigrants, those who play by the rules will face delays and large backlogs as attention is diverted to illegal immigrants," said House Judiciary Committee Chairman Lamar Smith. "American taxpayers should not be forced to bail out illegal immigrants and President Obama s fiscally irresponsible policies."

U.S. Citizenship and Immigration Services estimated it could receive more than 1 million applications during the first year of the program, or more than 3,000 per day. It would cost the government between $467 million and $585 million to process applications in the first two years of the program, with revenues from fees paid by immigrants estimated at $484 million, according to the documents.

The government estimated that as many as 890,000 immigrants in the first year would be immediately eligible to avoid deportation.

Once immigrants submit their applications, it could take between two and 10 days for the Homeland Security Department to scan and file it. It could take up to four weeks longer to make an appointment for immigrants to submit their fingerprints and take photographs. A subsequent background check could take six more weeks, then three more months for the government to make its final decision before a work permit would be issued.

Napolitano said new information about the program should be made available by Aug. 1. She has said immigrants would generally not be detained by immigration authorities while their application is pending.
