| Gold for Bolt in 4th best 200 in history Posted:

Six days and a slow start later, Usain Bolt finally won gold at the world championships, running the fourth-fastest 200 metres in history to back up his showmanship with a stunning performance.

After he was disqualified for a false start the 100 final last Sunday, Bolt was slowest out of the blocks before driving through the bend and powering to the line in 19.40 seconds, just .21 seconds of the world record he set to win his first world title two years ago.

Knowing he had something to prove, there was no braggadocio during the race. Instead, he gritted his teeth in utter effort over the last 20 metres before dipping across the line for the fastest time in two years.

Walter Dix of the United States won his second sprint silver in 19.70 and Christophe Lemaitre earned bronze with a French record of 19.80.

In the high jump, Anna Chicherova of Russia beat two-time defending champion Blanka Vlasic of Croatia, and Matthias De Zordo of Germany overcame favourite Andreas Thorkildsen of Norway to win the men s javelin.

Before Bolt took to the track, Sally Pearson ran the fastest 100 hurdles race in almost two decades to win gold. Pearson s time of 12.28 seconds was the fastest since 1992 and moved her up to fourth in the all-time list of performers.

It was Bolt s fourth gold over two world championships and he is expected to anchor his country s 4x100 relay team on Sunday in another Jamaica vs. United States sprint duel.

Allyson Felix now has done three better. The American ran the second leg on the winning 4x400 relay team to claim her seventh gold over four world championships.

Felix and Sanya Richards-Ross failed to get gold in the individual 400 but running the first two legs of the relay, they built such a lead that the outcome was inevitable. They won in 3:18.09.

Behind the Americans, Jamaica took silver in 3:18.71 and Russia earned bronze in 3:19.36.

It was the third straight victory in the event for the United States, while Jamaica has now taken silver at the last four world championships.

The Kenyans flaunted their confidence again on Saturday, extending their dominance of the middle and long-distance events with Olympic champion Asbel Kiprop leading Silas Kiplagat in the 1,500 for yet another Kenyan 1-2 finish.

Earlier, Russia completed a sweep of the walking events, with Sergey Bakulin winning the 50-kilometer race ahead of teammate Denis Nizhegorodov. | Britain's MI6 also worked closely with Gaddafi Posted:

Documents found in the abandoned Tripoli office of Muammar Gaddafi s intelligence chief indicate the US and British spy agencies helped the fallen strongman persecute Libyan dissidents, Human Rights Watch said on Saturday.

The documents were uncovered by the human rights activist group in the abandoned offices of Libya s former spy chief and foreign minister, Moussa Koussa.

The group said it uncovered hundreds of letters between the CIA, MI6 and Koussa, who is now in exile in London. Letters from the CIA began, "Dear Moussa," and were signed informally with first names only by CIA officials, Human Rights Watch said.

The current military commander for Tripoli of Libya s provisional government, Abdel Hakim Belhadj, was among those captured and sent to Libya by the CIA, Human Rights Watch said.

"Among the files we discovered at Moussa Koussa s office is a fax from the CIA dated 2004 in which the CIA informs the Libyan government that they are in a position to capture and render Belhadj," Human Rights Watch s Peter Bouckaert, who was part of the group that found the stash, said.

"That operation actually took place. He was captured by the CIA in Asia and put on a secret flight back to Libya where he was interrogated and tortured by the Libyan security services."

The files shed new light on the practice known as rendition, used by the United States under former President George W Bush, in which the terrorism suspects were handed over to other countries for interrogation. Rights groups have criticized the United States for sending these suspects to countries where they were likely to be tortured.

Belhadj has said that he was tortured by CIA agents before being transferred to Libya, where he says he was then tortured at Tripoli s notorious Abu Salim prison.

Western intelligence services began cooperating with Libya after Gaddafi abandoned his programme to build unconventional weapons in 2004. But the files show his cooperation with the CIA and MI6 may have been more extensive than previously thought, analysts say.

The depth of the ties could anger officials in Libya s provisional government -- many of whom are long-term opponents of Gaddafi and are now responsible for charting a new path for Libya s foreign relations.

Bouckaert showed Reuters photos of several documents on his computer and also photos of letters he said were from the CIA to Koussa and were signed, "Steve." He also displayed photographs he said were of letters from MI6 giving Libyan intelligence information on Libyan dissidents in Britain.

"Our concern is that when these people were handed over to the Libyan security they were tortured and the CIA knew what would happen when they sent people like Abdel Hakim into the hands of the Libyan security services," Bouckaert said.

|

| 2 killed in new Syrian raid on village Posted:

Syrian security forces searching for an alleged high-profile defector from President Bashar Assad s regime killed two people after storming a northern village Saturday, raising the death toll from the past two days to at least 19, activists said.

A day earlier, security forces trying to crush almost six months of demonstrations against the authoritarian leadership fired on thousands of marchers, killing 17 people, most of them in suburbs of the capital Damascus.

The crackdown has drawn international criticism and sanctions. The European Union announced Friday it was banning oil imports from Syria, which will cost the embattled regime millions of dollars each day.

While Assad brushed off earlier condemnation as foreign meddling, the oil embargo is significant because Damascus gets about 28 percent of its revenue from the oil trade and sells fuel to France, Germany, Italy and the Netherlands. Some analysts believe Syria is getting financial assistance from Iran, which would cushion the EU blow.

The United States has hit more than 30 Syrian officials, including Assad himself, with economic sanctions, banned any US import of Syrian oil or petroleum products, and frozen all Syrian government assets subject to American jurisdiction. But the US has isolated Syria for decades and has little leverage with the regime.

Saturday, US State Department spokeswoman Victoria Nuland welcome the EU oil import band.

"The United States and our international partners will continue to add political and economic pressure in an effort to force President Asad to step aside and allow the Syrian people to effect a peaceful transition that is democratic and inclusive for all Syrians," Nuland said.

The U.N. estimates some 2,200 people have been killed since March as protesters take to the streets every week, despite the near-certainty that they will face a barrage of bullets and sniper fire. The regime is in no imminent danger of collapse, leading to concerns violence will escalate.

|

| TNC forms supreme council to secure Libyan capital Posted:

"This committee represents all those who are concerned for the security of our new capital," Ali Tarhuni, who chairs the newly formed body as well as the National Transitional Council’s (NTC) executive committee, told reporters.

In their first meeting, the 17 members of the committee agreed that the capital s security was the general responsibility of the interior ministry, which resumed work on Saturday and of the police force in particular.

"The main goal is to protect citizens, as well as public and private establishments, and to eliminate what remains of pro-Gaddafi groups, or what is called the fifth column," Tarhuni said.

The committee, which he said includes the majority of the revolutionary groups in the capital, also decided to include "remaining groups" under its umbrella and expected "no problems" in this regard.

"I do not anticipate any problems in other groups joining this committee," Tarhuni said, adding that revolutionary units will temporarily assist police forces in securing the streets of the capital.

These groups, he said, will leave the city as soon as the city s police, which boasts about 7,000 men, can fully take over.
Interim interior minister Ahmed Darrad said that Libya s new leaders had called on fighters from elsewhere in the country to leave the capital and go home.

"Tripoli is free and everyone should leave this town and go back to their own towns," he said.

"Now the revolutionaries of Tripoli are able to protect their own city."

"The responsibility for securing Tripoli should be in the hands of the sons of Tripoli," Abdullah Naqir, head of the newly formed military council of Tripoli said.

But NTC head Mustafa Abdel Jalil said there was no official order for the provincial fighters to leave.

"The NTC did not issue any statement calling for the departure of revolutionaries," he told a press conference in Benghazi.
"There is only an understanding that the revolutionaries will surround the city of Tripoli to take down the remaining forces of Gaddafi."

Tarhuni also announced the creation of a new committee charged with centralising prisoners of war in a "safe and secure" location to ensure that their legal and human rights are respected.

"We will protect them and they will enjoy all the legal and human rights despite the fact that they denied such rights to our Libyan people," he said.

Police were back on the streets of Tripoli and business slowly resumed Saturday at the end of a week of fighting and festivities after the capital was wrested from the grip of forces loyal to Moammer Gaddafi.

|

Those battles have sometimes played out along their shared border.

Both countries also face instability at home. Libyan rebels have taken control of most of the country and the capital, but fighting continues.

Tunisia recently prolonged its state of emergency amid continued instability following the fall of longtime President Zine El Abidine Ben Ali in January.

|
| Obama pushes Congress to pass transportation bill Posted:

President Barack Obama is calling on Congress to pass a transportation bill to ensure funding for roads and construction jobs, arguing that failure to do so would spell economic disaster.

Republicans say they support passing the bill, but Obama says time is running out and "political posturing" may stand in the way.

"There s no reason to put more jobs at risk in an industry that has been one of the hardest-hit in this recession," Obama said in his weekly radio and Internet address. "There s no reason to cut off funding for transportation projects at a time when so many of our roads are congested, so many of our bridges are in need of repair and so many businesses are feeling the cost of delays.

"This isn t a Democratic or a Republican issue it s an American issue," the president said.

Obama issued his call as he prepares to make a major jobs speech to a joint session of Congress on Thursday in which he s expected to push for bipartisan action on tax credits and infrastructure spending to get the economy out of its doldrums. A new jobs report just found the economy stopped adding jobs in August and unemployment stood at 9.1 percent.

Federal highway programmes, and the fuel taxes that pay for them, will expire September 30 unless Congress acts, and funds for construction projects across the country would be held up. That follows the partial shutdown this summer of the Federal Aviation Administration over a showdown between the House and Senate that led to thousands of layoffs of workers on airport construction and other projects.

Transportation experts say the impact of an expiration of highway programmes would be even more devastating for the economy. Transportation programmes tend to have wide bipartisan support, but given the focus of the House Republican majority on cutting the budget, the legislation could run into disputes over how much to spend on it.

Republicans used their weekly address to push for passage of a balanced budget amendment to the Constitution and attack Obama over his approach to job creation. Republican Rep. Bob Goodlatte complained that the administration has spent too much money on stimulus initiatives that didn t work while piling on burdensome regulations.

"While our workers are being held back by Washington, there s nothing in place to stop the federal government from bankrolling further big government spending the kind that leads to government expansion into private-sector jobs, burdensome mandates on job creators and skyrocketing national debt," Goodlatte said.

The debt legislation passed last month requires both the House and Senate to vote on a balanced-budget amendment, and Goodlatte said Obama should use his upcoming jobs speech to join the call for the measure.

|
| UN envoy arrives to help Libya find normality Posted:

A special envoy for UN Secretary General Ban Ki-moon arrived in Tripoli on Saturday, as the international body and Libya s new leaders stepped up efforts to bring order and democracy to the country.

Ian Martin landed at a military airbase in the capital, after Ban said the world body was ready to assist in re-establishing security following the nearly seven-month uprising that ousted Moamer Kadhafi.

"I am here now to discuss with the National Transitional Council how the United Nations can be most helpful in the future," Martin told reporters on arrival.

"I think the future leaders of Libya face a very big challenge, they have already shown the ways in which they are ready to tackle that challenge and it will be the commitment of the United Nations to assist them in any way they ask."

Almost three weeks since anti-Gaddafiforces overran Tripoli, there were signs of life returning to normal in the capital.
"We are ready to serve our country again," said 22-year-old officer Abdulkader Ammar, on patrol for the first time since Kadhafi s fall.

"The war is over and we have to go back to work," Abdullah Turki, a member of the NTC s stabilisation team said. "It will take time, but it will come, people are eager to participate in rebuilding Libya."

There was still no firm word on the whereabouts of the toppled strongman after he defiantly threatened to lead a protracted insurgency in audio tapes aired by Arab media on Thursday.

The victors extended until next weekend an ultimatum for the surrender of remaining loyalists to give time for negotiations to bear fruit, but moved troops towards Bani Walid, southeast of the capital, where they suspect Gaddafimay have taken refuge.

Some 600 men aboard 200 combat vehicles moved to within 20 kilometres (12 miles) of Bani Walid without meeting any opposition, before returning to their base in Misrata, fighters said.

Abdulrazzak Naduri, deputy chief of the military council in Tarhuna, between Tripoli and Bani Walid, said tribal chiefs had been given until 0800 GMT Sunday to surrender the town.

But NTC head Mustafa Abdel Jalil said in Benghazi that the truce declared until September 10 was in force for everywhere still holding out, including Sirte, Bani Walid and Sabha in the south.

"We are in a position of strength to enter any city but we want to avoid any bloodshed, especially in sensitive areas such as tribal areas," he said, adding military deployments would continue during the ceasefire.

Naduri said Gaddafi s son Saadi and his spokesman Mussa Ibrahim were still in Bani Walid, 180 kilometres from Tripoli, but the most prominent son, Seif al-Islam, had fled two days ago.

NATO said it had struck targets of pro-Gaddafiforces Friday in the vicinity of Sirte, Bani Walid, and Hun, half-way between Sirte and Sabha in the south.

The head of the NTC earlier told dignitaries in Benghazi, Libya s second city where the uprising began, that it would transfer its headquarters to the capital in the coming days as it moved to return the North African nation to normality.

|
| NATO kills ex-Gitmo detainee in Afghanistan Posted:

NATO and Afghan forces have killed a former Guantanamo detainee who returned to Afghanistan to become a key al Qaeda ally, international officials said.

The militant s death was a reminder of the risks of trying to end a controversial detention system without letting loose people who will launch attacks on Americans.

Saber Lal Melma, who was released from Guantanamo in 2007, had been organizing attacks in eastern Kunar province and funding insurgent operations, NATO spokesman Capt. Justin Brockhoff said.

A NATO statement described Melma as a "key affiliate of the al Qaeda network" who was in contact with senior al Qaeda members in both Afghanistan and Pakistan.

Another former detainee who joined the al Qaeda franchise in Yemen was killed in a recent US airstrike there.

Troops surrounded Melma s house in Jalalabad city on Friday night and shot him dead when he emerged from the building holding an AK-47 assault rifle. Several other people were detained, NATO said.

A guard at the house, Mohammad Gul, said a group of American soldiers scaled the walls of the compound around 11pm and stormed the house, shooting Melma in the assault. Three others were detained, Gul said.

Melma joined a long list of detainees believed to have reconnected with al Qaeda. In 2009, the Pentagon said 61, approximately 11 percent, of the detainees released from Guantanamo had rejoined the fight. Experts have questioned the validity of that number.

About 520 Guantanamo detainees have been released from custody or transferred to prisons elsewhere in the world.
There are 171 inmates still held at the facility in Guantanamo Bay, Cuba. Obama signed an executive order in 2009 just after taking office asking for it to be shut down within the year, but it has remained open as the administration has worked to find ways to deal with the inmates.

After the fall of the Taliban, Melma, 49, was given the rank of brigadier general in the Afghan National Army and placed in charge of approximately 600 border security troops in Kunar, according to a file made public by WikiLeaks.

But was suspected of still helping carry out rocket attacks against US troops, and he was captured in August 2002 while attending a meeting with US military officials in Asadabad and transferred to the US prison at Guantanamo Bay in October that year.

While imprisoned at Guantanamo Bay, the US determined he was a "probable facilitator for Al Qaeda members" and was also thought to have links to Pakistan s intelligence service. In 2005, he was described as a "medium risk" to the United States.

He was sent back to Afghanistan in September 2007.

|
