Big US budget cuts begin as both sides trade blame Posted: WASHINGTON (AP) - President Barack Obama and congressional Republicans refused Saturday to concede any share of the blame for failing to stave off automatic spending cuts that will slash $85 billion in federal spending. The still-fragile U.S. economy braced itself for the gradual but potentially grave impact of the across-the-board cuts, which took effect Friday night at the stroke of Obamas pen. Hours earlier, he and congressional leaders emerged from a White House meeting no closer to an agreement.Even as Democrats and Republicans pledged a renewed effort to retroactively undo the spending cuts, both parties said the blame rests squarely on the other for any damage the cuts might inflict. There were no indications that either side was wavering from entrenched positions that for weeks had prevented progress on a deal to find a way out: Republicans refusing any deal with more tax revenue and Democrats snubbing any deal without it.None of this is necessary, Obama said in his weekly radio and Internet address Saturday. Its happening because Republicans in Congress chose this outcome over closing a single wasteful tax loophole that helps reduce the deficit. The president said the cuts would cause a ripple effect across the economy that would worsen the longer they stay in place, eventually costing more than 750,000 jobs and disrupting the lives of middle-class families.Obama and the Republicans have been fighting over federal spending since the opposition party regained control of the House of Representatives in the 2010 midterm elections. The budget cuts were designed in 2011 to be so ruthless that both sides would be forced to find a better deal, but they havent despite two years to find a compromise. The $85 billion in cuts apply to the remainder of the 2013 fiscal year, which ends Sept. 30. But without a deal they will continue slashing government spending by about $1 trillion more over a 10-year period. In the Republican-controlled House of Representatives, the partys lawmakers washed their hands of the mess, arguing that bills they passed in the last Congress to avert the cuts absolved them of any responsibility. Those bills passed with little to no Democratic support and were never taken up by the Senate.Obama was holding out hope that as Americans start feeling the effects of the sequester Washingtons term used for the automatic spending cuts public pressure will force lawmakers back to the table. Ever wary that such fiscal fiascos could jeopardize the rest of his second-term agenda, Obama vowed in his weekly address to keep pushing reforms on immigration, preschool, gun violence and transportation. But attention was already turning to the next major budget hurdles, with less than a month to negotiate a funding plan to avert a government shutdown after March 27 and a debt-ceiling clash coming in May.Hopes that a measure to undo the spending cuts could be wrapped into a March deal to keep the government running dimmed Friday when both Obama and House Speaker John Boehner said theyd prefer to keep the two issues separate.Boehner said Friday the House will pass legislation next week to extend routine funding for government agencies beyond the current March 27 expiration.Obama said he, too, wanted to keep the two issues separate. If the parties can manage to avoid a government shutdown, yet another fiscal fight looms. In May, Congress will confront a renewed standoff on increasing the governments borrowing limit the same the issue that, two years ago, spawned the law forcing the current spending cuts in the first place.Failure to raise the borrowing limit could force the U.S. to default on debt for the first time in history. The immediate impact of the spending cuts on the public was uncertain. The Pentagon will absorb half of the $85 billion required to be sliced between now and the end of the budget year on Sept 30, exposing civilian workers to furloughs and defense contractors to possible cancellations. Defense Secretary ChuckHagel, only a few days on the job, said: We will continue to ensure Americas security despite the challenge posed by an unnecessary budget crisis.Obama suggested he was content to leave the cuts in place until Republicans change their minds about raising taxes by closing loopholes. Many conservatives, meanwhile, are willing to accept the cuts as the only way to reduce government spending, even though the budget knife cuts into cherished defense programs.
NATO says 2 Afghan boys accidentally killed Posted: KABUL (AP) - International forces accidentally killed two Afghan boys during an operation in southern Afghanistan, the U.S.-led coalition said Saturday.Marine Gen. Joseph Dunford, the commander of U.S. and allied forces in Afghanistan, offered his personal apology and condolences to the family of the boys who were killed and said the coalition takes full responsibility for the deaths.A statement issued by the coalition says the boys were killed Thursday when coalition forces fired at what they thought were insurgent forces in the Shahid-e Hasas district of Uruzgan province. It says a joint Afghan-NATO investigation team visited the location Saturday and met with local leaders. The killing of civilians by foreign forces has been a major source of tension with the Afghan government throughout the nearly 12-year-old war.According to a recent report by the United Nations, 2,754 Afghan civilians were killed last year, down 12 percent from 3,131 in 2011. But the number killed in the second half of last year rose, suggesting that Afghanistan is likely to face continued violence as the Taliban and other militants fight for control following the impending withdrawal of U.S. and allied combat forces. The U.N. said the Taliban and other insurgents were responsible for 81 percent of the civilian deaths and injuries last year while 8 percent were attributed to pro-government forces. The remaining civilian deaths and injuries could not be attributed to either side. The number of casualties blamed on U.S. and allied forces decreased by 46 percent, with 316 killed and 271 wounded last year. Most were killed in U.S. and NATO airstrikes, although that number, too, dropped by nearly half last year to 126, including 51 children.

Djokovic beats Berdych in Dubai final Posted: DUBAI (AP) - Novak Djokovic came from a break down in the first set to win his fourth Dubai Championships title in five years on Saturday, downing third-seeded Tomas Berdych 7-5, 6-3.The top-ranked Djokovic extended his unbeaten streak this year to 13 matches, which included his third straight Australian Open title, and has now defeated Berdych in 13 of their last 14 meetings. It was his 36th career title. It was never going to be an easy final for either one of us, Djokovic said. Tomas is a fantastic player. He has been around the tour and was a Grand Slam finalist (at Wimbledon). ... Im just fortunate to go through. In an early display of power tennis, the sixth-ranked Czech put Djokovic on the back foot with some blistering groundstrokes and a serve that approached 213 kph (132 mph). The Czech hit a crosscourt winner to break Djokovic and go up 3-2 in the first set and extended it to 4-2 with another crosscourt winner. But errors began creeping into the Czechs game and Djokovic took advantage. The Serb broke to draw level when Berdych missed an easy volley winner and then saved three break points to make it 5-4. Djokovic then broke Berdych a second time to win the set when the Czech made three unforced errors and finished with a double fault.Well, I just wanted to hang in there and just try to wait for my chance to come back to the match. When it was presented, I took it, Djokovic said. He basically gave me that break on 4-3 when he missed an easy volley. But still, I fought it and I believed I can come back, and thats I think something that can eventually decide the winner in these kind of matches.Djokovic broke to go up 5-3 in the second when Berdych hit a foreland long, and then saved a break point in the next game before clinching the victory with a forehand winner. After beating 17-time Grand Slam champion Roger Federer in the semifinals, Berdych was looking to take down the worlds top two players in the same tournament for the first time.I had a break, but playing with the best returning guy on tour, its just (an) advantage but not something really huge, Berdych said. It was a quite good game, but it was not enough today. ... These guys (Djokovic and Federer), you can just basically go there, try your best and if it doesnt happen, all right. They are the first and second player in the world and possibly the best two for many, many years. Thats how it is.
Madrid beats Barca for 2nd time before ManU trip Posted: MADRID (AP) - Real Madrid beat Barcelona 2-1 in the Spanish league on Saturday for its second victory over its fierce rivals in five days before its critical Champions League trip to Manchester United.Barcelonas Lionel Messi extended his Spanish league scoring record to 16 straight games in the 18th minute to cancel out Karim Benzemas sixth-minute opener, while Cristiano Ronaldo rested on the bench until the final half hour.An ugly second half seemed destined to end in a draw until Sergio Ramos rose up to head in Luka Modrics corner in the 82nd to give Madrid its first home win in league play over Barcelona since 2008.Madrid still trails leader Barcelona by 13 points.Madrid visits United on Tuesday with their last-16 tie poised at 1-1.
Kagawa hat trick gives United 4-0 win over Norwich Posted: MANCHESTER (AP) - Shinji Kagawa scored a hat trick Saturday as Manchester United kept its firm grip on the Premier League title with a 4-0 win over Norwich at Old Trafford. The Japan international put United ahead with a deft volley right before halftime and then added two more well-taken goals in the second half to make sure United extended its lead over Manchester City to 15 points ahead of its crosstown rivals game against Aston Villa on Monday.Wayne Rooney capped off a dominant display with a looping long-range strike into the top of the net in the 90th minute as United warmed up for its Champions League game against Real Madrid on Tuesday. However, the scoreline flattered United as the last three goals came in the final 14 minutes and the hosts had looked below par for much of the game until then.Kagawa, however, showed that his back to his best after struggling with a knee injury earlier this season as he became the first Asian player to score a hat trick in the Premier League. It was a brilliant day for him, United manager Alex Ferguson. He is a good finisher. His second goal was composed and intelligent, his last was brilliant. The first one came after Antonio Valencia floated a left-footed cross toward Robin van Persie, whose attempt to control the ball only deflected it toward Kagawa, whose shot caught goalkeeper Mark Bunn by surprise as it crept in at the near post.Rooney set up the second when he sped into the box and laid the ball off to Kagawa, who camly sidefooted it inside the near post. His third finish was equally clinical, again taking a pass from Rooney and chipping the ball past Bunn. The best goal of the day still belonged to Rooney, who collected the ball outside the area, drove past a defender and then unleashed a fierce strike that a diving Bunn could only flap at before seeing it land in the top of the net.Ferguson opted to rest Ryan Giggs ahead of the Madrid game, meaning the veteran midfielder will have to wait for his 1,000th professional game.Despite Uniteds massive lead in the standings, Ferguson is also choosing to wait before declaring that the title race is over. The best way for us to handle it is to win our games, Ferguson said. If we win our next game, then the next, we dont need to look back. There is a great atmosphere in the dressing room. That is helping us.

Hamilton fastest in penultimate day of F1 testing Posted: BARCELONA (AP) - Lewis Hamilton clocked the fastest lap of the entire Formula One preseason Saturday in his new Mercedes, then quickly brushed off talk of being an early favorite for the upcoming season. This was Hamiltons last day of testing as he will hand over the wheel to teammate Nico Rosberg on Sunday, and his impressive lap was the quickest so far of any driver in the run-up to the season-opening Australian Grand Prix.Hamilton took advantage of the first blue skies and dry track this week at the Catalunya Circuit by putting in a flying lap of 1 minute, 20.558 seconds on soft tires designed for speed before doing longer runs after the lunch break.Whilst weve been focusing on our own performance, we definitely havent seen the full potential of our competitors yet, so its difficult to predict where we might be, said Hamilton, the 2008 F1 champion.Hamilton left McLaren at the end of last season to replace German great Michael Schumacher at Mercedes. It was great to have a dry track today for my final day of testing, and we were able to get through all the test items that we wanted to achieve by the end of my program, he said.Felipe Massa had the second best effort in his Ferrari, seven-tenths slower than Hamilton, followed by Adrian Sutil in his return to Force India. Massa provoked a late red flag when his car lost a tire just after he had his fastest spin around the circuit.Williams duo Pastor Maldonado and Valtteri Bottas came next in front of Red Bulls Mark Webber, who had some mechanical trouble early.Webber was also hesitant to name front-runners for the new season. Last season saw unprecedented parity with seven different winners in the first seven races, before Red Bull proved dominant over the second half.In terms of the overall feeling at the end of my spell of testing, I think weve done well and we have made a step forward, Webber said. As Ive said before its very difficult to see a real pecking order. Weve just always been focused on what we have to do and not really looked too hard at anyone else. The day featured one surprise change in the lineup as Lotus Romain Grosjean made an about face and flew back from Paris to drive instead of the sick Kimi Raikkonen.Having set the pace on Friday, Grosjean took over for reserve driver Davide Valsecchi after making it back around midday and finished with the sessions 10th quickest lap.Jules Bianchi debuted for Marussia after signing with the team on Friday to replace Luiz Razia. The rookie put in the 12th fastest time, ahead of Caterhams Giedo van der Garde at the bottom of the time sheet.
