Congressional approval on Libya not required: White House
The White House says congressional authorisation is not necessary for military operation in Libya.
A 30-page report sent to Capitol Hill says the US was playing the role of an ally and its troops were not directly involved on the Libyan ground.
The US congress had passed a resolution this month demanding a report from the White House on the military operation. The majority of the congressmen had agreed in principle to withhold funds for any military operation that did not comply with the War Powers Act. "In view of important US interests in Libya and the limited nature of the operation, the president had constitutional authority to direct such an operations abroad and the congress approval was not required,” the report states.
