ISLAMABAD, Nov 10: The Supreme Court made it clear on Thursday that it had the right to dissect the deal under which 75 locomotives were to be procured from China even if the government had waived the prerequisites to ensure transparency.

82pc of PSDP allocations not utilised by provinces in 8 years

ISLAMABAD, Nov 10: The federal government has reported non-utilisation by the four provinces of about 82 per cent of the allocation under Public Sector Development Programme over the past eight years.
According to verified record of the ministry of finance, an amount of Rs934.3 billion was allocated for the provinces from 2002-03 to 2010-11 under PSDP but only Rs171.75 billion or 18.4 per cent of it was utilised...

Airline operating four planes without CAA's approval

KARACHI, Nov 10: A private airline is operating at least four of its aircraft without getting them registered with the Civil Aviation Authority in violation of international legislation dealing with wet leased aircraft and crew.
According to informed sources, even the aircraft's crew had not passed the mandatory CAA tests, thereby compromising the safety of passengers and the aircraft. The mandatory security clearance of the crew, all of whom are foreigners, have not been provided by the airline, Shaheen Air International, to CAA...

Abdullah dares Indian army over disputed security law

SRINAGAR, Nov 10: After his tough talk with the army for withdrawing the AFSPA (Armed Forces Special Powers Act) from parts of Indian-held Kashmir, chief minister Omar Abdullah said on Thursday his government had the authority to revoke the controversial law and sought a `workable' solution from the army.
"I have the authority. The elected state government of any state has the authority. In this case (revocation of AFSPA), the authority rests with the governor who would act on the basis of the state government's recommendations," Mr Abdullah said, renewing his call for lifting the law...
