Moody's holds Spains low rating unchanged Posted: Moodys gave Madrid critical breathing room Tuesday in its efforts to sort out its economic problems, holding the countrys debt rating unchanged at Baa3, one step above junk grade. But the US agency assigned Madrid a negative outlook, maintaining a threat to downgrade the country if conditions deteriorate.Moodys cited the European Central Banks willingness to buy Spanish government bonds to stabilize its borrowing rate as well as the governments commitment to implementing fiscal and structural reforms necessary to improve its finances.Moodys also credited the ongoing efforts to restructure the Spanish banking sector and strengthen the banks. In summary, Moodys believes that the combination of euro area and ECB support and the Spanish governments own efforts should allow the government to maintain capital market access at reasonable rates, providing it with the time it needs to stabilize public debt over the next few years. The maintenance of market access is critical because the risk that some form of burden-sharing will be imposed on bondholders is material for those countries that rely entirely or to a very large extent on official-sector funding for an extended period of time. But Moodys warned that the risks to the countrys situation remain skewed to the downside, and that the rating could go lower without progress on setting the countrys finances on a sustainable footing.Shocks at the euro area level could also have negative repercussions on Spains rating, for example in the absence of concrete progress in reforming the euro areas fiscal, economic and regulatory institutions. The possibility of Greece exiting the euro area continues to constitute a major event risk for all the weaker euro area member states. The move came a week after Moodys rival Standard & Poors dealt Spain a two-step downgrade to BBB-, S&Ps lowest grade before junk level.Cutting Madrids grade to junk status could send a large class of bond investors fleeing the countrys debt paper, and effectively forcing the cost of Spains borrowing shooting higher.
Brazil court upholds US pilots conviction Posted: A Brazilian court has upheld the conviction of two US pilots for their role in a mid-air collision that killed 154 people, but ruled that they did not have to serve jail time. The federal court in Brasilia reduced from 52 months to 37 months the sentence on Joseph Lepore and Jan Paladino over the 2006 crash. They returned to the United States in December 2006 after being held for a few weeks in Brazil.A court spokesman said the two, retried in their absence, would serve their sentence in an open regime, meaning they would not have to set foot in jail but would need to check in with authorities. The two pilots of an Embraer Legacy jet collided with a Gol Boeing 737 at about 37,000 feet (12,300 meters) over central Brazil on September 29, 2006.After five years of investigation and legal wrangling, a lower court in the central western state of Matto Grosso had sentenced the two pilots of the business jet to 52 months in jail last year. However, this was later commuted to community service in the United States. But relatives of the victims pressed for a new trial, insisting the two Americans were negligent and thus responsible for the tragedy. The pilots rejected the charge and insisted they were cleared by air traffic controllers to fly at that level. The two Americans were able to bring their jet and five passengers safely to the ground even though part of the aircrafts tail was sheared off. After the September 29, 2006 accident the two were accused by Brazilian authorities of illegally exposing their aircraft to danger. We hope that they will be permanently barred from flying again so that they do not endanger other lives and so that they serve their sentence in jail, said Rosane Gutjahr, who lost her husband in the accident.

Obama comes out swimming in second debate Posted: An intense Barack Obama bounced off the ropes and accused Mitt Romney of untruths Tuesday in a furious opening to his bid to blunt his foes momentum surge in their second presidential debate.Minutes into the debate, Republican Romney and Democrat Obama stood toe-to-toe a few feet apart, angrily accusing one another of distorting each others policies and future plans on oil production and energy.Governor Romney says he has a five-point plan. He doesnt have a five-point plan. He has a one-point plan, and that is to make sure that folks at the top play by a different set of rules, Obama blasted. In a high energy start to the face-off in Long Island, New York, Obama displayed more energy and passion than he showed in the whole of his limp 90 minute performance two weeks ago, which sent his poll numbers tumbling.Romney, a 65-year-old former governor of Massachusetts, took the first question of the town-hall style debate, about the jobs crisis, and bemoaned the plight of ordinary Americans who he said had been crushed over the last four years.I know what it takes to create good jobs and to make sure you have the opportunity you deserve, Romney said.Obama, 51, was quick off his stool in response, looking 20-year-old questioner Jeremy Epstein straight in the eye, fixing him with an intense stare as he promised to quicken the US economic recovery. He rapped Romney for opposing the auto industry bailout which he engineered and which he said had saved a million jobs, and brushed off his Republican rivals denials. What Governor Romney said just isnt true. He wanted to make them into bankruptcy without providing them any way to stay open, Obama said.Obamas team had promised a strong and passionate performance by the president after his lifeless showing in the first debate in Denver, revived Romneys campaign, which many Republicans thought was doomed to defeat.Democrats were severely rattled by Obamas no show, so his first mission Tuesday was to reboot enthusiasm among his core supporters, with early voting already under way in a clutch of states ahead of election day on November 6.The town hall setting, which had each candidate seated at a stool on a red carpet, and free to roam around, tested the body language of the two candidates, and capacity to empathize with the anxieties of everyday Americans.Democrats had nervously awaited the debate, fearing another limp display from Obama could provoke a slide to defeat, just four years after the rampant hope and euphoria inspired by his historic election victory.Senator John Kerry, who has been playing Romney in Obamas debate prep, predicted the debate would be fun, saying the president was excited about talking about his vision for the next four years.Kerry hinted Obama could dissect Romneys record as governor of Massachusetts, which he branded one of the great charades of all time. Before the debate, Obama dined with his wife Michelle on steak and potatoes, while Romney ate a dinner of rotisserie chicken, with sides of spinach and baked potato, with his wife Ann and five sons.Team Romney has had Obama on the ropes, and his campaign signaled confidence by predicting that the Republican would triumph in the key state of Ohio and nationwide. Our campaign clearly has the momentum heading into these last few weeks, as evidenced by steady movement in the polls toward governor Romney, and increased enthusiasm on the ground at our events, senior aide Rich Beeson said.Recent polls in the crucial Midwestern battleground state, which no Republican has lost and gone on to win the White House, show Romney steadily eroding the presidents narrow lead there. But Obama got a boost on Tuesday when the US Supreme Court ruled that Ohio cannot limit early voting, as the states Republican-led legislature did last year. That move had been seen as a blow against Obamas African-American voting base.Obamas campaign manager Jim Messina told reporters here that Obama retained multiple routes to get to the 270 electoral votes needed to win the presidency and dismissed the Romney campaigns confidence in Ohio.Supporters of both men were gathering at debate watching parties and another huge television audience was expected, though perhaps not so big as the 70 million that tuned into the first clash. In one festive scene at The Apollo, the legendary Harlem theater that helped launch the Jackson Five, Billie Holliday and James Brown, was packed with an excited crowd hoping to see the biggest political talent show on earth.President Obama has his own swagger. He needs to look in the mirror and rediscover his mojo, said Esther Armah, a radio host. Many national polls show Romney and Obama locked in a tie, but the challenger can claim undeniable momentum in the battleground states that will decide who will live in the White House come January.A USA Today/Gallup poll Tuesday showed a startling erosion of support for Obama among women, who now back Obama just 49-48 percent, in 12 swing states. The poll shows Romneys overall lead at 50-46 percent among likely voters in the swing states, compared with a 49-47 Obama lead among registered voters. The Obama campaign blasted the methodology of the poll.

Seven masterpieces stolen from Dutch museum Posted: Alerted by an alarm but arriving at the museum in Rotterdam after the thief or thieves had fled, police said they had launched a major investigation that includes interviewing possible witnesses and examining closed-circuit television. On Tuesday morning seven artworks were stolen from the Kunsthal in Rotterdam, police said in a statement, adding the burglary took place at around 3:00 a.m.(0100 GMT).The art theft is the biggest in the Netherlands in more than 20 years.Museum director Emily Ansenk, who flew back to Rotterdam after hearing of the theft during a visit to Turkey, told a press conference that what had happened was a nightmare for any museum. The stolen paintings were unique works that are known around the world, she said. They are Pablo Picassos Tete dArlequin, Henri Matisses La Liseuse en Blanc et Jaune, Claude Monets Waterloo Bridge, London and Charing Cross Bridge, London, Paul Gauguins Femme Devant une Fenetre Ouverte, dite La Fiancee, Meyer de Haans Autoportrait and Lucian Freuds Woman with Eyes Closed. After having initially declined to name the stolen paintings, the police said that after consulting with the owners, they can now release photographs of the works. The chairman of the museums board, Willem van Hassel, told journalists that technical security had been chosen deliberately which meant that nobody was at the museum but there was video. He declined to discuss the value of the stolen works, but an expert at the Cornette de Saint-Cyr auction house in Paris who requested anonymity said the paintings were worth between 150 and 200 million euros.A major investigation is under way and forensics are at the scene, Rotterdam police spokeswoman Patricia Wessels told AFP. Were investigating how they got access, what time it happened and who did it.Dutch state television showed a police forensic team dusting one of the Kunsthals outer doors for fingerprints. The NOS broadcaster said the haul was worth millions and millions of euros (dollars), but the paintings are so famous that it will be difficult to get anything like their real value on the black market. It is the biggest art theft in The Netherlands since 20 paintings were stolen from Amsterdams Van Gogh museum in 1991.Were a bit shocked that something like this happens here and at the same time we have some respect for thieves who got away with something likes this, said student Ibo Bose, disappointed not to be able to visit the museum.Police are interviewing possible witnesses and examining closed-circuit video footage, the police statement said. An initial investigation suggests that the robbery was well prepared. The police spokeswoman said that police were alerted during the night when an alarm went off but the thief or thieves had made off by the time police arrived at the scene.Museum director Ansenk said police arrived at the scene just five minutes after the alarm went off in Rotterdams museum park where few people go at night. The works were among the 150-strong Triton Foundations collection, which was being shown in its entirety to the public for the first time to mark the museums 20th anniversary, the Kunsthals website said. The collection has developed into one with an international reputation and which comprises representative works by the most important and influential artists of the late 19th century to the present day, it said. The exhibition comprises works from almost every significant art movement, it added. The Kunsthal, which means art hall, has no permanent collection of its own. It will reopen on Wednesday, the museum said.
