ICA set aside Pakistan objections on Kishanganga

The International Court of Arbitration (ICA) at The Hague Monday ruled in favour of India's position on the diversion of Kishanganga water, setting aside objections by Pakistan that has halted work on the 330 MW Kishanganga hydel project in Indian-held Kashmir. Islamabad took New Delhi to the court of arbitration in the summer of 2010, disrupting Indian plans to divert water from the Kishanganga into the Bona Madmati Nallah. Islamabad said the diversion violated provisions of the Indus Waters Treaty of 1965, a claim that India refuted. The International Court of Arbitration (ICA) at The Hague today upheld India's right to divert water from the Kishanganga hydroelectric project (KHEP).Pakistan had been objecting to the construction of the hydroelectric project on the Kishanganga in Kashmir, which is called Neelum upon entering Pakistan.In November 2009, Pakistan had proposed the establishment of a Court of Arbitration and the appointment of a neutral expert to resolve the Kishanganga dam dispute.The Indus Waters Treaty, inked between India and Pakistan, provides appointment of a neutral expert by the World Bank as a last option to resolve water-related issues between the two countries.While India had been maintaining that it was within its rights, under the Indus Waters Treaty of 1960, to divert Kishanganga waters to Bonar Madmati Nullah, Pakistan had been objecting saying India’s plan to divert waters would cause obstruction to the flow of the river. The project had been discussed in the Permanent Indus Commission.Pakistan approached the international court with its main objections being diversion and change of sub-basin of the Kishanganga.

Zardari hints at armys targeted operation in Quetta

President Asif Ali Zardari on Monday directed the Governor Balochistan to take all necessary measures for the security of Hazara community.In his telephonic conversation with Governor Nawab Zulfiqar Ali Magsi, the President asked him to personally monitor the relief operation and provide all possible help to the victims and their families.The President inquired from the Governor about the situation in the province in the wake of bomb blast on Saturday in Quetta and the steps taken by the provincial government to apprehend the culprits.According to sources, President has directed Governor Balochistan to call in army for a targeted operation ‘if it became necessary’.Meanwhile, Prime Minister Raja Pervez Ashraf also telephoned governor Baluchistan Nawab Zulfiqar Magsi and Chief Secretary Baluchistan Baber Fateh Yaqoob and made it clear to all stake holders that no stone will remain unturned to arrest the culprits and bring them to justice.The Prime Minister has also constituted a five-member Parliamentary Delegation comprising Federal Minister for Information and Broadcasting Qamar Zaman Kaira, Minister for Inter Provincial Coordination Mir Khazar Khan Bijrani, Maula Buksh Chandio, Chairman Public Accounts Committee Nadeem Afzal Gondal and Senator Ms. Sughra Imam and directed it to visit Quetta to assess the situation arising out of a terrorist attack resulting in the martyrdom of over 80 civilians.The team will meet the affected families as well as representatives of security and intelligence agencies, besides meeting the provincial administration.The committee will submit a comprehensive report containing its assessment and recommendations.

Addressing a press conference in Islamabad, Pakistan Tehreek-e-Insaaf (PTI) chief Imran Khan said that grave injustices are being carried out against Hazara community and demanded that the culprits of the deadly bombing in Quetta be brought to justice.He also appealed to Chief Justice of Pakistan to establish special courts to punish militants.Imran Khan also backed the demands for handing over Quetta to the army. He said that according to the constitution the army can be called in to control the law and order situation.Earlier, during his visit to the Mehsud tribesmen’s protest camp set-up in front of National Press Club here against the on-going military operation and the unabated drone strikes in South Wazirsitan Agency he said that drone attacks were being carried out with the government’s complicity.

Fish oil reduces death risk in dialysis patients

Omega-3 fatty acids may help prevent sudden cardiac death in patients on hemodialysis, a study in Kidney International suggests. Researchers from Indiana University studied blood samples from 100 patients who died of sudden cardiac death in the first year of hemodialysis, in addition to 300 who lived.We found that higher levels of omega-3 fatty acids in the blood of patients who were just starting hemodialysis were very strongly associated with a lower risk of sudden cardiac death over the first year of their treatment, said Allon Friedman, M.D., first author of the study. Researchers noted a significant inverse relationship between long-chain n-3 fatty acids and the risk of sudden cardiac death; the odds for death at one year of dialysis for the second, third and fourth quartile groups were 0.37, 0.22, and 0.20, respectively.Friedman, associate professor of medicine in the Division of Nephrology at the Indiana University School of Medicine, said the results warrant a placebo-controlled clinical study to further analyze the relationship.“Because omega-3 fatty acids can be obtained from certain foods, such as fish oil, our findings also have important implications for the type of diet we recommend to patients on dialysis, he said.

UN panel says Syria war crimes should go to trial

A United Nations commission on Monday said fighters on both sides in Syrias civil war have committed atrocities and should be brought to justice, while European Foreign Ministers extended an arms embargo on the country in hopes it would limit the ability of both sides to wage war.The announcements had little resonance inside Syria, however, where rebels fought to capture airbases in the north and the forces of President Bashar Assad shelled rebellious areas throughout the country.The spreading violence inside Syria despite international efforts to stop it reflects the dilemma that Syrias nearly two-year-old conflict poses for the international community.Despite pleas from the anti-Assad opposition, even sympathetic powers are resistant to provide arms, fearing theyll fall into the hands of Islamic extremists who have risen in the rebel ranks. At the same time, international calls for a negotiated solution have gone nowhere, mostly because both sides still seek military victory.In this context, the report issued Monday by the U.N.-appointed Commission of Inquiry on Syria served as a grim state-of-play on the brutal conflict that the U.N. says has killed some 70,000 people since March 2011.The 131-page report detailed deepening radicalization by both sides, who increasingly see the war in sectarian terms and rely on brutal tactics to advance their cause, spreading fear and hardship among the countrys civilians.The report accused both sides of atrocities, while saying that those committed by rebel fighters have not reached the intensity and scale of the governments violations.Regime forces and its associated militias have committed crimes against humanity, the report said, citing murder, torture and rape. It said rebels have committed war crimes, including murder, torture, looting and hostage-taking.The report also accused both sides of using child soldiers, citing the presence of fighters younger than 18 on the government side and under 15 among the rebels.The commission said it will submit a new, confidential list of Syrians suspected of committing crimes against humanity to the U.N. high commissioner for human rights, Navi Pillay, next month.Speaking to reporters in Geneva, commission member Carla del Ponte criticized world powers for not doing more to stop the war and called on the U.N. Security Council to refer Syria to the International Criminal Court.Crimes are continuing to be committed in Syria and the number of victims are increasing day to day, so justice must be done, del Ponte said.The commission, appointed by the U.N. Human Rights Council, acknowledged that it had not been able to work inside Syria, a limitation that significantly limited its ability to investigate alleged abuses particularly those committed by rebels.The report covers events since July, 2012, and is based on 445 interviews with victims and witnesses.World powers remain divided on how to handle conflict. The U.S. and many European and Arab countries have called on Assad to step down while Russia, China and Iran continue to back him.

Karzai bans Afghan forces from seeking airstrikes

President Hamid Karzai on Monday officially banned Afghan security forces from requesting international airstrikes during operations in residential areas.The presidential order came two days after Karzai said he would issue the decree amid anger over a NATO airstrike requested by the national intelligence service that local officials said killed at least 10 civilians and four insurgents.Critics have expressed concerns that the ban will hobble Afghan troops who rely heavily on air support to gain the upper hand in the fight against insurgents on the ground.But the top U.S. commander in Afghanistan, Marine Gen. Joseph Dunford, said he believes the American-led NATO coalition can operate effectively under the terms of the ban.The death of civilians during military operations, particularly in airstrikes, has been among a major source of acrimony between Karzais government and foreign forces.The presidential order was directed at the Defense Ministry, the Interior Ministry and the National Directorate of Security.During your operations, dont call for air support from international forces during operations on residential areas, the decree said. It did not provide more details.Dunford said Karzais decision was in line with a tactical directive issued last year by Dunfords predecessor, Marine Gen. John Allen, which was aimed at mitigating civilian casualties.He said coalition forces believe they can conduct effective operations within the presidents guidance.The U.S.-led military coalition said last June that it would limit airstrikes to a self-defense weapon of last resort for troops and would avoid hitting structures that could house civilians. That followed a bombardment that killed 18 civilians celebrating a wedding in eastern Logar province, which drew an apology from the American commander.Tensions rose again earlier this month when the civilians were killed in the northeastern Kunar province.The coalition, however, can still carry out airstrikes on its own accord.I believe the support we will provide to the Afghans is exactly consistent with the coalitions tactical directive, Dunford said.Karzais decision, however, could hamper the Afghan forces ability to fight the insurgency as it robs them of one of their most potent weapons. It also runs counter to Afghan requests for NATO to supply their security forces with aircraft capable of carrying out airstrikes. The Afghan military has repeatedly implored the United States for jet fighters, such as F-16s, and heavy weapons including tanks and artillery.There are other ways we can support our Afghan partners other than air ordnance, Dunford said without elaborating. He said the Afghan security forces will have to take Karzais decree into account when they make future operational plans.The U.N. mission in Afghanistan said 83 civilians were killed and 46 wounded in aerial attacks by international military forces in the first half of 2012. That figure was down 23 percent from the same period of 2011 the deadliest year on record for civilians in the Afghan war. It said two-thirds of the casualties last year were women and children and insurgents were responsible for the overwhelming majority of the deaths.Afghans currently lead about 90 percent of military operations nationwide and will fully take charge in the spring. However, they remain heavily dependent on the coalition for air support and medical evacuations from remote areas.The coalition insists it takes special care to avoid civilian casualties in operations while noting many high-level Taliban commanders and other militants have been killed.

UAE to buy US-made drones in military expansion

A defense official in the United Arab Emirates says the Gulf nation has signed $1.4 billion in military contracts that include purchases of U.S.-made drones.The drone deal, worth nearly $200 million, suggests Gulf Arab states are looking to boost surveillance capabilities to match claims by rival Iran of growing drone technology. The UAE says the Predator drones, built by General Atomics Aeronautical Systems, will not be outfitted for weapons capabilities, but used for reconnaissance.Iran has claimed it has developed its own sophisticated drones and managed to reverse-engineer a CIA drone seized in December 2011 after it entered Iranian airspace.UAE military spokesman Maj. Gen. Obaid al-Ketbi also said the deals include 750 U.S.-made mine-resistant vehicles.The contracts were announced Monday at a defense show in Abu Dhabi.

Palestinians rally for prisoners held in Israel

Palestinians blocked roads and held marches across the West Bank on Monday to protest the fate of thousands of their countrymen held in Israeli jails and demand the release of four detainees on hunger strike.The hunger strikers include Samer Issawi, 35, whose health has severely deteriorated after staging an on-again, off-again strike for more than 200 days. The men were all in stable condition, said a spokeswoman for Israels prison authority, Sivan Weizman.Israel is holding some 4,500 Palestinians for charges ranging from throwing stones to undertaking deadly militant attacks.Their incarceration is a sensitive issue for Palestinians, who see them as heroes of their struggle for liberation from the Jewish State.Hundreds of men and women in the southern town of Hebron brandished yellow, red, black-and-white flags of different Palestinian factions. Other demonstrators held up photographs of their loved ones behind bars, some in heavily ornate frames.Freedom for the prisoners they chanted.Near the biblical city of Bethlehem, Israeli forces chased protesters who blocked a major West Bank road. Soldiers chased them with sticks and hurled tear gas and stun grenades between jammed cars as Palestinians blocked traffic, waving their national black-green-red-and-white flag and shouting support for the prisoners.There were no reports of injuries. A military spokeswoman said forces responded after Palestinians hurled rocks at soldiers.In the West Bank city of Ramallah, about 50 activists demonstrated at a U.N. office. Another demonstration was staged in the northern city of Nablus.Of the four hunger striking prisoners, Issawi has refused food for the large part of some 200 days. He was hospitalized over the weekend after he lost consciousness, but his condition improved after receiving an IV drip containing vitamins and minerals, a lawyer for the men, Jawad Boulous said.Another prisoner, Ayman Sharawneh, refused food for 70 days. He halted his strike for a month and resumed it two weeks ago, said prison spokeswoman Weizman. The other two men have refused food since they were incarcerated almost three months ago, she said.Issawi and Sharawneh were prisoners who were freed as part of a 2011 exchange that released hundreds of Palestinians, many of them militants involved in deadly attacks, in exchange for an Israeli soldier held by Hamas-backed militants.

Nani and Javier Hernandez both scored in a three-minute span in the second half Monday as Manchester United finally broke down Readings stubborn defense to reach the FA Cup quarterfinals with a 2-1 victory.United had dominated much of the game at Old Trafford but lacked a cutting edge until Nani broke the deadlock with a clinical finish in the 69th minute. Hernandez headed in the second from Nanis cross three minutes later to seemingly make the game safe, but Jobi McAnuff pulled one back for reading in the 82nd.Nani and Hernadez both missed opportunities to extend the lead after that, and Reading never came close to an equalizer until Adam le Fondres glancing header from a free kick went wide in injury time.Still, the last 10 minutes could have been a lot more comfortable for United if the hosts had capitalized on their previous chances.We really should have punished them better, United manager Alex Ferguson said. I think when you analyze it we played some great football. We should have scored a lot of goals today. ... Injured Nadal draws inspiration from Ronaldo

Now he wants to repeat the Brazilians successful story of recovery from much more serious injuries.Nadal said Ronaldo is an example to be followed because of his determination to rebound from a series of knee injuries that threatened his career.Despite winning again, the Spaniard is still bothered by his knee and said he is far from fully recovered, although he hopes the victory in front of Ronaldo will mark a new beginning in his career.Ronaldo is an example to a lot of people because of all that he was able to achieve despite what he had to go through with all the knee problems in his career, Nadal said. He is definitely an example to me. Hes an example of determination and hard work.Ronaldo ended his career as one of the worlds top strikers after overcoming three serious knee operations. The former Barcelona, Real Madrid, Inter Milan and AC Milan striker won two World Cups with Brazil and remains the tournaments all-time leading scorer with 15 goals.Nadal said he has always admired Ronaldo, and as a kid proudly took a photo with the striker when he played for Barcelona in the late 1990s.He was unstoppable, one of the best players of all time despite all the bad luck he had with the knee, Nadal said.The Spaniard was out of action since last year because a torn and inflamed tendon in his knee, an injury that he says is improving but still bothers him from time to time. Sloane Stephens lost in the first round of the Dubai Championship on Monday, the latest setback for the rising American star who reached the Australian Open semifinals.Stephens, who has reached a career high 16 in the world rankings since knocking out Serena Williams in Melbourne, lost to Sorana Cirstea of Romania 5-7, 6-3, 6-2.It was a rough day, and I think she obviously played some good tennis, Stephens said. Every match isnt going to go the way you want it, and obviously I got a little frustrated. Jerry Buss, the Los Angeles Lakers' owner, dies

Spokesman Bob Steiner says Buss died Monday morning at Cedars-Sinai Medical Center in Los Angeles. Hed been hospitalized for cancer, but the immediate cause of death was kidney failure.Buss shepherded the NBA franchise to 10 championships. He transformed the Lakers into Southern Californias most beloved sports franchise and a worldwide extension of Hollywood glamour after buying the club in 1979.Buss acquired, nurtured and befriended a staggering array of talent during his Hall of Fame tenure.With Buss leadership and lavish spending, the Lakers won five championships during the 1980s Showtime dynasty and added five more in an 11-year span of Kobe Bryants career.

Pakistans most-capped player Inzamam-ul-Haq has called on the current team to show a more positive attitude with the bat in the remaining test of their three-match series against South Africa.South Africa defeated Pakistan by 211 runs in the first test and then beat them by four wickets in the second test in Cape Town on Sunday.I thought we were in with a good chance to win the second test but a passive approach in batting cost us the match, Inzamam told Reuters on Monday.What concerns me is the scoring rate of our batsmen. Even after getting settled in if they are not going above three runs per over against the worlds top side than how can we expect to beat them?Inzamam said centuries to Younus Khan and Asad Shafiq on the first day of the second test should have set the tone.But we continued to play under pressure from their bowlers who are no doubt the best in the world but certainly not invincible, he said.

Philander can get better: Smith

South African opening bowler Vernon Philander has built up a phenomenal record since his Test debut against Australia in November 2011 but his captain Graeme Smith is looking for more.Vern has got the results but he is still a work in progress, said Smith. I think he can get better.Philander, 27, has taken 87 wickets in 15 Tests at an average of 16.81 - a strike rate and an average unmatched by any other contemporary Test bowler.He has shot up the International Cricket Council rankings and is second only to his South African new ball partner, Dale Steyn.Together Philander and Steyn have been part of the three lowest totals made against South Africa - 47 by Australia in his debut Test, 45 by New Zealand and 49 by Pakistan in the first Test of the current series.In those three innings alone, Philander picked up 12 wickets and conceded only 38 runs.Philander was again a prime architect of South Africas four-wicket win in the second Test against Pakistan which ended at Newlands on Sunday, taking five for 59 in the first innings and four for 40 in the second.Smith pointed out that Philander had suffered a few niggles - which have caused him to miss three Tests because of injury since his debut - and that he could improve on his performances when the ball loses its shine if he was able to bowl slightly faster.I think he himself would like to see his pace up a little bit, said Smith.Outside of that his skill factor is immense. The seam action that he gets out of his hand... the questions he asks batters.Its great to stand at slip and watch that happen.If he can pick up a little bit of pace, which he has definitely got, his old ball spells will get even better.His new ball spells are so effective that if he can get his old ball spells to the same level he can really produce. I know its asking a lot but I do believe he can get there.Philander and Steyn will again spearhead the South African bowling in the third and final Test against Pakistan starting at Centurion on Friday.But the world champions will almost certainly be without Morne Morkel, the third member of their feared pace quartet, who only bowled 19 balls in the second innings before leaving the field with a hamstring strain.Rory Kleinveldt is likely to take his place.
