VATICAN CITY (AP) - Black smoke poured from the Sistine Chapel chimney on Tuesday, signaling that cardinals had failed on their first vote of the papal conclave to choose a new leader for the world's 1.2 billion Catholics and their troubled church.Surrounded by Michelangelo's imposing frescoes imagining the beginning and the end of the world, cardinals locked themselves into the chapel following a final appeal for unity to heal the divisions that have been exposed by Pope Benedict XVI's shocking resignation and revelations of corruption and mismanagement in the Vatican bureaucracy.Led by prelates holding a crucifix and candles, the 115 scarlet-robed prelates chanted the Litany of Saints, the hypnotic Gregorian chant imploring the intercession of the saints to guide their voting, before the master of liturgical ceremonies intoned Extra omnes or all out and closed the heavy wooden doors.Outside, thousands of people braved cold night rain and packed St. Peter's Square, eyes fixed on the narrow chimney poking out of the Sistine Chapel roof. They were rewarded some three hours after the conclave began when thick black smoke billowed out of the chimney, signaling that no pope had been elected.The cardinals now return to the Vatican hotel for the night and resume voting Wednesday morning.Benedict XVI's surprise resignation has thrown the church into turmoil and exposed deep divisions among cardinals grappling with whether they need a manager to clean up the Vatican's dysfunctional bureaucracy or a pastor who can inspire Catholics at a time of waning faith and growing secularism.The leading contenders for pope have fallen into one of the two camps, with Cardinal Angelo Scola, seen as favored by those hoping to shake up the powerful Vatican bureaucracy, and Brazilian Cardinal Odilo Scherer, favored by Vatican-based insiders who have defended the status quo. Other names included Canadian Cardinal Marc Ouellet, who heads the Vatican's powerful office for bishops, and U.S. Cardinal Timothy Dolan, the exuberant archbishop of New York.Before Tuesday's conclave a Mass was held at St. Peter's Basilica for the general public and the cardinals. In an appeal, the dean of the College of Cardinals, retired Cardinal Angelo Sodano, called for unity within the church, asking the cardinal electors to put their differences aside for the good of the church and the future pope.Each of us is therefore called to cooperate with the Successor of Peter, the visible foundation of such an ecclesial unity, Sodano said. He said the job of pope is to be merciful, charitable and tirelessly promote justice and peace.He was interrupted by applause from the pews not so much from the cardinals when he referred to the beloved and venerated Benedict XVI and his brilliant pontificate.Sitting in the front row was Benedict's longtime aide, Archbishop Georg Gaenswein, who reported that Benedict was watching the proceedings from the papal residence in Castel Gandolfo, according to a Vatican spokesman the Rev. Thomas Rosica.For over a week, the cardinals have met privately to try to figure out who among them has the stuff to be pope and what his priorities should be. The conclave proceeds in silence, with no formal debate, behind closed doors.During the discussions, Vatican-based cardinals defended their administration against complaints that they have been indifferent to the needs of cardinals in the field, according to leaks from the proceedings in the Italian media. They are allowed to travel only from the Vatican hotel through the gardens to the Sistine Chapel and back until they have elected a pope. No telephones, no newspapers, no television, no tweeting.The focus of the ritual is on the Sistine Chapel, the Michelangelo masterwork painted over the course of nearly 30 years starting in 1508, so astonishing Pope John Paul II that he called it the sanctuary of the theology of the body.The most famous frescoes are Creation is a series of nine frescos running the length of the ceiling, the most well-known of which is the Creation of Adam, showing God and Adam, their fingers reaching out to one another. Dell rejects request for info leading to buyout

ROUND ROCK, Texas (AP) - Dell has rejected a request from a shareholder rights group seeking to review the internal information that led to a proposed $24.4 billion sale of the struggling personal computer maker.In a letter Tuesday, a Dell lawyer told the Shareholder Forum that it hadn't met the legal standard needed to gain access to confidential assessments that swayed the decision-making process of the company's board.The Shareholder Forum, acting on behalf of an unidentified Dell shareholder, is trying to determine if the Round Rock, Texas, company is worth more than the $13.65 per share being offered by its CEO Michael Dell and a group of investors led by Silver Lake.Gary Lutin, a former investment banker who runs the Shareholder Forum, said he plans to send another letter Wednesday to Dell Inc. in an attempt to clear up any confusion over the legal issues governing the effort to shine more light on the sale negotiations.In a statement, Dell said extensive details about the deliberations leading up to the sales agreement will be included in regulatory documents that will be filed by the end of this month.Dell has staunchly defended the proposed sale to Michael Dell and Silver Lake as the best deal for the company after evaluating a wide range of other alternatives during a rigorous review undertaken by a special committee of four directors that were designated last August after its CEO broached the possibility of a buyout. The company also is seeking other suitors willing to submit a higher bid.Investors have been betting that the stakes will be raised. Dell's stock has been trading above the proposed sale price for most of the time since the deal was announced in early February. The shares dipped by a nickel to close Tuesday at $14.32.The mounting opposition to the proposed deal gained more momentum last week when activist investor Carl Icahn notified Dell that he had acquired a stake in the company in an attempt to come up with a better alternative. Icahn, who hasn't yet disclosed the size of his Dell stake, is pushing the company's board to scrap the sale and pay a special dividend of $9 per share instead. Pursuing Icahn's path would require a show of faith in Dell's plan to boost its recently sagging revenue by expanding into more profitable technology niches beyond the slumping PC market.Even though the company's financial performance has been weakening as PC sales droop, some shareholders are convinced Dell is worth substantially more than what Michael Dell and Silver Lake are offering.Southeastern Asset Management, an investment firm that owns the second largest stake after Michael Dell, contends the company is worth nearly $24 a share.In a separate move Tuesday, Dell granted Southeastern Asset's request for a list of shareholders and other records. That information will make it easier for Southeastern Asset to coordinate a rebellion against Dell's proposed sale, if the board continues to back it at the current price.The deadline for competing bids to be submitted is March 22.

US regulators want clear fine print in mobile ads

SAN FRANCISCO (AFP) - The US Federal Trade Commission called Tuesday for potentially bedeviling fine print to be clear and conspicuous as ads follow people onto smartphone screens or online social networks.The FTC updated its Dot Com Disclosures guidance advising advertisers how to avoid charges that digital ads are deceptive because information about conditions, risks, or costs gets short shrift for the sake of screen space.Advertisers should ensure that the disclosure is clear and conspicuous on all devices and platforms that consumers may use to view the ad, the FTC said in a release announcing the updated guidance.Advertisers using space-constrained ads, such as on some social media platforms, must still provide disclosures necessary to prevent an ad from being deceptive.The FTC advised marketers to avoid making people click on hyperlinks to reach disclosures or relegating the information to automated pop-up boxes, which are often blocked by Web browsing software.The original Dot Com Disclosure guidelines were released in 2000, prior to the booming popularity of smartphones and tablet computers.

Asian markets mostly fall

HONG KONG (AFP) - Asian markets mostly fell on Wednesday, with few catalysts to drive buying after recent gains, while Wall Street provided a limp lead.The yen edged up slightly as investors weighed reports that Japan's main opposition party will vote against one of the government's nominations for deputy governor of the country's central bank.Tokyo fell 0.15 percent, Hong Kong lost 0.47 percent, Shanghai was off 0.33 percent and Sydney slipped 0.29 percent but Seoul gained 0.20 percent.Investors took a breather as they await fresh buying impetus, with the Dow extending its record-breaking run to six sessions but only by squeezing out a marginal gain of 0.02 percent.However, the broad-market S&P 500 fell 0.24 percent, snapping a seven-session winning streak that had taken it to within a whisker of its all-time high. The tech-rich Nasdaq Composite dropped 0.32 percent.In Tokyo the Nikkei rolled back slightly as the dollar struggled to advance any further against the yen, having shot up by about 20 percent since November.The greenback saw some selling pressure on Tuesday in New York after reports that Japan's largest opposition party said it would not back the nomination of Kikuo Iwata to serve as the Bank of Japan's deputy governor.Iwata, along with the nominee for governor Haruhiko Kuroda, is a strong supporter of giving more control of the BoJ to the government and an advocate of further aggressive monetary easing.His failure to win approval could raise questions about Prime Minister Shinzo Abe's clout, analysts said.The Democratic Party of Japan, however, did say it would support the nominations of Kuroda and Hiroshi Nakaso, in line for the second available post as deputy governor.But Sean Callow, senior currency strategist at Westpac in Sydney, told Dow Jones Newswires: The local press is confident that all three nominees will eventually be accepted.On currency markets the dollar slipped to 95.08 yen in morning trade from 96.05 yen in New York late Tuesday. KARACHI (Dunya News) – At least three more people including a minor were shot dead in different areas of the city since last night.Nazmaabad police found a sack-packed body from Chawla Market, while a tortured body of a minor was also found from Cemari.On Tuesday, Some unknown motorcyclists opened firing on a police van near Anu Bhai Park killing two policemen and injuring four other persons. The victims were identified as ASI Abid and Gulzar. Meanwhile, two policemen were reportedly killed in another incident of firing.Some armed men attacked a car near Fazal Mill in Federal B Area and gunned down a trader namely Samiullah while an attacker was killed in police encounter and his two accomplices succeeded to flee from the scene. After the incident, the enraged people set motorcycle of the attackers on fire.Earlier, a man was shot dead by unknown assailants near Shafique Mor and another man was gunned down in Nazimabad. A man namely Muhammad Asghar was killed in firing near Sharafi Goth.Two dead bodies were found from Malir Memon Goth canal while the victims could not be identified.

South Korea jobless rate hits one year high

SEOUL (AFP) - South Korea's jobless rate rose to a one-year high in February, state data showed Wednesday, as more university graduates flooded onto the market.The seasonally adjusted jobless rate of 3.4 percent was the highest since the 3.7 percent posted in February 2012, and up from 3.2 percent in January.Unadjusted, the unemployment rate was 4.0 percent in February compared with 3.4 percent the previous month. Among those aged 25 to 29, the rate was a relatively high 8.0 percent compared with 6.4 percent in January as most graduates start their job searches in February. The seasonally adjusted number of employed people was 24.77 million in February, compared with 24.78 million the previous month.The numbers came a day before central bank policymakers hold their monthly monetary meeting, which has seen the key interest rate remain unchanged at 2.75 percent for the past four months.Many analysts expect the Bank of Korea to cut the rate later this year to boost growth in Asia's fourth-largest economy, which has suffered from sagging export demand.

But the economic and regional divide means the richer you are, the better water supply you will likely get, and the more prepared your government is for natural disasters.The study published Wednesday by the Asian Development Bank says countries could be disproportionally affected by the potential impact of climate change such as storms and floods if they did not rethink how they manage water. That includes Asias rivers, nearly 80 percent of which are in poor health. Urban populations are growing and so is pollution.Australia, Singapore and New Zealand top the list of nations best prepared to cope with floods, droughts and hurricanes. Nepal, Laos and Cambodia are the least prepared. No country is considered water secure.

Last survivor of plot to kill Hitler dies at 90

BERLIN (AP) — As a 22-year-old German army lieutenant, Ewald-Heinrich von Kleist volunteered to wear a suicide vest to a meeting with Adolf Hitler and to blow himself up along with the Nazi dictator.The assassination didnt come to pass, but von Kleist went on to play a key role in the most famous attempt on Hitler later that same year, and was the last surviving member of the group of German officers who tried and failed to kill the Fuehrer on July 20, 1944.Von Kleist died Friday at age 90 at his home in Munich, his wife Gundula von Kleist told The Associated Press. Von Kleist was born July 10, 1922, on his family estate Schmenzin in Pommerania in an area of northeastern Germany that is today Poland.The von Kleist family was a long line of Prussian landowners, who had served the state for centuries in high-ranking military and administrative positions.Von Kleists father, Ewald von Kleist, was an early opponent of Hitler even before he came to power, and was arrested many times after the Nazi dictator took control in 1933. The elder von Kleist famously traveled to England in 1938, the year before World War II broke out, to try and determine whether other Western nations would support a coup attempt against Hitler, but failed to get the British government to change its policy of appeasement.Despite his familys opposition to the Nazis, younger von Kleist joined the German army in 1940, and was wounded in 1943 in fighting on the Eastern Front.During his convalescence, he was approached in January 1944 by Col. Claus von Stauffenberg, another officer from an aristocratic family, and presented with a plan to kill Hitler. Von Kleist had been chosen as the officer to model a new uniform for Hitler, and von Stauffenberg proposed that he wear a suicide vest underneath, and detonate it when he stood next to the dictator.Years later von Kleist remembered explaining the suicide plot to his father, who paused only briefly before telling his 22-year-old son: Yes, you have to do this.Fathers love their sons and mine certainly did, and I had been quite sure he would say no, von Kleist recalled. But, as always, I had underestimated him.The suicide attack plan never came to fruition. Months later, however, von Kleist was approached again by von Stauffenberg to take part in what would become known as the July 20 plot — for the day in 1944 that the assassination was attempted — which was brought to the big screen in 2008 in Valkyrie, starring Tom Cruise as von Stauffenberg.Von Kleist was supposed to play a key role as the person who was to carry a briefcase packed with explosives to a meeting with Hitler. In a change of plans, however, von Stauffenberg decided to plant the bomb himself.Von Stauffenberg placed the bomb in a conference room where Hitler was meeting with his aides and military advisers at his East Prussian headquarters. Hitler escaped the full force of the blast when someone moved the briefcase next to a table leg, deflecting much of the explosive force.Von Kleist remained in Berlin, charged with overseeing the arrest of officers and officials loyal to Hitler in the city. But when news spread that Hitler had survived, the plot crumbled and von Stauffenberg, von Kleists father, and scores of others were arrested and executed in an orgy of revenge killings. Some were hanged by the neck with piano wire. Von Stauffenberg was shot by firing squad.Von Kleist himself was arrested, questioned at length by the Gestapo, and sent to a concentration camp, but then inexplicably let go and returned to combat duty.Following the war, von Kleist founded the Ewald von Kleist publishing house, and became involved in public education on security issues and trans-Atlantic relations. In 1952 he founded the independent defense affairs association known as the Society for Military Studies, and the European Military Studies magazine in 1954.In 1963 he founded what would become the annual Munich Security Conference — a forum that still today brings together the worlds top diplomats and defense officials, in an informal setting for talks on global security policy, and has long been considered the preeminent conference on NATO issues.Von Kleist served as the conferences moderator until 1998, before handing it over to Chancellor Helmut Kohls longtime foreign policy adviser Horst Teltschik, who has also since stepped down.For his efforts leading the Munich Security Conference, von Kleist was awarded the U.S. Department of Defenses Medal for Distinguished Public Service in 1991, its highest award for a civilian.His other decorations include Germanys Federal Order of Merit and Frances Officier de la Legion dHonneur.
