Suspect letter to Obama tested poison positive Posted: WASHINGTON (Agencies) - A suspicious letter sent to US President Barack Obama preliminarily tested positive for the deadly poison ricin, the Federal Bureau of Investigation said Wednesday. In a statement, the FBI said the investigation into the letter sent to Obama and another sent to Senator Roger Wicker was ongoing, adding there was no indication of a connection to the Boston Marathon bombings.A letter addressed to President Barack Obama is being checked for a suspicious substance, a day after a letter addressed to a U.S. senator tested positive for poisonous ricin, the U.S. Secret Service says. The letter to Obama arrived Tuesday and was intercepted at a facility away from the White House, said Secret Service spokesman Ed Donovan.Word of the letter comes a day after lawmakers disclosed that a letter mailed to Sen. Roger Wicker tested positive for poisonous ricin. That letter to Wicker, a Republican, was intercepted at a Senate mail facility just outside WashingtonTensions have been high in Washington and across the country since the deadly bombings on Monday at the Boston Marathon that killed three people and injured more than 170.Sen. Claire McCaskill has said authorities have a suspect in mind in Wicker case, though no one has been charged. The person that is a suspect writes a lot of letters to members, she said Tuesday as she emerged from a classified briefing.Authorities declined to comment on a suspect or any other aspect of the investigation being led by Capitol Police and the FBI.
Insecurity haunts London runners Posted: LONDON (AP) - For Geoffrey Mutai, the bombs that ripped through Boston stripped away some of the innocence and freedom from marathon running.Sport is like church, its not a place where you can take arms, the Kenyan told The Associated Press on Wednesday. It is a free area where we can stay free and enjoy ourselves with no politics. But Mutai watched from afar Monday as the scene of one of his great triumphs two years ago turned into one of unimaginable horror. With three people killed and more than 170 wounded by the twin blasts near the Boston Marathon finish line, Mutai is apprehensive as he prepares to take on the London Marathon on Sunday. And he fears marathons might never be the same again. They have taken our freedom which we normally have in races, Mutai said. When you are in a race you are relaxed and you are enjoying yourself and free to go anywhere. But now there must be watertight security, they cannot be having as many people at the end of the race. The roar of the crowd along the route will leave Mutai on edge, fearing he is hearing some sounds of the bomb.It will be challenging for the sport, said the Kenyan, who ran the worlds unofficial fastest time in Boston in 2011.The bombs in Boston, which U.S. President Barack Obama has branded an act of terrorism, exploded about four hours into the race and two hours after the mens winner crossed the finish line.Normally in a race you have not prepared yourself psychologically that something can happen like that, Mutai said. So even in your mind you are not free (now) its bringing another thing to sports which is not good.Despite receiving no assurances about security on Sunday, Mutai has no concerns about his wife watching him bid for a first London title.
Global markets down over growth concerns Posted: LONDON (AP) - Waning global growth concerns and disappointing US corporate earnings weighed on markets Wednesday.Economic indicators have, on the whole, been negative in recent weeks, particularly in Europe and the regions stocks have taken a hit. This week, Germany reported a drop in investor confidence, France said its deficits would be higher than expected, and unemployment rose in Britain. The International Monetary Fund, meanwhile, lowered its outlook for the world economy, predicting that government spending cuts will slow U.S. growth and keep the euro currency countries in recession this year.Analysts said another reason for the markets drop was market speculation that Germany could suffer a credit rating downgrade. Though several economists said it was unlikely, since the countrys debt costs are at record lows, traders in Europe remained cautious.By early afternoon in Europe, Germanys DAX was down 1.6 percent to 7,556.49 while Frances CAC-40 lost 1.3 percent to 3,636.31. The euro was down 0.4 percent against the dollar to $1.3126.Once again, fear rather than optimism is the overriding factor affecting European traders, and early market rumors of a German debt downgrade have seen the DAX lead the way lower, said Alastair McCaig, market analyst at IG.In Britain, the FTSE 100 was 0.5 percent lower at 6,274.54 after Tesco, the countrys largest supermarket operator, reported a sharp drop in profits. The company blamed costs at its Fresh & Easy U.S. operations, which it is trying to sell. It also sounded negative about Asian markets, announcing it would pull out of Japan and take a more measured approach to growth in China.Labor market figures for the U.K. were also negative, showing unemployment rose by 70,000 in the three months to February. The number suggests the British economy is unlikely to stage a significant recovery in coming months.Wall Street opened lower as well after Bank of America reported disappointing earnings, causing its shares to drop 3.8 percent. The Dow was down 0.8 percent to 14,632.23 while the broader S&P 500 futures shed 1 percent to 1,558.03.Corporate earnings reports had until Wednesday been one of the few bright spots for markets this week, so investors will look for improvements in reports from other big names such as American Express and eBay later in the day.Another point of focus will be the Federal Reserves Beige Book, a regular report that is expected to show that activity in the worlds largest economy is still only gradual.Earlier, Asian stock markets mostly closed higher.Japans Nikkei 225 rose 1.2 percent to 13,382.89 as the yen weakened again, helping its many exporting companies. The dollar was up 0.4 percent to 97.91 yen.Hong Kongs Hang Seng fell 0.5 percent to 21,569.67. Australias S&P/ASX 200 advanced 1.1 percent to 5,004.60. Benchmarks in Indonesia, Malaysia and the Philippines also rose. South Koreas Kospi rose less than 0.1 percent to 1,923.84.Benchmark oil for May delivery was down $1.12 at $87.60 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 1 cent on Tuesday.

Thousands in Balochistan homeless after quake Posted: QUETTA (AP) - Thousands of people are homeless and desperate for aid in Balochistan following a deadly earthquake centered in neighboring Iran that toppled scores of mud brick homes and killed at least 36 people, officials said Wednesday. The Pakistani army has deployed several hundred soldiers to help the relief effort in Mashkel, the area of Baluchistan province hit hardest by Tuesdays magnitude 7.8 earthquake. But many residents in Mashkel, where nearly all the homes were destroyed, said they were unhappy with the governments response.I appeal to the government. I appeal to the international community to help us with food, medicine, tents and blankets, Syed Mureed Shah, one of the top officials in surrounding Washak district, told The Associated Press by telephone.Come and see with your own eyes the damage caused by the earthquake. At least 35 people were killed and 150 injured in Pakistan, according to Pakistans National Disaster Management Authority.Irans main state TV channel said Wednesday that only one person was killed in Iran a woman who was struck by falling rocks while she was collecting herbs and that 12 people were injured.Irans state-run Press TV initially reported a much higher death toll in Iran, saying 40 people had been killed, but later backed away from that figure. The discrepancies and apparent backtracking in the reports could not be immediately reconciled because the affected areas are remote and difficult to reach. An estimated 700 houses were reported damaged in Mashkel in Pakistan, and more remote areas were being assessed, the disaster management agency said. But Shah, the Washuk district official, said the damage was more widespread. He said more than 3,000 homes were destroyed in the district, leaving about 19,000 people without shelter. He complained that he has only received about 60 tents from the provincial government.People in Mashkel sat under makeshift shelters or sought shade under palm trees amid the rubble of their mud brick houses Wednesday.A dead horse lay amid the debris of one house. An air conditioning unit stuck out of rubble from another. Several children lying on beds in a makeshift clinic received medicine or fluids intravenously.More than 300 Pakistani soldiers, including doctors and engineers, were helping with the relief effort by distributing food, medicine and blankets, the army said. They also set up a field hospital to provide medical aid. Five army helicopters were participating in the operation, the army said. The helicopters flew 15 critically injured people to Quetta, the capital of Baluchistan province, for treatment, the disaster management agency said.Five more critically injured people are awaiting evacuation from Mashkel and are expected to be evacuated Wednesday, the agency said. The provision of additional supplies was hampered Wednesday by a sand storm that prevented helicopters from landing in Mashkel, the agency said. The Baluchistan government also dispatched 20 trucks carrying tents, lamps, food and water that are expected to reach Mashkel by Thursday morning at the latest.
Nigeria offers amnesty to extremists Posted: LAGOS (AP) - Nigeria formed a panel that will create an amnesty program for Islamic extremists to try to quell a bloody guerrilla campaign of bombings and shootings thats killed hundreds of people across its north, the government said Wednesday. The 26-person panel, created by President Goodluck Jonathan, has a 60-day deadline to come up with an offer for fighters belonging to the Islamic extremist network Boko Haram and other groups now fighting against government forces and killing civilians with apparent impunity.A similar program in 2009 worked to halt the majority of attacks by militants in Nigerias oil-rich southern delta, but those fighting in the north have in the past rejected the idea of overtures from the government. The presidential committee, including police and military officials, as well as politicians and human rights activists, would constructively engage key members of Boko Haram and define a comprehensive and workable framework for resolving the crisis of insecurity in the country, according to a statement issued by presidential spokesman Reuben Abati. The committee also would offer a comprehensive victims support program, though the statement offered no further details about it.The presidency said it hoped disarming Islamic extremists would happen within two months time, a goal that likely could be difficult. The idea of an amnesty, discussed in some corners by analysts, came to a head in March when the Sultan of Sokoto, one of the countrys top Muslim leaders, called for it.While the sultan did not speak in specifics, others have suggested offering an amnesty deal in line with one previously given to militants in Nigerias oil-rich southern delta in 2009.That deal offered cash payments and job training to fighters in return for them giving up their weapons and halting attacks on foreign oil companies.Until Wednesday, the sultan was the highest-ranking official so far to publicly endorse such a plan for Islamic extremists, many of whom fight as part of Boko Haram and its splinter groups. The 2009 amnesty deal, however, did not stop attacks in the delta, nor halt the rapidly growing theft of crude oil from pipelines there that has caused serious environmental damage. The militants in the nations largely Christian south also attacked the commodity that fills the nations coffers while typically not killing civilians. Those extremists fighting in the nations Muslim north have shown no hesitation to kill civilians and security forces alike, nor does their fighting affect oil production.Boko Haram is blamed for killing at least 792 people last year alone, according to an Associated Press count. So far this year, violence by Islamic extremists has killed at least 174 people, according to an AP count.Boko Haram says it is fighting to free its imprisoned members and install an Islamic government over Nigeria, a multiethnic nation of more than 160 million people. The group, whose name means Western education is sacrilege, has conducted its guerrilla fight across Nigerias north over the last three years. The groups command-and-control structure remains unclear, though it appears to have sparked several splinter groups.A group of men who said they belong to Boko Haram claimed responsibility for the kidnapping of seven French tourists from northern Cameroon late February a first for the group.Meanwhile, a Boko Haram splinter group known as Ansaru has claimed the recent kidnappings and killings in northern Nigeria of seven foreigners a British citizen, a Greek, an Italian, three Lebanese and one Filipino all employees of a Lebanese construction company called Setraco.Despite the deployment of more soldiers and police to northern Nigeria, the nations weak central government has been unable to stop the killings.Meanwhile, human rights groups and local citizens blame both Boko Haram and security forces for committing violent atrocities against the local civilian population, fueling rage in the region.

Pressure-cooker bombs used in Boston blasts: FBI Posted: BOSTON (AP) - FBI agents zeroed in Wednesday on how the Boston Marathon bombing was carried out with kitchen pressure cookers packed with explosives, nails and other lethal shrapnel but said they still didnt know who did it and why.An intelligence bulletin issued to law enforcement and released late Tuesday includes a picture of a mangled pressure cooker and a torn black bag the Federal Bureau of Investigation says were part of a bomb. The FBI and other prominent law enforcement agencies repeatedly pleaded for members of the public to come forward with photos, videos or anything suspicious they might have seen or heard.President Barack Obama branded the attack an act of terrorism but said officials dont know whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act of a malevolent individual.Richard DesLauriers, FBI agent in charge in Boston, said at a news conference that the range of suspects and motives remains wide open. He vowed to go to the ends of the Earth to identify the subject or subjects who are responsible for this despicable crime.Scores of victims of the Boston bombing remained in hospitals, many with grievous injuries, a day after the twin explosions near the marathons finish line killed three people, wounded more than 170 and reawakened fears of terrorism.A 5-year-old child, a 9-year-old girl and 10-year-old boy were among 17 victims listed in critical conditionHeightening jitters in Washington, where security already had been tightened after the bombing, a letter addressed to a senator and poisoned with ricin or a similarly toxic substance was intercepted at a mail facility outside the capital, lawmakers said. There was no immediate indication the episode was related to the Boston attack. Senate Majority Leader Harry Reid said the letter was sent to Republican Sen. Roger Wicker of Mississippi.Officials found that the bombs in Boston consisted of explosives put in ordinary, 1.6-gallon (6-liter) pressure cookers, one with shards of metal and ball bearings, the other with nails, according to a person close to the investigation who spoke on condition of anonymity because the probe was still going on.Both bombs were stuffed into black duffel bags and left on the ground, the person said.Investigators said Wednesday they recovered a piece of circuit board they believe was part of one of the explosive devices, also found on the lid of a pressure cooker.DesLauriers confirmed that investigators had found pieces of black nylon from a bag or backpack and fragments of BBs and nails, possibly contained in a pressure cooker. He said the items were sent to the FBI laboratory at Quantico, Virginia, for analysis. The FBI said it is looking at what Boston television station WHDH said are photos sent by a viewer that show the scene right before and after the bombs went off. The photo shows something next to a mailbox that appears to be a bag, but its unclear what the significance is.Were taking a look at hundreds of photos and thats one of them, said Jason Pack, FBI spokesman in Boston.Investigators said they have not yet determined what was used to set off the explosives.Pressure-cooker explosives have been used in international terrorism, and have been recommended for lone-wolf operatives by Al-Qaidas branch in Yemen. But information on how to make the bombs is readily found online, and U.S. officials said Americans should not rush to judgment in linking the attack to overseas terrorists.
Tata consultancy reports 22% rise in profits Posted: MUMBAI (AFP) - Indias biggest IT outsourcing firm, Tata Consultancy Services, on Wednesday reported a 22 percent jump in quarterly net profit, in line with market forecasts, led by stronger outsourcing orders. The company, which is popularly known as TCS and is part of the steel-to-tea Tata conglomerate, said net profit was 35.97 billion rupees ($661 million) for the three months ended March, up from 29.32 billion rupees a year earlier.Analysts had forecast TCS would show a profit of about 36 billion rupees.TCS, which does not offer a revenue outlook, counts blue-chip companies such as British Airways, Microsoft and Sony among its main clients. The mood is positive. Deals are getting closed, said TCS chief executive N. Chandrasekaran, adding that business grew in the retail, financial services, insurance and manufacturing sectors across geographic markets. We expect the fiscal year 2013-14 (which started April 1) to be better than the last fiscal, he told reporters in the city.He said TCS is pursuing deals of a larger size this year compared to last year. Its rival Infosys last week reported a 3.4 percent rise in net profit to 23.94 billion rupees ($439 million). But lower-than-expected January-March revenues and sales projections for the coming 12 months saw Infosys shares tumble by over 21 percent in a single day.India, with its large English-speaking workforce, accounts for at least 50 percent of the global outsourcing market and the industry is a vital exporter.
13 inmates with gun escape from Philippine jail Posted: BACOLOD (AP) - Philippine police say 13 inmates, some accused of murder, have escaped from a provincial jail in a central province using a smuggled gun to disarm guards.Police Senior Supt. Ricardo de la Paz says the inmates pointed a pistol and improvised knives at three guards, disarming one of them Wednesday in Sagay city in Negros Occidental province. One inmate fired at and destroyed a padlock at the main gate, allowing him and a dozen other inmates to make a dash to freedom.Police scoured a vast sugarcane field but failed to find the inmates, three of whom were facing murder charges.Dozens of jailbreaks occur in the Philippines each year due to lax security and dilapidated prisons, which have been derisively called among the most porous in the world.
New Zealand legalizes same-sex marriages Posted: WELLINGTON (AFP) - New Zealand became the first Asia-Pacific country to legalise same-sex marriage Wednesday after a decades-long campaign, a historic decision celebrated with parties across the gay community.A parliamentary vote overwhelmingly backed a move to amend the 1955 Marriage Act 77-44 to describe matrimony as a union of two people regardless of their sex, sexuality or how they choose to identify their gender. It is about saying these lives matter, our society is big enough for us, gay Green Party MP Kevin Hague told parliament. The lawmaker behind the reform, Louisa Wall, a gay member of the centre-left Labour Party, said the New Zealand legislation should pave the way for reform in other countries in the region. The law unfortunately has treated homosexual New Zealanders as less than human, as less than equal citizens, she told AFP. What this bill will do is ensure the state does not discriminate against any citizen. On the capitals Cuba Street entertainment strip, gay venues such as the San Francisco Bath House and S&Ms held parties while screening Wednesday nights vote live.Parliaments public gallery was booked out due to overwhelming demand and a big screen was erected in an overflow room near the debating chamber to accommodate hundreds of extra onlookers.Theres going to be parties everywhere, LegaliseLove Wellington co-ordinator Joseph Habgood said ahead of the vote. The change makes New Zealand the 13th nation globally to allow gay marriage, according to Human Rights Watch (HRW).Australia rejected a similar proposal last September and the issue has prompted heated debate in the United States since President Barack Obama made support for same-sex unions a prominent part of his second-term agenda. With Britain and France both appearing set to adopt same-sex marriage soon, Wall said a global conversation on gay rights was occurring, which should prompt changes in nations such as Tonga and Samoa, where homosexuality is still illegal.Opinion was divided on Cuba Street ahead of the vote.If some people are allowed to do it, then all people should be allowed to do it, Christina Hroch said I havent met anyone that would be against it.But Suzy Prime was totally opposed to the change, raising concerns about the impact on children raised in same-sex marriages.I dont think theres a need for marriage, she said. We already have a law that they can be together with their civil rights. I dont have a problem with that but I dont think its right to go beyond that and allow marriage.New Zealand decriminalised homosexuality in 1986 and since 2005 has allowed same-sex civil unions.HRW lists the countries that currently allow same-sex marriage as The Netherlands, Belgium, Canada, South Africa, Argentina, Spain, Portugal, Norway, Sweden, Denmark, Iceland and Uruguay, which changed the law this month.
11 migrants die as boat capsizes near Morocco coast Posted: RABAT (AFP) - Eleven migrants trying to reach Europe died after their boat capsized off the north coast of Morocco, medical sources and a human rights group said on Wednesday.Of the 34 people travelling in the boat, reached up by the Moroccan navy at midday on Tuesday, two children, three women and six men died, and another 12 were hospitalised, a doctor in the coastal town of Hoceima told AFP.All but one of the victims drowned, the other dying while being transported to Hoceima hospital, according to Faisal Oussard, local representative for the Moroccan Association of Human Rights. They were all sub-Saharan migrants but their nationalities were not known.Oussard said the boat capsized nine kilometres (six miles) off Hoceima, having set off from Nador, 130 kilometres to the east, either headed for the north African Spanish enclave of Melilla, or mainland Spain. The sea was calm when the accident took place, but the boat, a rigid inflatable, or RIB, was far too small for the number of people it was carrying, he added. The condition of those those hospitalised in Hoceima and the fate of the 11 people who escaped without injury were not known. The Moroccan authorities frequently expel sub-Saharan migrants across the Algerian border, which is their main point of entry.Medical aid group Doctors Without Borders said last month that it was closing its projects in Morocco in protest at the plight of African migrants allegedly abused by Spanish and Moroccan police while trying to reach Europe.Thousands of illegal African migrants regularly attempt to cross from Morocco into Spain each year on overcrowded and makeshift boats. The tiny Spanish enclaves of Ceuta and Melilla, perched on the coast of north Africa and both claimed by Morocco, are key launching pads for clandestine migration to Europe.Melilla received 2,224 illegal immigrants last year, 262 more than in 2011, according to Spains Interior Minister Jorge Fernandez Diaz.He blamed instability in Africas Sahel region, and especially in Mali, for the rise in illegal immigrants trying to enter the territory.Local associations estimate that Morocco was hosting between 20,000 and 25,000 migrants from sub-Saharan countries in 2012 hoping for access to Europe through Spain.
