US providing Syrian rebels $123M more in aid

ISTANBUL (AP) - The United States is providing Syrian rebels with $123 million in new nonlethal aid that may include armor and other types of supplies that havent been part of the assistance package in the past.U.S. Secretary of State John Kerry says the additional money will double the nonlethal assistance to the Syrian opposition as well as increase humanitarian aid.Speaking Saturday in Istanbul, Kerry says the situation in Syria is at a critical moment and that the bloodshed needs to stop.Foreign ministers from the main supporters of the rebels trying to topple the Syrian government are meeting in Istanbul over the weekend to increase pressure on Syrian President Bashar to step down.The United Nations estimates that the fighting in Syria has killed more than 70,000 people.

Morsi to reshuffle cabinet amid turmoil

CAIRO (AP) - Egypts President Mohammed Morsi says he will reshuffle the cabinet soon, a key demand of his opposition amid divisive turmoil over a myriad of issues.In an interview with the Al-Jazeera satellite channel, Morsi said the reshuffle would involve a number of key ministries, although he didnt say how many.He also did not give a timeline for the cabinet changes or say which ministries would be affected.It would be the second reshuffle since Morsi took office in July.The opposition is demanding a more inclusive government, a key step that could help build consensus for reforms needed for a nearly $5 billion loan from the International Monetary Fund,The interview aired Saturday, a day after violent street clashes were sparked by concerns over the independence of the judiciary.

Iran says it will remain loyal to nuclear treaty

TEHRAN (AP) - Irans foreign ministry says the country is a committed signatory to the Nuclear Non-Proliferation Treaty and will continue cooperating with the U.N. nuclear watchdog agency.Five major powers on Friday labeled Iran and North Korea as serious challenges to the worlds nuclear security, saying they have defied U.N. sanctions. They cited Irans continued pursuit of certain nuclear activities as among the biggest threats to the treaty, the worlds most important pact on preventing the spread of nuclear arms.Responding to the charge, the semi-official ISNA news agency on Saturday quoted Iran foreign ministry spokesman Ramin Mehmanparast as saying that Iran is loyal to its commitments under the treaty and will continue working with the International Atomic Energy Agency.The West suspects Iran is pursuing nuclear weapon, a charge Tehran denies.

Napolitano re-elected Italy's president

ROME (AP) - Italys Parliament on Saturday re-elected Giorgio Napolitano to an unprecedented second term as president after party leaders persuaded the 87-year-old to serve again in hopes of easing the hostility that has thwarted formation of a new government.Napolitano easily surpassed the simple majority required to be elected Saturday afternoon. He garnered 738 votes, far more than the 504 needed for victory for another seven-year mandate.Parliament had a much harder time. It took it three days of balloting to choose a president, reflecting the legislatures deep polarization following inconclusive nationwide elections in February.After the weeks of stalemate, Napolitano can formally begin one of the head of states most important tasks once he takes a new oath of office. He must figure out who has the best prospects of putting together a new government, with enough support to successfully work with Parliament and survive a mandatory vote of confidence.That wont be easy. Italys main political parties essentially three distinct ideological blocs in Parliament and their often shifting allies are heavily polarized, and antagonism only grew sharper during the gridlock.Napolitano, a former Communist, will have to quickly start sounding out parties about a potential premier. The next government faces pressure to bring urgently needed economic and electoral reforms to the recession-mired nation.Italy has had a caretaker government for months, led by economist Mario Monti, a Napolitano appointee whose harsh austerity measures of higher taxes, pension reform and slashed spending helped keep Italy from succumbing to the debt crisis.Napolitano, citing his advanced age, had repeatedly refused to be a candidate for another term that would see him turn nearly 95 when it runs out. China mine blast kills 18, injures 12

BEIJING (AP) - Chinas state news agency says a coal mine explosion has killed 18 and injured 12 in the northeast part of the country.The Xinhua News Agency cites local authorities as saying the Saturday afternoon blast occurred in Helong city in Jilin province.The report says rescue work has ended, but an investigation into the cause of the explosion continues.Chinas mines are the deadliest in the world. Safety has tightened in recent years, but regulations are often ignored.

SAKHIR (AP) - Mercedes driver Nico Rosberg took pole position at the Bahrain Grand Prix on Saturday, finishing ahead of Sebastian Vettel of Red Bull and Fernando Alonso of Ferrari for the race that is being held amid widespread anti-government protests in the divided nation.It is only the second pole of Rosbergs career and best performance of the year for the 27-year-old German who has retired early in two of the three races and was forced by the team to finish behind teammate Lewis Hamilton in fourth place in Malaysia.Rosbergs timed 1:32.330 to finish 0.254 in front of Vettel the three-time defending Formula One champion and 0.337 ahead of Alonso, who won last weeks Chinese Grand Prix. HILTON HEAD (AFP) - Charley Hoffman, seeking his first US PGA Tour win in three years, fired a five-under par 66 to seize a two-shot lead after three rounds of the $5.8 million Heritage tournament.Hoffman played without a bogey on Saturday to build a 54-hole total of 11-under 202. He was two shots in front of fellow American Webb Simpson, who carded a 65 for 204.Hoffman, Steve LeBrun and Kevin Streelman had shared the 36-hole lead after the rain-disrupted second round concluded on Saturday morning. A record-tying 91 players made the halfway cut.Once the third round got underway, Hoffman was on the move. Orbital Sciences delays launch of Antares rocket

WASHINGTON (AFP) - Orbital Sciences, one of two private US firms chosen by NASA to shuttle cargo to the International Space Station, delayed a bid Saturday to launch a first test flight of its Antares rocket.Launch was rescheduled for Sunday at 5:00 pm (2100 GMT) from the Wallops Flight Facility on Virginia states Eastern Shore.Excessive wind levels have caused mission managers to delay the launch attempt today of Orbital Sciences Antares rocket, NASA said on its website.The high-altitude wind speeds exceed range safety restrictions.The Antares rocket, a two-stage launch vehicle 131 feet (40 meters) tall and 12.8 feet in diameter, is set to hit an orbit of 155 miles (249 kilometers) about 10 minutes after take-off.A $1.9 billion contract requires Orbital Sciences to deliver freight to the ISS over the course of eight flights by the beginning of 2016.

Lufthansa cancels most scheduled Monday flights

BERLIN (AP) - Lufthansa has canceled most flights scheduled on Monday, when the German airlines ground staff plan to stage a one-day strike in a pay dispute.The airline said Saturday that only about 20 of more than 1,650 scheduled short-haul flights will operate. It said that many long-haul flights also will be hit only six of 50 planned flights will operate at its main Frankfurt hub, and only three of 17 in Munich. Duesseldorf airports three scheduled long-haul services will go ahead as scheduled.The ver.di union announced the one-day warning strike a tactic commonly used to raise pressure in wage talks on Friday.Lufthansa on Wednesday rejected the unions demand for wage increases of 5.2 percent over the next year and job guarantees.

NEW DELHI (AFP) - Dozens of Chinese soldiers have set up camp in a Himalayan region claimed by India, Indian government sources say, signalling a potential renewal of border tensions between the nuclear-armed neighbours.Troops of the Chinese Peoples Liberation Army (PLA) entered Indian-claimed territory in eastern Ladakh and erected a camp on the night of April 15, the sources said.Meanwhile, troops from the Indo-Tibetan Border Police have set up a camp 300 metres (980 feet) opposite the tents pitched by the Chinese, the sources said.New Delhi is confident it can settle the high-altitude territorial dispute peacefully through diplomatic channels, the government sources added.India and China have an unresolved frontier dispute, and relations are often prickly and marked by mutual suspicion -- a legacy of a brief border war in 1962 that was waged in Ladakh and in the northeastern state of Arunachal Pradesh.The Asian giants have held numerous sets of talks to resolve the future of their disputed regions but have made little progress.(Such) incidents (as the incursion) do occur and are resolved peacefully on the basis of bilateral agreements which exist and mechanisms provided for in these agreements, a senior government source told AFP.We are confident the current incident too will also be peacefully resolved on this basis, the source said, adding the nations are in touch via a working committee set up to defuse India-China border tensions.India says China, which inflicted a bloody defeat on Indian forces in the 1962 war, occupies 38,000 square kilometres (14,700 square miles) of its Himalayan territory, while Beijing claims all of Arunachal Pradesh, an area of 90,000 square kilometres.The movement of Chinese troops comes as Chinas infrastructure build-up along the border has become a major source of concern for India, which increasingly views its neighbour as a longer-term security threat than traditional rival Pakistan.The de facto border separating China and India is known as the Line of Actual Control (LAC). While it has never been formally demarcated, the countries signed two accords to maintain peace in frontier areas in 1993 and 1996.As regards the distance that the Chinese are inside (Indian territory), this is an area where there have been differing perceptions of the Line of Actual Control, the Indian government source said.But the Press Trust of India news agency reported the Chinese platoon of around 50 soldiers was 10 kilometres (six miles) inside the LAC in the Daulat Beg Oldi sector that has an Indian military airstrip.The airstrip, used by India in the 1962 war, was recently revived by Indias military to build up its border infrastructure to counter moves by China in the region.The Indian government chooses to underplay Chinese actions so as not to provoke greater aggressiveness, wrote veteran Indian foreign policy analyst Brahma Chellaney in a recent column for Mint newspaper.But he said government figures show the number of stealthy Chinese forays into territory claimed by India has steadily increased.

India: Man suspected of raping child held

NEW DELHI (AFP) - Indian police on Saturday arrested a man over the brutal rape of a five-year-old girl that has sparked fresh protests against sexual violence in the country.The child was being treated at a top government hospital in New Delhi and the latest medical bulletin issued late Friday described her as being in a critical condition.The suspect, 22-year-old Manoj Kumar, was captured in eastern Bihar state after fleeing to his father-in-law's home in a village 70 kilometres (43 miles) from local capital Patna, police said.Police accused the garment factory worker of repeatedly attacking the child inside a locked room over 48 hours after abducting her Monday in a lower-middle class area of New Delhi.It is the act of a monster, senior Patna police official Ravindar Kumar told AFP, saying the suspect was booked on charges of rape, attempted murder and illegal confinement, and that he would be returned to New Delhi to face trial.Newspapers splashed the attack, which comes just four months after the gang-rape and death of a young woman shook India, on their front pages with headlines such as Delhi shamed again and Depraved Delhi.Prime Minister Manmohan Singh said in a statement late Friday he was deeply disturbed over the rape, calling it a shameful incident, and asked society to work to root out the evil of rape and other such crimes.The child, who had last been seen when she went outside to play, was found after people heard her cries.Injuries to her neck suggested her attacker may have tried to strangle and left her to die, according to R.N. Bansal, one of the doctors who treated her.Doctors said the girl was mutilated during the attack, suffering serious internal and other injuries and was also fighting an infection.The attacker was reportedly a tenant in the victim's house.The assault sparked new public outrage over crimes against women and children reminiscent of protests that swept the capital in December after a 23-year-old student was savagely gang-raped by six men and died nearly two weeks later.We want justice, shouted demonstrators gathered outside New Delhi's All India Institute of Medical Sciences hospital where the child was being treated.Protesters were angered by reports that police, who have been under heavy public pressure to reduce the number of rapes, were reluctant to register the case and offered the father money to forget the assault.Though rapes and sexual harassment have been commonplace in India, since the December rape there has been an outpouring of criticism of the treatment of women in Indian society and violent sex crime.The city has a burgeoning population of at least 16 million and has long had a reputation of being the country's rape capital as it records the highest number of rapes annually.In 2012 there were around 700 rapes reported in New Delhi, a 23 percent rise from the previous year, police said.The main opposition Bharatiya Janata Party attacked the police department, saying speedy action could have prevented the attack.If the investigating officers had done a good job in finding the child, then possibly this brutality could have been avoided, BJP's Smriti Irani told the Times Now television station.India's Information Minister Manish Tiwari called for renewed soul searching over why women are ill-treated in India.In wake of the December gang-rape, India's parliament last month approved a new bill toughening punishment for sex offenders.
