Boston bomb suspect charged, could face death

Posted:

BOSTON (AFP) - Boston bomb suspect Dzhokhar Tsarnaev on Monday was charged with using a weapon of mass destruction and could face the death penalty if convicted, the US Department of Justice said.Tsarnaev, 19, also has been charged with one count of malicious destruction of property by means of deadly explosives, the DOJ said in a statement. He was arraigned in his hospital bed, where he remains in serious condition. If the teen, a naturalized US citizen of Chechen descent, is convicted of the federal charges over last weeks twin marathon blasts, which left three dead and 200 wounded, he could be sentenced to jail time -- or to death.Weve once again shown that those who target innocent Americans and attempt to terrorize our cities will not escape from justice, said US Attorney General Eric Holder. A first court hearing was set for May 30.The unsealing of the federal charges against Tsarnaev, who suffered a gunshot wound to the throat after being captured late Friday, came as White House spokesman Jay Carney said he would not be deemed an enemy combatant. We will prosecute this terrorist through our civilian system of justice, Carney said, after some Republicans had said Tsarnaev should have the same status as the war on terror detainees held in Guantanamo Bay.The system has repeatedly proven that it can successfully handle the threat we continue to face, Carney said, adding that US law forbids trying citizens in military courts.Tsarnaev was captured after a massive manhunt that virtually shut down Boston and its suburbs on Friday. His brother and alleged accomplice Tamerlan, 26, had been killed in a chaotic overnight shootout with police. It was still unclear if the younger Tsarnaevs severe throat injury came at the hands of police or was self-inflicted in a suicide attempt. He is reportedly unable to speak but is communicating with authorities in writing. As counterterrorism agents trained in interrogating high-value detainees waited at Beth Israel Deaconess Medical Center to learn more from the teen, Bostonians attempted to put the traumatic week behind them.

Two arrested in Canada over Al Qaeda linked plot

Posted:

OTTAWA (AFP) - Two foreign nationals have been arrested in Canada in connection with an Al Qaeda-supported plot to derail a passenger train in the Toronto area, authorities said Monday.Chiheb Esseghaier, 30, and Raed Jaser, 35, were allegedly planning to carry out an attack on a Via Rail passenger train with help from Al Qaeda in Iran, the Royal Canadian Mounted Police (RCMP) told reporters. The suspects were receiving support from Al Qaeda elements located in Iran and that theres no indication that these attacks were state-sponsored, a spokesman said. The plot involved a domestic attack (with) planning being supported by Al-Qaeda. And when I speak about support, of course, I mean direction and guidance, he added.Authorities said the pair are not Canadian citizens but declined to reveal their respective nationalities. The main suspect lived in Montreal for several years, another official added. The suspects plans were not based on their ethnic origins but on an ideology, police said. They are expected to appear in court on Tuesday for a bail hearing. Charges include conspiring to carry out an attack and conspiring with a terrorist group to murder people.Police said the duo planned to derail a passenger train, though they wouldnt specify on which route. The two suspects had been under surveillance since last August. They watched trains and railways in the Toronto area in planning the attack, an official said.We are alleging these individuals took steps and conducted activities to initiate a terrorist attack. They watched trains and railways in the Greater Toronto area. However, authorities said an attack was not imminent. While the RCMP believed that these individuals had the capacity and intent to carry out these criminal acts, there was no imminent threat to the general public, rail employees, train passengers or infrastructure, said a statement. The US Federal Bureau of Investigation was also involved in the criminal investigation. The arrests come a week after twin bombings at the Boston Marathon killed three people and wounded 200, and as Canadas parliament debates a proposal to beef up anti-terror measures.

Red Cross: At least 187 killed in Nigeria violence

Posted:

LAGOS, Nigeria (AP) - Fighting between soldiers and Islamic extremists in northeast Nigeria killed at least 187 people, the worst single incident of violence in the region since an insurgency there began three years ago, an aid agency said Monday.Nigerias military blocked access for relief officials to enter the town of Baga, which sits along the shores of Lake Chad in the nations far northeast, said Nwakpa O. Nwakpa, a Red Cross spokesman. Another 77 people are receiving medical care there in the ruins of a town where some 300 homes burned down, he said. Local residents blamed angry soldiers for burning down neighborhoods where they knew civilians were hiding. Our volunteers are on standby, Nwakpa said. We are yet to be provided clearance. The fighting in Baga began Friday and lasted for hours, sending people fleeing into the arid scrublands surrounding the community. By the time Borno state officials could reach the city Sunday, a local government official said at least 185 people were killed, something not disputed by a brigadier general who attended the visit.Officials could not offer a breakdown of civilian casualties versus those of soldiers and extremist fighters. Many of the bodies had been burned beyond recognition in fires that razed whole sections of the town, residents said. Those killed were buried as soon as possible, following local Muslim tradition.U.N. Secretary-General Ban Ki-moon expressed shock and sadness at the high civilian casualty toll and large number of homes destroyed and called on extremist groups to cease their attacks, U.N. spokesman Martin Nesirky said. The secretary-general reiterates his firm conviction that no objective sought can justify this resort to violence, Nesirky said. He underscores the need for all concerned to fully respect human rights and safeguard the lives of civilians.Nigerian President Goodluck Jonathan, who appeared at an event Monday on the nations power supply at the Aso Rock presidential villa in the countrys capital, did not comment on the killings.Members of the Islamic extremist network Boko Haram used heavy machine guns and rocket-propelled grenades in the assault Friday, which Brig. Gen. Austin Edokpaye said began after soldiers surrounded a mosque they believed was housing Boko Haram members. Extremists earlier had killed a military officer, officials said. The military said extremists used civilians as human shields during the fighting implying that soldiers opened fire in neighborhoods where they knew civilians lived. However, local residents who spoke to an Associated Press journalist who accompanied the state officials said soldiers purposefully set the fires during the attack. Violence by security forces in the northeast targeting civilians has been widely documented by journalists and human rights activists. A similar raid in Maiduguri, Borno states capital, in October after extremists killed a military officer saw soldiers kill at least 30 civilians and set fires across a neighborhood.

Arab League rejects Ban call to end Syria arms supplies

Posted:

UNITED NATIONS (AFP) - UN leader Ban Ki-moon appealed Monday for an end to outside arms supplies to rival sides in the Syrian war but the Arab League chief said that would not be possible.Ban pleaded for a halt during talks with Arab League Secretary General Nabil al-Arabi and Qatari Prime Minister Sheikh Hamad bin Jassem Al-Thani, whose country has been accused by Damascus of arming Syrian rebels. The secretary general called for stemming the supply of arms to any side in the Syrian conflict. More arms would only mean more deaths and destruction, said UN spokesman Martin Nesirky. But Al-Arabi turned down the idea when he spoke to reporters after the meeting. If there is a political settlement or a beginning of a political settlement, that could happen but at this point I dont think it is possible, he said. The government is getting arms from certain parties so if the other side gets some arms from certain parties I think you can get some form of a balance there, the Arab League chief said. Qatars prime minister did not speak after the meeting. An Arab League meeting in Doha last month gave member states the right to offer Syrians all means of self-defense, including arms supplies.Ban, Al-Arabi and Al-Thani also discussed the deadlock in efforts to halt the conflict, now into its third year and with a death toll of well over 70,000 people, according to the UN.Ban, Al-Arabi and UN-Arab League envoy Lakhdar Brahimi held a separate meeting later. There has been speculation that Brahimi could step down.Something has to be done, but no specific ideas came, Al-Arabi said, while insisting that all sides are still supporting the joint mission by Brahimi because the United Nations and Arab League have the same objective to end the conflict and establish a democratic government. On Brahimis future, Al-Arabi said: We are very happy with him and I repeated that upstairs now.

Israel, Turkey find way forward on flotilla money

ANKARA (AP) - In a step toward restoring ties, former allies Turkey and Israel agreed Monday on the methods and principles of working out compensation payments for the victims of a deadly 2010 Israeli raid on a Gaza-bound aid flotilla, Turkeys deputy prime minister said.Eight Turks and one Turkish-American were killed and several other pro-Palestinian activists were wounded when Israeli commandos stormed the ship Mavi Marmara while stopping an international flotilla trying to breach a blockade of the Gaza Strip. The incident, which also wounded seven Israeli soldiers, increased tensions between the once close allies and led to a break in relations.Last month, U.S. President Barack Obama brokered a rapprochement between the two countries, both of which Washington regards as strategic partners in the turbulent Middle East. Israel offered an apology and compensation for the May 31, 2010, raid, and the Turkish and Israeli leaders agreed to try to normalize their relationship.Turkish Prime Minister Recep Tayyip Erdogan has since warned, however, that the restoration of full-fledged diplomatic ties would come only after compensation is paid to the surviving victims of the flotilla raids and the relatives of the dead, and would be dependent on Israel ending all commercial restrictions on the Palestinians.A group led by the Israeli prime ministers national security adviser, Yaakov Amidror and by Turkish Foreign Ministry Undersecretary Feridun Sinirlioglu met in the Turkish capital, Ankara, for talks that could lead to an exchange of ambassadors between the two countries and other diplomatic moves.Speaking to reporters at the end of a Turkish Cabinet meeting, Deputy Prime Minister Bulent Arinc said the two sides had agreed on the methods and principles, the basics and parameters for working out the compensation, but said the amount to be paid had not yet been determined. He said the delegations could hold a second or third meeting. The meeting was positive in general, Arinc said. When the amount of compensation is determined, when an agreement is reached and is approved by authorities in both countries, we will have reached an important phase for the relations to be fully restored. In a move that could complicate the diplomatic efforts, victims relatives have objected to talks between Turkey and Israel until all restrictions imposed on Gaza are lifted. Although Israel lifted most restrictions on the import of goods into Gaza following the flotilla incident, restrictions on some construction materials and most exports remain in effect.

Manchester United win Premier League title

Posted:

MANCHESTER (AP) - Manchester United regained the Premier League title on Monday with nearly a month still left in the season after Robin van Persies first-half hat trick sealed a 3-0 win over Aston Villa.United extended its record haul of English league titles to 20 and ensured the reign of neighbor Manchester City lasted only one year.Alex Fergusons side needed all three points at Old Trafford to wrap up the championship, and it took just 83 seconds for Van Persie to score the opener from close range. The Netherlands striker smashed home a sublime volley in the 12th minute, getting the party in full swing, and completed his hat trick in the 33rd for his league-high 24th goal of the campaign.United is 16 points clear of second-place City.It is the earliest a club has clinched the Premier League title since United won it in 2001.Fergusons decision to sign Van Persie last offseason for 24 million pounds ($36 million) a hefty price for a previously injury-prone player with just a year left on his Arsenal contract has turned into a masterstroke.City manager Roberto Mancini previously acknowledged that the Dutch international has been the difference between the two teams this season, and each of Van Persies goals here must have been painful to watch for the blue half of Manchester. His second goal will rank among the best of the season, with Van Persie connecting sweetly from the edge of the area as the ball dropped over his shoulder following a perfectly weighted pass from Wayne Rooney. As the net rippled, Van Persie sprinted along the touchline to receive the acclaim of Old Trafford. With just 13 minutes gone, the party was in full flow. Thats why we are champions, sang the United faithful, already celebrating a 13th title in 21 seasons of the Premier League.Ryan Giggs has been with United for all of those titles and the Welsh midfielder, 40 later this year, played a key role in Van Persies other two goals.Giggs cushioned volley along the face of the six-yard box was tapped in by Van Persie to give United the perfect start with barely a minute played. And the striker showed a cool head to claim his hat trick, taking Giggs short cross, rounding goalkeeper Brad Guzan and placing his shot into the top corner off the post from seven yards out.Van Persie is likely to finish the leagues top scorer for the second straight season as he is one clear of Liverpool striker Luis Suarez, who is expected to be banned for the final month for biting an opponent on Sunday.

Football: Suarez charged by FA after biting incident

Posted:

LONDON (AFP) - Liverpool striker Luis Suarez was charged with violent conduct by the FA on Monday after his shocking bite on Chelsea defender Branislav Ivanovic.Suarez sunk his teeth into Ivanovics right arm during Sundays 2-2 draw at Anfield in the Premier League.A statement released by the FA explained that the incident can be retrospectively reviewed because it was missed by the match officials and hinted that the Uruguayan faces a lengthy ban.It is alleged that the conduct of Suarez constitutes violent conduct and it is The FAs contention that the standard punishment of three matches that would otherwise apply is clearly insufficient in these circumstances, the statement read.Suarez, who has been given until 1700 GMT on Tuesday to respond to the charge, was earlier fined by Liverpool following the incident and asked that the money be donated to the Hillsborough Family Support Group. The ugly incident has sparked widespread condemnation of Suarez and both the player and Liverpool were forced to apologise, while Reds manager Brendan Rodgers claimed his star forwards actions were unacceptable. But Suarez will hope giving the money to the families of the 96 Liverpool fans who died in a terrace crush before an FA Cup semi-final at Hillsborough in 1989 will help calm the storm surrounding Sundays events.Last Mondays 24th anniversary of the tragedy was marked by a memorial service at Anfield which Suarez and his team-mates attended. For my unacceptable behaviour yesterday the club has fined me today, Suarez wrote on Twitter on Monday.I have asked the club to donate the money to the Hillsborough Family Support Group for the inconvenience I have created to the Liverpool fans and to Ivanovic.Hillsborough Families Support Group chairman Margaret Aspinall insisted they would accept the donation, but made it clear she didnt approve of Suarezs behaviour. It is a nice gesture but we cant say we are grateful because we would rather him not have done that at all, Aspinall said.We could refuse to accept it but it is going to have to go to someone - and he wants to show respect and remorse to the families.Meanwhile, some pundits, including former Liverpool captain and manager Graeme Souness, believe it could be time for the club to cut ties with Suarez as he is damaging their reputation.Suarezs latest controversy has forced Liverpools managing director Ian Ayre to cancel a trip to Australia and the Far East to deal with the fall-out.

Bacteria shows promise against pancreatic cancer: study

Posted:

WASHINGTON (AFP) - An experimental therapy that uses Listeria bacteria to infect pancreatic cancer cells and deliver tumor-killing drugs has shown promise in lab animal research, US scientists said Monday. While it remains unknown whether the method might work in people, researchers at Albert Einstein College of Medicine of Yeshiva University in New York said they are encouraged by its ability to halt cancer's spread, known as metastasis. At this point, we can say that we have a therapy that is very effective for reducing metastasis in mice, said co-senior author Claudia Gravekamp, associate professor of microbiology and immunology at Einstein. The experimental technique described in the Proceedings of the National Academies of Science works by using a weakened form of Listeria, which in its wild form can cause foodborne illness.Ninety percent of mice with pancreatic cancer treated with the technique showed no evidence of cancer spread after three weeks.Researchers halted the experiment at 21 days because that is when the control mice, who had pancreatic cancer but were not treated, began to die.Pancreatic cancer tends to spread quickly through the body and is particularly lethal, since it is often discovered only once it has progressed beyond the pancreas.Untreated patients usually die within three to six months, and the five-year survival rate is just four percent.Researchers attached radioisotopes, commonly used in cancer therapy, to the bacteria. The radioactive bacteria then infected cancer cells but not normal cells. The treatment stopped the cancer's spread in most cases, and appeared to have no ill effects on the mice, but more work needs to be done to see if it may extend survival time. With further improvements, our approach has the potential to start a new era in the treatment of metastatic pancreatic cancer, said Gravekamp.Gravekamp's team is the first to test the concept in an animal model.

Oil gains for 3rd day, natural gas plunges

Posted:

NEW YORK (AP) - Oil rose for a third straight day Monday as relatively low oil prices rekindled interest among buyers.Benchmark oil for May gained 75 cents to finish at $88.76 a barrel on the New York Mercantile Exchange.Traders have cautiously returned to buying certain key commodities, including gold and oil, after a big sell-off early last week. Gold rose nearly $26 an ounce Monday.Brent crude, which is used to price oil used by many U.S. refiners, rose 74 cents to $100.39 on the ICE Futures exchange in London.Over the past three weeks, the price of oil has fallen by 9 percent to $88 a barrel, being driven lower by rising global supplies and lower-than-expected demand in the world's two largest economies, the United States and China. Also, oil production is growing quickly in the U.S. and Canada, helping boost global supplies. And some of the factors that pushed prices higher the two previous years political turmoil in North Africa and the Middle East and refinery disruptions in the U.S. haven't materialized this spring. At the same time, demand for fuels is growing slower than expected. China, the world's biggest oil importer, is experiencing slower-than-expected economic growth. And much of Europe is in recession. However, political turmoil or refinery problems could crop up at any time. Analysts are particularly worried about the transition of power in Venezuela, a major oil exporter, after the death of President Hugo Chavez. Violence has erupted in the wake of a closely contested election, and the financial situation of the country is precarious. Analysts worry that the country's oil production could slip.Natural gas fell 14 cents to $4.27 per 1,000 cubic feet. Jim Ritterbusch, president of energy consultancy Ritterbusch and Associates, said the drop was caused by forecasts for above normal temperatures starting by the end of this week.

Reluctant Westfield to appear at Kaneria case

Posted:

LONDON (AFP) - Disgraced pace bowler Mervyn Westfield on Monday said that he had been forced to attend the appeal hearing of Pakistani spinner Danish Kaneria or face arrest. The case in London began on Monday and is due to last until Thursday, with Kaneria hoping to overturn a life ban imposed by the England and Wales Cricket Board (ECB) last year for inducing Westfield to under-perform in a 2009 county match. The 32-year-old Kaneria is effectively banned from all cricket worldwide, as all boards under the jurisdiction of the International Cricket Council (ICC) governing body have agreed to uphold punishments made by member countries in such cases. On the eve of the hearing, though, it was unclear whether Westfield would attend but the 24-year-old said he had only reluctantly agreed.I have made it abundantly clear to the ECB that I have no desire to participate in this hearing or to provide any further evidence to that which I had previously done in June 2012, he said in a statement. The ECB has this time decided to take the hostile route in seeking the help of a High Court judge, who has signed a court summons in order to secure my attendance. As I understand, by not attending today, the ECB would return to the High Court and a warrant for my arrest would be requested. Both Westfield and Kaneria were arrested in 2010 but while no action was taken against the Pakistan leg spinner, the former Essex quick was prosecuted and found guilty of taking 6,000 off a bookmaker he had been introduced to by Kaneria to bowl below par.He served two months of a four-month prison sentence and was also banned from first-class cricket for five years.Kaneria -- Pakistans most successful Test spinner with 261 wickets in 61 matches -- has maintained his innocence throughout the saga.Westfield went on to accuse the ECB, Essex, as well as the Professional Cricketers Association of failing in their duty of care to support and protect him as he faced trial. He added that he was hoping to bring an end to the pain and suffering that he and his family had gone through. His testimony at the appeal, which is behind held behind closed doors at the International Dispute Resolution Centre in central London, is considered crucial as he named Kaneria at his trial.Kanerias legal team, though, have argued that Westfields original evidence was inadmissible at the appeal, unless he was available for cross-examination, prompting the ECB action to seek a summons.Kanerias lawyers are hoping to overturn the ban, which would clear the way for them to sue the ECB for loss of earnings. The ECB and Essex declined to comment on Westfields statement but the chief executive of the PCA, Angus Porter, described the players criticisms as slightly confusing.I think it is quite a confused statement by a young man who is obviously feeling quite bitter about what has happened to him, he added.I can understand him feeling that way. But he got himself into trouble and he is paying the penalty for that.We have offered to help him try to rehabilitate himself and that offer remains open.
