Attacks kill 10 Iranian pilgrims in Iraq

Posted:

BAGHDAD (AFP) - Iraq is struggling to contain a wave of violence that has killed more than 430 people so far in May -- the second month in a row in which over 400 people died in unrest.A roadside bomb hit an army convoy near Heet, a town in Anbar province, west of Baghdad, killing five soldiers including a lieutenant colonel, army Brigadier General Haqi Ismail and a doctor said. The security situation in Anbar, home to two of the main centres of Sunni anti-government protests that broke out almost five months ago, has deteriorated sharply. And a car bomb targeting a bus carrying the Iranian pilgrims detonated on the highway from Balad to Samarra, killing five people and wounding 19, police and a doctor said, adding that most of the casualties were Iranians. That attack followed another car bomb against pilgrims travelling the same route last Monday that killed eight people and wounded at least 15.In both cases, the pilgrims were on their way to a Shiite shrine in Samarra, which was bombed in February 2006, unleashing a wave of sectarian bloodletting in which tens of thousands of people died.Iraq is home to some of the holiest sites in Shiite Islam and is visited by hundreds of thousands of foreign pilgrims each year, most of them from neighbouring Iran.Sunni militants in Iraq, including those linked to Al-Qaeda, frequently attack Shiites, whom they regard as apostates.Tensions are festering in Iraq between the government of Prime Minister Nuri al-Maliki, a Shiite, and the Sunni Arab minority which accuses authorities of discriminating against their community, including through wrongful detentions and accusations of involvement in terrorism.Violence in Iraq has fallen from its peak in 2006 and 2007 but attacks are still common, killing more than 200 people in each of the first five months of this year, according to AFP figures.

China PM slams EU over solar panel tax

Posted:

GENEVA (AFP) - Cited by the Xinhua news agency, Li said the planned measures would not only cause serious damage to related industries, enterprises and employment in China, but will also hurt the personal interests of users and consumers in Europe.Li said he hoped the EU would uphold the principles of free trade while keeping China-EU economic and trade relations in mind. The critique, delivered in a speech to business and financial leaders during a visit to Switzerland on Friday, echoes previous warnings by China, which has threatened the EU it will take assertive measures to defend its interests. The two sides are embroiled in tit-for-tat trade disputes on items ranging from agricultural products to steel tubes, highlighting growing trade tensions amid financial uncertainties around the world.Last week, the European Commission said it would open an anti-dumping and anti-subsidy investigation into mobile telecommunications network equipment and components from China if bilateral negotiations fail.Earlier this month, the European Commission approved imposing a custom duty of 47 percent on China-made solar panel products to protect European manufacturers.Li warned that if the EU goes ahead with the moves, it risks promoting protectionism and may harm Chinese companies and employment. In the current economic circumstances all countries should strive to maintain a stable and open international trade environment and be cautious in using trade remedy measures.China is the worlds second-largest economy and the EU is its biggest trading partner. In an apparent retaliatory move, Beijings commerce ministry in November launched an anti-dumping and anti-subsidy investigation into solar-grade polysilicon from the EU, a key material used to make solar cells. It also recently opened an anti-dumping probe into some seamless steel pipes from the EU and other markets, after slapping punitive taxes on another type of steel tube imports from the region and Japan.

2-child limit for Muslims in some parts of Myanmar

Posted:

.YANGON (AP) - Authorities in Myanmars western Rakhine state have imposed a two-child limit for Muslim Rohingya families, a policy that does not apply to Buddhists in the area and comes amid accusations of ethnic cleansing in the aftermath of sectarian violence.Local officials said Saturday that the new measure would be applied to two Rakhine townships that border Bangladesh and have the highest Muslim populations in the state. The townships, Buthidaung and Maundaw, are about 95 percent Muslim. The unusual order makes Myanmar perhaps the only country in the world to impose such a restriction on a religious group, and is likely to fuel further criticism that Muslims are being discriminated against in the Buddhist-majority country.China has a one-child policy, but it is not based on religion and exceptions apply to minority ethnic groups. India briefly practiced forced sterilization of men in a bid to control the population in the mid-1970s when civil liberties were suspended during a period of emergency rule, but a nationwide outcry quickly shut down the program.Rakhine state spokesman Win Myaing said the new program was meant to stem rapid population growth in the Muslim community, which a government-appointed commission identified as one of the causes of the sectarian violence.Although Muslims are the majority in the two townships in which the new policy applies, they account for only about 4 percent of Myanmars roughly 60 million people. The measure was enacted a week ago after the commission recommended family planning programs to stem population growth among Muslims, Win Myaing said. The commission also recommended doubling the number of security forces in the volatile region. The population growth of Rohingya Muslims is 10 times higher than that of the Rakhine (Buddhists), Win Myaing said. Overpopulation is one of the causes of tension.Sectarian violence in Myanmar first flared nearly a year ago in Rakhine state between the regions Rakhine Buddhists and Muslim Rohingya. Mobs of Buddhists armed with machetes razed thousands of Muslim homes, leaving hundreds of people dead and forcing 125,000 to flee, mostly Muslims.Witnesses and human rights groups say riot police stood by as crowds attacked Muslims and burned their villages.New York-based Human Rights Watch has accused authorities in Rakhine of fomenting an organized campaign of ethnic cleansing against the Rohingya.Since the violence, religious unrest has morphed into a campaign against the countrys Muslim communities in other regions.Containing the strife has posed a serious challenge to President Thein Seins reformist government as it attempts to make democratic reforms after nearly half a century of harsh military rule.It has also tarnished the image of opposition leader Aung San Suu Kyi, who has been criticized for failing to speak out strongly in defense of the countrys embattled Muslim community. The central government has not made any statement about the two-child policy, which was introduced at a local level.Calls seeking comment Saturday from two government spokesmen were not immediately returned, but Rakhine state official Myo Than said all local policies require consent from the central government.Win Myaing said authorities had not yet determined how the measures which include a ban on polygamy will be enforced. The policy will not apply yet to other parts of Rakhine state, which have smaller Muslim populations. In its report issued last month, the government-appointed commission wrote: One factor that has fueled tensions between the Rakhine public and (Rohingya) populations relates to the sense of insecurity among many Rakhines stemming from the rapid population growth of the (Rohingya), which they view as a serious threat.Predominantly Buddhist Myanmar does not include the Rohingya as one of its 135 recognized ethnicities. It considers them to be illegal immigrants from Bangladesh and denies them citizenship. Bangladesh says the Rohingya have been living in Myanmar for centuries and should be recognized there as citizens.China has been carrying out a planned birth policy since the late 1970s, generally limiting one child to urban couples and no more than two to rural families, to stem rapid population growth that Beijing believes is not sustainable economically and environmentally.___

Iran says it never sent forces to Syria

Posted:

TEHRAN (AFP) - Irans defence minister insisted on Saturday that the country has never sent military forces to Syria, reiterating its denial of allegations by Western powers backing Syrian rebels. The Islamic Republic of Iran has never sent military forces to Syria and will never do so, Ahmad Vahidi said in a statement reported by Iranian media.Iran does not believe in sending military troops to Syria based on its policies towards the resolution of the conflict, he said, referring to Tehrans calls for a political solution to the war estimated to have cost more than 94,000 lives since 2011.He did not specify whether he was referring to combat troops or military advisors. In September, the chief of Irans elite Revolutionary Guards, Mohammad Ali Jafari, said that members of his foreign operations Quds Force unit were in Syria but only to provide its government with counsel and advice.Iran is accused by Western and Arab countries which back rebels fighting its ally President Bashar al-Assad of supplying weapons and sending military forces to the Syrian military.A top US official said on Tuesday that Iranians were working alongside their Shiite Lebanese ally Hezbollah fighters to back Syrian troops battling to retake the rebel stronghold of Qusayr, near the Lebanese border. It is the most visible effort we have seen by Hezbollah to engage directly in the fighting in Syria as a foreign force, and we understand there are also Iranians up there, said the official, speaking on condition of anonymity.Such accusations are also raised by the Syrian armed opposition which accuses Iran of killing Syrians.Thousands of Iranian forces and its terrorist collaborators from Hezbollah are invading Syria. The invading fighters are besieging, shelling and trying to assault several towns, among them Qusayr and Homs ..., acting National Coalition chief George Sabra told AFP in Istanbul on Saturday.Iran, opposed to Assads removal from power, regards many Syrian opposition groups as terrorists but has repeatedly rejected the allegations of playing a military role on the ground.A top Iranian military commander said in early May that Iran was ready to train the Syrian army if Damascus sought such assistance.

Hagel urges cadets to stamp out sex assault scourge

Posted:

WEST POINT, New York (AP) - A day after President Barack Obama delivered a similar edict to U.S. Naval Academy graduates, Hagels message comes amid a series of widespread incidents of sexual misconduct across the armed services in recent months and a new report showing that the problem is growing. The challenge is particularly poignant for the West Point community, since earlier in the week an Army sergeant was charged with secretly photographing and videotaping at least a dozen women at the prestigious military academy, including in a bathroom.Sexual harassment and sexual assault in the military are a profound betrayal a profound betrayal of sacred oaths and sacred trusts, Hagel told 1,007 graduating cadets during a cold, rainy outdoor ceremony. This scourge must be stamped out. We are all accountable and responsible for ensuring that this happens. We cannot fail the Army or America. We cannot fail each other and we cannot fail the men and women that we lead.Hagel, who served in the Army in Vietnam, took the opportunity to reflect on his own time in uniform and the lessons that he said must resonate as the soldiers take on the job of helping to transform the military. It was his first graduation address as defense chief. The graduates, he said, must be the generation of leaders who will stop the debilitating and insidious threats of suicide, sexual assault and drug and alcohol abuse that are hurting the all-volunteer force.Wounded twice during his roughly one year at war, Hagel has two Purple Hearts and is the first man to become secretary of defense after serving only in the enlisted corps. Hagel, a former Republican senator, took over as Pentagon chief at the end of February. He also told the graduates that they must begin to build the future Army as the service recovers from the strains of more than a decade of war in Iraq and Afghanistan.Future conflicts, he said, will take on new and unfamiliar forms, and the military must be ready to face them even as budget cuts force the service to curtail training and trim the number of soldiers from a wartime high of about 570,000 to 490,000.But he said that readiness will be strained by health and social problems.Pentagon leaders have been struggling to deal with what they have come to call an epidemic of sexual assaults in the military.A Pentagon report released this month estimated that as many as 26,000 military service members may have been sexually assaulted last year and that thousands of victims are unwilling to come forward despite new oversight and assistance programs. The estimate was based largely on anonymous surveys.According to the report, the number of sexual assaults actually reported by military service members rose 6 percent to 3,374 in 2012. And nearly 800 of those simply sought help but declined to file complaints against their attackers.Spurred on by furious Congress members, the Defense Department has ordered the services to come up with ways to curb the problem and better help the victims. In the latest case, Sgt. 1st Class Michael McClendon is facing charges of dereliction of duty, mistreatment, entering a womens bathroom without notice, and taking and possessing inappropriate photos and videos of at least a dozen women at West Point who were naked or in various states of undress. The women have been notified by the Army about the matter. He was charged May 14 with violating four articles of the Uniform Code of Military Justice, but some of the allegations date back to 2009. He has been transferred to Fort Drum, New York. It isnt immediately clear if McClendon has a lawyer.Joint Chiefs of Staff Chairman Martin Dempsey has called the problem a crisis and said the women who serve in the military are losing confidence that it can be solved.

Israel accuses Syria of provoking clash

Posted:

UNITED NATIONS (AFP) - Israel on Saturday accused Syrian forces of trying to provoke conflict as the two sides rowed over responsibility for a border clash.Tensions around Golan Heights ceasefire zone between the two rivals have escalated since Syrian forces fired across the UN-patrolled ceasefire line and hit an Israeli military vehicle on Tuesday. This weeks events are part of a disturbing pattern of events intended to spark provocation with Israel, said Israels UN ambassador Ron Prosor in a letter to the UN Security Council.Responsibility for the event rests entirely with the government of Syria which instructed its troops to fire on the jeep. Despite numerous complaints, they have persisted in these acts of aggression, Prosor added in the letter, which was released by Israels US mission. We expect the international community to hold the government of Syria accountable for undermining international agreements and regional stability, Prosor said.Israel says the shooting and other recent incidents are a breach of the 1974 accord which set up the Golan ceasefire zone.Other shells and fire from the Syrian side have landed inside Israel during the 24-month Syrian conflict and UN observers have been abducted at least three times by Syrian rebels in incidents inside the zone.In a rival letter to the 15-nation Security Council, Syria said the Israeli vehicle was targeted because it had crossed the ceasefire line and was heading toward a village where rebels had made a base.Syrias UN envoy Bashar Jaafari said President Bashar al-Assads forces would respond immediately to any other violation of its sovereignty. Syria expects the Security Council to put an end to Israels violations, Jaafari said.Jaafari said the Israeli vehicle had been headed for the village of Bir Ajam. The presence of armed terrorist groups in that village led the Syrian armed forces to target the above-mentioned Israeli vehicle, he said. Assads government calls opposition fighters terrorists.Jaafari said Israel is interfering in Syrian affairs through its provision of logistical support for armed terrorist groups in Syria, including those that are active in the area of separation of forces.Israels air force chief, Major Gen Amir Eshel, warned Wednesday that tensions with Syria could escalate into a surprise war.
