| UK defense minister quits in influence scandal Posted:

Britain s defense minister quit Friday in the face of an influence peddling scandal focused on a close friend who was present on scores of overseas trips despite having no government role.

Defense Secretary Liam Fox became the first Conservative Party lawmaker to quit Britain s Cabinet since the country s coalition government was formed following an inconclusive election in May 2010.

Fox became cornered by questions over the policy influence of his 34-year-old friend Adam Werritty, who served as the best man at Fox s 2005 wedding and with whom he had once shared an apartment. Critics demanded to know who was funding the younger man s tours across the globe to join the minister on 18 overseas visits.

Questions were also raised about whether Werritty was representing groups interested in building ties with Fox to gain defense contracts, or seeking to curry favour with the British defense establishment.

Fox, 50, had initially insisted he planned to continue in his role leading Britain s armed forces, but he was sunk by continued disclosures over Werritty s activities.

"I mistakenly allowed the distinction between my personal interest and my government activities to become blurred," Fox told Prime Minister David Cameron in his resignation letter. "The consequences of this have become clearer in recent days. I am very sorry for this."

Cameron, who had vowed to wait for the results of a government inquiry expected next week before deciding on Fox s fate, was considering candidates for the high-profile role.

Transport Secretary Philip Hammond, International Development Secretary Andrew Mitchell and Northern Ireland Secretary Owen Paterson were all tipped to take on Fox s defense brief, along with party veteran Malcolm Rifkind, a former defense secretary.

|
| Gold rallies for the week, ending slump Posted:

Gold is ended higher for the week. Some traders worried that gold would continue falling from the record high it reached this summer.

Gold for December delivery closed at $1,683 an ounce Friday. That s about 1 percent higher than Monday s price of $1670.80.

The price of gold hit a record high of $1,891.90 an ounce on Aug. 22. Prices have fallen steadily since then. In early October, Credit Suisse analysts warned the summer s rally in gold prices looked "over-exuberant" in hindsight. That report stoked worries of a crash in gold.

This week s gains suggest that gold may not fall below $1,650 any time soon, said RBC Global Futures analyst George Gero.

Gold demand remains strong in part because of economic stimulus efforts in Europe and the United States, Gero said.

European finance ministers are preparing plans to bail out banks and indebted nations in the region, while the U.S. Federal Reserve Bank is keeping interests rates historically low. Both mean that inflation could increase in the future, Gero said.

That makes gold attractive, because many traders buy precious metals as a way to protect against inflation.

|
| Cruid oil prices rebound ahead of G20 talks Posted:

World oil prices surged by more than three dollars here on Friday, boosted by a weaker dollar and buoyant stock markets before a G20 finance meeting that will seek to address the eurozone crisis.

In late afternoon deals, Brent North Sea crude for delivery in November soared $3.07 to $114.18 a barrel, having earlier touched a three-week high at $114.46.

New York s main contract, light sweet crude for November, leapt $2.28 to $86.51 a barrel.

"Oil prices have rebounded on the firmer tone in equity markets, boosted by the perception of progress in Europe and firmer US economic data," said CMC Markets analyst Michael Hewson.

Crude futures had fallen on Thursday as traders fretted about slowing demand in China, the world s biggest energy consumer, after official data showed that its trade surplus narrowed for a second straight month.

Sentiment was also hit by an unexpected increase in crude reserves in the United States, the largest oil consumer in the world.

"WTI fell yesterday, on concerns over weakening US fuel demand and slowing crude imports into China," said Westhouse Securities analyst Trish Hart, adding that prices have also rebounded on upbeat US consumer sales data.

In foreign exchange deals on Friday, the European single currency leapt as high as $1.3894 on hopes over the G20 gathering. That was the highest level since September 16.

A weaker US currency makes dollar-priced crude cheaper for buyers using stronger currencies. This tends to stimulate demand and support higher prices.

Oil prices had soared on Monday after German Chancellor Angela Merkel and French President Nicolas Sarkozy, leaders of the eurozone s two most powerful economies, agreed to deliver a comprehensive solution within weeks.

The market was also boosted by growing hopes that Slovakia would back a beefed-up eurozone bailout fund.

|
| Dollar falls on expectations of European debt plan Posted:

The dollar fell against the euro and most other currencies Friday on expectations that European leaders are closer to announcing a sweeping plan to help address the region s debt crisis.

Earlier this week German Chancellor Angela Merkel and French President Nicolas Sarkozy said a plan would be put together by the end of the month. They said it would include ensuring that European banks have enough capital.

A comprehensive plan now seems more likely to investors after all 17 countries that use the euro agreed to an expansion of the European bailout fund. Slovakia became the final nation to approve it on Thursday.

Currency investors even shook off a downgrade of Spain s debt by ratings agency Standard & Poor s. The firm lowered its long-term rating on Spain s debt late Thursday to "AA-" from "AA" and said the outlook on the rating is "negative," meaning it could be lowered again.

In afternoon trading Friday, the euro rose to $1.3851 from $1.3783 late Thursday. The British pound rose to $1.5797 from $1.5769.

The U.S. dollar fell despite a stronger than expected report that U.S. consumers spent more last month. The Commerce Department said that retail sales rose 1.1 percent in September, as Americans spent more on autos, clothing and furniture. It was the largest gain in seven months.

In other trading Friday, the dollar fell to 0.8936 Swiss franc from 0.8977 Swiss franc and to 1.0153 Canadian dollar from 1.0190 Canadian dollar. However, the dollar rose to 77.34 Japanese yen from 76.88 yen late Thursday.

The U.S. dollar fell against most other major currencies including the Australian, New Zealand and Hong Kong dollars, the Norwegian krone and the Brazilian real.

|
| G-20 wrangles over Europe's crisis bill Posted:

Finance chiefs from the Group of 20 rich and developing nations wrangled Friday over whether the eurozone should pick up the whole bill for its escalating debt crisis, or whether the rest of the world should help out more.

The International Monetary Fund the world s lender of last resort for cash-strapped countries has until now funded about a third of the cost of the bailouts of Greece, Ireland and Portugal. But while some, including the United States, are arguing that Europe has more than enough money to spend its way out of the crisis, others are pushing for more support as the currency union s debt troubles risk dragging the world economy back into recession.

In recent days, markets have been buoyed by hopes that the 17 countries that use the euro will sort out key aspects of a more aggressive solution to their debt crisis in time for an EU summit Oct. 23 and a Group of 20 meeting in early November.

Any such deal is going to be extremely costly. As well as shoring up Europe s weaker banks, the eurozone has to come up with a strategy to stop large economies like Italy and Spain from joining the bailout club.

To do that, the region s bailout fund, the €440 billion ($608 billion) European Financial Stability Facility, is expected to soon start buying their bonds on the open market the hope is that will support their prices and keep a lid on their borrowing costs to allow them to carry on funding themselves in the markets.

But most economists, and a growing number of European officials, believe that the EFSF is way too small to stabilize both countries and recapitalize banks in other cash-strapped countries.

While the eurozone is working on ways to maximize the impact of its limited resources, there is a growing drive to get the IMF to stump up more cash. However, any attempt to get the IMF to play a more hands-on approach, by possibly joining the EFSF in bond market interventions, is likely to meet with some resistance as well as require changes to the IMF s legal framework.

German finance minister Wolfgang Schaeuble said an increase in the IMF s resources was not necessary.

"The IMF has enough to fulfill its tasks," he told journalists as he arrived at the meeting. He said help and solidarity from the rest of the world was welcome, but stressed that "the Europeans have to take care of the biggest part of the task."

Schaeuble said he expected EU leaders to take the necessary decisions to tackle the crisis at their summit next week.

"We are on the way to take clear measures to contain the danger of contagion."

US Treasury Secretary Timothy Geithner indicated Friday that he was in favour of maintaining IMF support, but stressed that Europe had enough money to resolve its troubles on its own. He also opposed beefing up the IMF s resources, as might be required if the fund was to take on a more active role.

|
