Yemeni president now plans to stay in country

Posted:

Yemen s president now plans to remain in the country even after he steps down because protests that have spread to include employees of government agencies are threatening the rest of his regime, a senior member of the ruling party said Saturday.

President Ali Abdullah Saleh, who has ruled for 33 years, had said he would travel to the United States in an attempt to calm tensions in his country after 10 months of protests seeking his ouster. Saleh signed a deal last month to transfer power in exchange for immunity from prosecution over the deadly crackdown on protesters.

The deal, brokered by Yemen s neighbors on the Arabian Peninsula, has failed to end the unrest, however, because protesters in the streets want to see Saleh stand trial over the killings of hundreds of demonstrators. Instead, demonstrations have widened as employees stage sit-ins at government agencies and more members of the security forces rebel against commanders they accuse of corruption and playing a role in the crackdown.

"It is not possible in any way, shape or form to allow the collapse of state establishments and institutions that have been built over the last 49 years," Saleh said in a statement addressing the new threats.

He did not mention his plans to stay in Yemen, but Mohammed al-Shayekh, a leading member of Saleh s People s Congress Party, said separately that the president had decided to remain.

Meanwhile, the president s son, Ahmed, is leading a crackdown to purge the Republican Guard, which he commands, of any rebellious officers found to be siding with anti-government protesters, a military official said Saturday.

The Republican Guard is a pillar of Saleh s rule, and the attempts to ensure it remains loyal also point to an effort to keep the entire regime from unraveling in the wake of the deal for Saleh to transfer power.

Ahmed Saleh has had dozens of members of the powerful military force arrested so far, said the official, who spoke on condition of anonymity because of the sensitivity of the issue.

The Republican Guard has helped President Saleh maintain power despite the months of protests, intense international pressure and an assassination attempt in June that forced him to leave the country for weeks of medical treatment in neighboring Saudi Arabia.

Iran proposes new nuclear talks with world powers

Posted:

Iran has proposed a new round of talks about its controversial nuclear programme with the six world powers, the country s top nuclear negotiator said Saturday.

Saeed Jalili said he has formally called on the six powers the United States, Russia, China, Britain, France and Germany to return to the negotiating table with Iran.

The invitation comes in the wake of new sanctions recently imposed by the West over Tehran s uranium enrichment programme, which is a potential pathway to making nuclear arms.

The last round of negotiations between Iran and the five permanent members of the UN Security Council plus Germany in January in Istanbul, Turkey, ended in failure.

The US and some of its allies accuse Iran of using its civilian nuclear programme as a cover to develop atomic weapons.

Iran has denied the charge, saying the programme is for peaceful purposes only and is geared toward generating electricity and producing medical radioisotopes to treat cancer patients.

"We formally declared to them (the intent) to return to the path of dialogue for cooperation," Jalili told Iranian diplomats in Tehran, according to the official IRNA news agency. Jalili did not say when or through what channel he issued the invitation.

However, Iran s ambassador to Germany, Ali Reza Sheikh Attar, said earlier Saturday that Jalili was to send a letter soon to EU s foreign policy chief Catherine Ashton to arrange a new round of talks.

There was no immediate comment from Brussels on Jalili s reported offer.

But it is the latest signal from Tehran that the country appears to be feeling the toll of international sanctions.

Afghan forces take control in former Taliban hotspots

Posted:

NATO-led forces have handed over responsibility for security to Afghan control in three former Taliban strongholds in the restive Helmand province, the provincial governor s office said Saturday.

Afghan security forces took control of Nad Ali, Nawa and Marjah Friday as part of the second wave of security transition announced by President Hamid Karzai at the end of November.

British forces have been operating in Nad Ali, a farming community, since 2006 and recently said the joint security effort had led to an 86 percent drop in violence in 2011 compared to 2010.

But the insurgent threat in the district remains, underlined two days ago when 10 Afghan police were killed after their vehicle struck a roadside bomb.

And locals say that while security may have improved in some areas, Taliban continue to operate and they still suffer from intimidation.

There are about 130,000 ISAF troops fighting alongside government forces in Afghanistan. The transition process is intended to allow all foreign combat troops to leave Afghanistan in staged withdrawals by the end of 2014.

Afghanistan s troubled south was the focus of a 30,000-strong troop surge announced by the United States in 2009 designed to quell the Taliban-led insurgency once and for all.

Officials including Helmand governor Gulab Mangal toured the three districts Friday. He praised the improvements in security and called on locals to enlist their sons in the Afghan army and police, a statement from the governor s office said.

Helmand s provincial capital Lashkar Gah has already been handed from NATO to Afghan control.

A British soldier has been killed in an explosion while on foot patrol in Afghanistan, the Ministry of Defence said Saturday, becoming the 46th Briton to die there this year.

"It is with great sadness that the Ministry of Defence must announce the death of a soldier from 1st Battalion The Yorkshire Regiment on 30th December 2011 in the Nahr-e Saraj district of Helmand province," a statement said.

The majority of Britain s 9,500 troops in Afghanistan are based in Helmand, a restive province in the south, where they are fighting Taliban militants as part of an international coalition led by the United States.

The death brings to 394 the number of British servicemen and women who have died in Afghanistan since operations began in 2001.

US bolsters UAE's missile defense in major arms deal

The United States has announced a $3.48 billion arms deal with the United Arab Emirates as part of a wider American effort to build up missile defenses among Gulf allies to counter Iran.

The announcement late on Friday came amid threats from Iran to close the vital Strait of Hormuz if Western countries press ahead with punitive sanctions and a day after the United States sealed a $30 billion arms deal to provide another Gulf ally -- Saudi Arabia -- with 84 new F-15 fighter jets.

The agreement with UAE includes two sophisticated missile defense batteries, 96 missiles, two radars, spare parts and training, Pentagon press secretary George Little said in a statement.

"This sale is an important step in improving the region s security through a regional missile defense architecture," Little said.

Amid rising tensions with Iran, the US arms deal is the latest in a series designed by Washington to bolster missile defense weaponry in Gulf states that are increasingly anxious over Tehran s missile arsenal and nuclear programme.

The United States and Saudi Arabia unveiled a $1.7 billion deal earlier in 2011 to boost the country s Patriot missile batteries and Kuwait has purchased 209 GEM-T missiles worth $900 million.

The regional missile defense plan pursued by President Barack Obama s administration calls for land-based interceptors to knock out incoming missiles backed up by a detection network on US Navy Aegis-class warships.

US officials say the arms sales in the Gulf send a signal to Iran that its missile build-up and nuclear programme are undermining its security and leaving the country isolated.

50 die in clashes between rival groups in Nigeria

Clashes between rival ethnic groups in eastern Nigeria s Ebonyi state on Saturday killed at least 50 people, the state government spokesman said.

The clashes erupted from a long running rivalry between the Ezza and Ezilo people that periodically flares up into violence.

There was no suggestion it had anything to do with wider security problems in the country stemming from a violent Islamist insurgency that set off a wave of deadly bombs on Christmas Day.

"Up to 60 people died in the violence. It is difficult to give the exact figure because when we visited Ezilo community, which was scene of the incident today, ... villagers were still bringing out corpses," Ebonyi state spokesman Onyekachi Eni told Reuters by telephone. "Fifty corpses were shown to us".

He took a 3-0 lead in the first set and was never seriously threatened by his Swiss rival, who lost to Djokovic in the semifinals in only 44 minutes.

The third-ranked Federer struggled with unforced errors and an inconsistent serve, but put up a harder fight in the second set until Nadal clinched the win with a blistering forehand into the corner.
