Pak-US strategic dialogue to revive next month

Posted:

Highly placed sources in the US Capital, Washington, DC, said that efforts were underway to make sure that the strategic dialogue between both countries will be revived on the sidelines of the UN General Assembly. It may be noted that the 67th UNGA session will kick-off in New York in mid-September this year. Pakistans President Zardari is likely to attend UNGA this time and US wanted to convey a message that it is serious in rebuilding relations with Pakistan, sources maintained. Therefore, the agenda for the revival of strategic dialogue is being worked out in both countries currently, sources added.Emphasis will be on social sector and non-security related areas in the next strategic dialogue meeting, sources pointed out. Both sides will try to focus on 4-5 priority areas like agriculture, energy, trade, water etc in order to address specific issues in the meeting, they argued. Pakistans Foreign Minister, Hina Rabbani Khar and the US Secretary of State, Hillary Clinton will chair from each side. Strategic dialogue was started in 2008 but was suspended in 2010 after strained relations between both countries on security issues.Core groups in different areas under the umbrella of strategic dialogue continued to meet but foreign ministers did not meet for this purpose during last two years. The process remained stalled as tensions peaked between Pakistan and US during the last year or so on security issues. As many as 11 core groups are part of strategic dialogue process, including Economy and Trade, Energy, Defense, Security, Strategic Stability and Non-Proliferation, Law Enforcement and Counter-terrorism, Science and Technology, Education, Agriculture, Water, Health and Communication and Public Diplomacy.Pakistan and US are trying to put the bilateral relationship back on track after signing agreement on NATO supply routes, particularly since the US has also apologized on Salala incident and also released the outstanding coalition support funds.Revival of strategic dialogue will also be another indication that the US is serious in its long term commitment to Pakistan and is not going to leave it high and dry, sources said. They, however, cautioned that the discussions under the strategic dialogue this time round will be much more focused and only in high priority areas.- Contributed by Awais Saleem, Dunya News correspondent in Washington, DC

UN Council OKs new Syria office after observers go

Posted:

The Security Council agreed Thursday to end the U.N. military observer mission in Syria in the face of an escalating civil war and back a new liaison office in Damascus to support U.N. and Arab League efforts to end the countrys 18-month conflict.Frances U.N. Ambassador Gerard Araud, the current Security Council president, said members who have been deeply divided on tackling the conflict were united behind U.N. Secretary-General Ban Ki-moons proposal to replace the 300 unarmed observers with a small group of military advisers and political, human rights and civil affairs experts.Araud said the council agreed that conditions set for possibly extending the observer mission a significant reduction in violence and an end to the Syrian governments use of heavy weapons had not been met and the missions mandate would end Sunday. The mission has been severely limited in its work by the violence in Syria, and members have been mainly confined to their hotels since June 15.Russias U.N. Ambassador Vitaly Churkin, whose country is the most important ally of Syrian President Bashar Assad, invited U.N. ambassadors from key nations and regional and international organizations who agreed in June in Geneva on guidelines for a Syrian-led political transition to a meeting Friday at U.N. headquarters in New York.Churkin told reporters he wants the Geneva action group along with important actors Iran and Saudi Arabia, who are not members to make a joint or parallel appeal to all the parties of the Syrian conflict that they end violence as soon as possible by a certain point in time.Churkin said the appeal should also urge the government and opposition to appoint representatives to negotiate towards a political solution, and in particular towards the establishment of a transitional governing body as provided for in the Geneva document. In a letter to the council last Friday, Ban said the conditions for extending the observer mission had not been met, but he added that it is imperative for the United Nations to have a presence in Syria aside from its humanitarian operation in order to support U.N. and Arab League efforts in mediating and facilitating a peaceful resolution to the crisis. The Security Council initially authorized the 300-strong observer mission to deploy to Syria for 90 days to monitor implementation of a six-point peace plan brokered by U.N.-Arab League envoy Kofi Annan. The plan was to start with a cease-fire and withdrawal of the governments heavy weapons and culminate with Syrian-led political talks.Assads government and opposition forces agreed to the plan, but it was never implemented.Because of the worsening bloodshed and insecurity, the observer mission has been cut by about two-thirds.U.N. Assistant Secretary-General for Peacekeeping Edmond Mulet told reporters after briefing the council behind closed doors that the observer mission will come to an end at midnight Sunday. There are currently 101 observers and 72 civilian staff members in Syria, he said. In order to have an orderly departure, the last observers will leave Aug. 24, but they will not do any work after Sunday.Mulet said discussions are under way on the new U.N. liaison office, which he said has been approved by the Syrian government and will have about 20-30 staff members.Russia and China have vetoed three Western-backed Security Council resolutions that would have stepped up pressure especially against the Syrian government by threatening sanctions if the fighting didnt stop.

South Africa rally after top order collapse

JP Duminy and Vernon Philander led South Africas recovery from 54 for four to 262 for seven at stumps on the first day of the third Test against England at Lords on Thursday. While the score, particularly the number of wickets lost, would have been uncomfortable for South Africa captain Graeme Smith, who won the toss and batted, the situation could have been so much worse.Fast bowler Steven Finn (three for 68) rocked the tourists with a pre-lunch burst of three for three in seven legitimate deliveries on his Middlesex home ground while James Anderson took three for 57.But come the close Philander was 46 not out, having shared a seventh-wicket stand of 72 with Duminy, who gave it away on 61.South Africa, 1-0 up in this three-match series and needing only to avoid defeat to replace England as the worlds number one Test side, saw their powerful top order all out before lunch.Opener Smith had made scores of 259 and 107 in his two previous Lords Tests. But a third century eluded him when Anderson, with his first ball from around the wicket, had the left-hander caught behind for 14 by wicket-keeper Matt Prior although England had to review Sri Lankan umpire Kumar Dharmasenas initial not out decision. It was the first time in four innings this series that Smith, who on Thursday broke Australia great Allan Borders record for most Tests as captain by leading the Proteas for the 94th match, had failed to make a fifty.First change Finn, who retained his place at the expense of Tim Bresnan after England recalled off-spinner Graeme Swann having opted for an all seam attack during the drawn second Test at Headingley, then took over.Alviro Petersen, who made a Test-best 182 at Headingley, was next out when he gloved the tall Finn, getting good bounce, down the legside to Prior for 22.It seemed hed withdrawn his hand from the bat in time, but Petersen did not review the decision. And 49 for two soon became 54 for four as England, whose build-up to this match had been overshadowed by their decision to drop Kevin Pietersen for sending text messsages to South African players, saw Finn make a quick double strike.Hashim Amla, who posted a South Africa record 311 not out in their innings victory in the first Test at The Oval, was bowled for 13 by a superb Finn delivery that nipped between bat and pad to clip off-stump.Jacques Kallis then fell for just three, going the same way as Petersen, although his legside glove needed a lengthy review by Australian third umpire Rod Tucker. It appeared Kalliss hand too was off the bat at the moment of impact. But Tucker felt differently, much to the all-rounders visible disbelief, and England captain Andrew Strauss had yet more reason to celebrate his 100th Test and 50th as skipper.AB de Villiers and Jacques Rudolph put on 51 for the fifth wicket. But the stand ended when de Villiers (27), edged Anderson to third slip Alastair Cook.Rudolph, carelessly, was bowled off an inside edge, hitting across the line by Swann for 42 and, three balls into the new ball Duminy, not moving his feet, wafted at an Anderson ball well outside off-stump and was caught behind, having batted for nearly three hours. There was a bizarre end to the days play when a power cut all round Lords saw several floodlights fail, with the umpires going off for bad light.

Pietersen faces extended wait over T20 squad

Posted:

England batsman Kevin Pietersen has several extra days in which to discover if he will be a member of the defending champions World Twenty20 squad. The International Cricket Council (ICC) had originally made this Saturday their deadline for all teams to announce their final 15-man squads for the tournament in Sri Lanka starting next month. However, the global governing body announced Thursday they had put this back until Friday, August 24, at the behest of several countries, with England now due to announce their squad on Tuesday. An England spokeswoman told AFP they had not asked specifically for an extension in order to reach agreement with Pietersen, dropped for the ongoing third Test at Lords against his native South Africa after admitting sending provocative texts to Proteas players. She said the reason was that England did not want a squad announcement deflecting attention away from a Test the hosts must win to prevent South Africa dethroning them as the worlds top-ranked side in the five-day game.Pietersen was Englands man of the tournament when they won the World Twenty20 in the Caribbean two years ago -- the first time theyd lifted a major piece of ICC silverware.
