Posted: According to State Bank of Pakistan, the foreign direct investment (FDI) fell by 67 per cent to $87 million during the July-September of 2012-13 compared to $263 million the same period last year. The overall FDI inflow during the quarter was $287 million, while the outflow was $200 million. In the same quarter last year, inflows were $580 million and outflows $317 million.Analysts said FDI inflows have been falling for the last four years as the trust deficit among the foreign investors is increasing. The country is under enormous pressure of falling foreign exchange reserves and speedy payments of debts and interests on debts to the IMF and other donors. The repayments have slashed the reserves and shaken the exchange rate as the local currency has continuously been losing value against the US dollar.
Bakery case: CM's son-in-law arrested Posted: Chief Minister Punjab’s son-in-law Ali Imran has been arrested over his involvement in assaulting a young bakery worker for not serving his wife and Shahbaz Sharif’s daughter Rabia Imran.Police said that Ali Imran was arrested Wednesday under Section 109 of Pakistan Penal Code after he appeared before investigating officers.Earlier, Chief Minister Punjab instructed the authorities to incriminate Ali Imran in the assault case.Shahbaz Sharif said that the rule of law was dearest to him, and being a Chief Minister he was answerable to the people. He said that anybody, including family members of ruling elite, was not beyond the reach of the law. “I have issued instructions that this case would be dealt on merit and justice be done,” he said.A worker at a bakery in Lahore was publicly assaulted on October 7, 2012 by police personnel allegedly at the behest of Chief Minister Punjab’s daughter Rabia Imran.
Haier poised to take over Fisher & Paykel Posted: Chinese home appliance giant Haier Group on Thursday announced it is poised to complete a takeover bid for the small but well-regarded New Zealand manufacturer Fisher & Paykel Appliances after sweetening an earlier offer. The takeover bid will not be finalized until Haier receives regulatory approval and completes all the share sales. Haier announced on Thursday it had finalized agreements to buy a total of 51.6 percent of the company, over the 50 percent threshold needed to gain control. The Chinese company boosted its initial offer of NZ$1.20 per share to NZ$1.28. The offer values Fisher & Paykel at NZ$927 million ($761 million). The move will allow Haier to gain a valued brand as well as technology pioneered by the New Zealand company. Fisher & Paykel has been applauded for its washing machine engines and its popular line of dish-drawer dishwashers. The move will likely give Haier more access to markets where Fisher & Paykel has a strong presence, including New Zealand, Australia and the U.S.Haier already owned 20 percent of the company after investing in it in 2009 during the global financial crisis. The next largest shareholder, Allan Gray Australia, had agreed to the initial offer, giving Haier control of 37.5 percent of the company. On Thursday, three more shareholders announced they would accept the increased offer. They are New Zealands Accident Compensation Commission, which holds a 7.2 percent stake, AMP Capital Investors, which holds a 4.5 percent stake, and Harbour Asset Management, which holds a 2.4 percent stake.Haier had first invested in Fisher & Paykel in 2009 during the global financial crisis. Fisher & Paykel had gotten itself into financial difficulties due to its large debts and a plunge in sales.Haiers initial offer last month of $1.20 per share represented a 60 percent premium on the pre-offer closing price. But Fisher & Paykel directors this month recommended shareholders reject that offer, citing an independent valuation report that concluded the company was worth between NZ$1.28 and NZ$1.57 per share. The directors on Thursday recommended remaining shareholders accept the new offer. On Thursday morning, the New Zealand stock market suspended trading in Fisher & Paykel pending an announcement. The shares last traded at NZ$1.23½.Many New Zealanders are mourning the loss of control of a homegrown brand that began 78 years ago and grew to represent a rare manufacturing success story. The companys stoves, refrigerators, washing machines and dishwashers became ubiquitous in New Zealand homes, while innovations such as its dish-drawer dishwasher found a niche in the U.S. But the company struggled in recent years against tough market conditions and a high New Zealand dollar. The companies have progressively worked more closely together since Haier bought its 20 percent stake. Fisher & Paykel began marketing some of Haiers products while Haier began using some of Fisher & Paykels engines.Haier said earlier it doesnt plan any immediate cuts to the workforce of either company as a result of the planned takeover.

Obama, Romney seek women support after debate Posted: President Barack Obama and Republican Mitt Romney vied aggressively for the support of female voters, accusing each other of failing Americas women as they fought to keep up the momentum after their contentious, finger-pointing debate. At issue Wednesday was the candidates approach to gender pay equity laws and Romneys comment during the debate that he was sent binders full of women when he was governor of Massachusetts.Romney made the remark while recalling that he looked to womens organizations after being dissatisfied with the mostly male applicants for senior level positions in his administration. But it set off a storm of media parodies, and Obama jumped on the comment to try to portray Romney as out of step with the concerns of women. We dont have to collect a bunch of binders to find qualified, talented, driven young women, Obama said at a rally in Mount Vernon, Iowa. There was little mystery in the candidates focus on women. An AP-GfK survey taken in mid-September, when Obama was leading in the opinion polls, found that 8 percent of all likely votes were women who were either undecided or said they might change their minds.Polls since the first debate two weeks ago, when Obama fared poorly, show gains for Romney among women voters. Thats a shift the Democratic president can ill afford given the traditional Republican advantage among men. But Obamas Tuesday night debate performance was much stronger than the first time around, and he was staying on the attack on the campaign trail Wednesday. Not even Republicans disputed that Obamas debate performance was much improved from the listless showing two weeks earlier that helped spark a rise in the polls for Romney. But the first post-debate polls were divided, some saying Romney won, others finding Obama did.The two rivals meet one more time, next Monday in Florida. Democrats rebutted Romneys memory of the binders he received as the newly elected governor of Massachusetts in 2002.On a conference call arranged by the Democratic National Committee, a former executive director of the Massachusetts Government Appointments Project said the group provided the resumes of women qualified for appointment unprompted. To be perfectly clear, Mitt Romney did not request them, said Jesse Mermell.Vice President Joe Biden, campaigning in battleground Colorado, mocked Romney on the same topic but in terms more pungent than Obamas. What I cant understand is how hes gotten into this sort of 1950s time warp in terms of women, Biden said. The idea he had to go and ask where a qualified woman was. He just should have come to my house. He didnt need a binder.Romney quickly countered with a combination testimonial and fundraising appeal from Kerry Healey, who was his lieutenant governor in Massachusetts. She said he had named numerous women to his administration, adding, He sought out our counsel, and he listened to our advice. We didnt always agree, but we were always respected.Obama wore a pink wristband to show support for Breast Cancer Awareness Month as he campaigned in Iowa and then Ohio, and reminded his audience that the first legislation he signed after becoming president made it easier for women to take pay grievances to court.Romney took no position on that bill when it passed Congress, and his campaign says he would not seek its repeal. But Obama chided him, saying, That shouldnt be a complicated question. Equal pay for equal work.Romneys campaign launched a new television commercial that seemed designed to take the edge ever so slightly off his opposition to abortion the latest example of his recent move toward the middle while urging women voters to keep pocketbook issues uppermost in their minds when they cast their ballots. In fact he thinks abortion should be an option in cases of rape, incest or to save a mothers life, says a woman in the new ad. Pivoting quickly to economic matters, she adds, But Im more concerned about the debt our children will be left with. I voted for President Obama last time, but we just cant afford four more years. That dovetailed with Romneys personal pitch to an audience in Virginia. This president has failed Americans women. Theyve suffered in terms of getting jobs, he declared, saying that 3.6 million more of them are in poverty now than when Obama took office. His running mate, Republican Rep. Paul Ryan, echoed that message in Ohio. Twenty-six million women are trapped in poverty today. Thats the highest rate in 17 years, he said. We need to get people back to work. With recent gains in the polls for Romney, he and the president are locked in an exceedingly close race as they shuttle from one critical state to another and dispatch surrogates ranging from former President Bill Clinton to ex-Secretary of State Condoleezza Rice to locations they cannot make on their own.Obama spoke to a crowd of about 14,000 students and supporters at Ohio University, imploring them to vote early. I want your vote. I am not too proud to beg. I want you to vote, he said.States where voters are neither reliably Democratic nor Republican take on added importance in U.S. presidential elections because the outcome is not decided by the nationwide popular vote. Instead, candidates compete for each states electoral votes. Each state gets one electoral vote for each of its Congress members.A little less than three weeks before Election Day, Obama appears on course to win states and the District of Columbia that account for 237 of the 270 electoral votes needed for victory. The same is true for Romney in states with 191 electoral votes. The remaining 110 electoral votes are divided among the hotly contested battleground states of Florida (29), North Carolina (15), Virginia (13), New Hampshire (4), Iowa (6), Colorado (9), Nevada (6), Ohio (18) and Wisconsin (10).
Gerrard, Rooney upbeat despite Poland stalemate Posted: Steven Gerrard and Wayne Rooney believe England will still qualify for the World Cup despite Wednesdays 1-1 draw in Poland but admit the performance in Warsaw was far from perfect. Both teams saw their preparations thrown into chaos when the 2014 qualifier was postponed on Tuesday because of a waterlogged pitch and re-arranged for Wednesday. However Poland coped with the conditions far better as they came from behind to earn a point in a tie they were unfortunate not to win.It was a difficult game, a difficult pitch, admitted Manchester United striker Rooney. We werent at our best but we dug in and got a draw. We know we can play better but this is a difficult place to come so it is a decent point.England remain top of Group H, a point clear of Montenegro, and are clinging to those kind of positives following a disappointing display which saw Rooneys first-half goal cancelled out by a second-half header from Kamil Glik. We knew it was a tough group, but were still confident, said Rooney. We believe in ourselves and we believe we are the best team in the group, so we are confident of qualifying. Hopefully we will win the rest of our home games and have a great chance.England captain Gerrard echoed his teammates sentiments; but also praised Poland for a spirited display despite missing inspirational captain Jakub Blaszczykowski through injury. He said: I thought Poland dealt with the conditions and played to the conditions slightly better than us. Thats the reason we didnt get three points. We did OK until we scored but never built on the one-goal lead. We never passed the ball well enough, for whatever reason.Im happy to be top but slightly disappointed not to have a few more points on the board. But I dont think Montenegro and Ukraine will come here and take maximum points.England have eight points from four games but second-placed Montenegro have a game in hand and can go top of the group if they beat San Marino next month.Gerrarrd added: Montenegro got a fantastic result in Ukraine which has turned the group in their favour.Thats why we wanted maximum points to go into the new year in the driving seat. We have to make sure we take maximum points from Montenegro when we play them now. The Liverpool midfielder refused to use confusion from the previous days postponement as an excuse for his sides performance. He said: When youre fired-up, pumped-up, youve had your massages and youre ready to go and dont play, thats not ideal. But were professionals. Were playing at the top level and we had to get ourselves up for this - but I didnt think we were totally at the races.I slept fine last night. I wont use the delay and conditions as an excuse. The reason we didnt win was because we didnt pass it when we went in front.Poland goalscorer Glik certainly believed his side deserved at least a point, saying: We were going for a win the whole time. The coach said it himself, we were in it to win it. But I think we can be pleased with this draw. Getting a draw against the likes of England isnt the worst result in the world.Describing his goal as one of the most important of his career he added: Its not every day you get to score against England. And do it at home in your national stadium, of course thats really fantastic.

Japan decries alleged rape by US troops on Okinawa Posted: Japans defense minister said he was deeply concerned by allegations that two American military servicemen had raped a woman on the island of Okinawa and suggested that the US take more measures to prevent such attacks. This is a very serious crime, Defense Minister Satoshi Morimoto told reporters Wednesday. Morimoto said the case follows another sexual assault in August, and he indicated he was considering discussing the matter with US Defense Secretary Leon Panetta. The sailors were identified as Seaman Christopher Browning and Petty Officer 3rd Class Skyler Dozierwalker of the Fort Worth Naval Air Base in Texas. According to Japanese media, they had been drinking before they attacked the woman, in her 20s, who was on her way home before dawn Tuesday. The two were in Japanese police custody, according to Okinawa Prefectural Police spokesman Takashi Shirado. Later Tuesday, police handed over investigation to prosecutors to decide whether to press formal charges.Browning and Dozierwalker are both 23 and enlisted in 2008. They were assigned to the Fort Worth base the same year. Base spokesman Don Ray declined to comment on the mens arrests. The arrests sparked immediate anger on Okinawa, which hosts more than half of the 47,000 U.S. troops in Japan and has recently seen massive protests against plans to deploy the Marine Corps MV-22 Osprey to a base there because of safety concerns.Okinawa Gov. Kazuhiro Nakaima, who has been in Tokyo since earlier this week, said the United States should worry about the consequences of repeated crime by U.S. servicemen on the island, where people already resent their presence. It could damage Japan-U.S. security alliance unless there is dramatic improvement, Nakaima said. We want the U.S. government and its military to take measures that are far severer than a disciplinary measure or something lenient like that.Tensions between the US military and their Okinawans hosts are endemic, and base-related crimes are a particularly sensitive issue.Local opposition to the U.S. bases over noise, safety concerns and crime flared into mass protests after the 1995 rape of a schoolgirl by three American servicemen. That outcry eventually led to an agreement to close a major Marine airfield, but that plan has stalled for more than a decade over where a replacement facility should be located.Concerned that anti-base sentiment on Okinawa could swell, Vice Foreign Minister Shuji Kira lodged a protest with U.S. Ambassador John Roos, who promised full cooperation with the investigation. The United States government is extremely concerned by recent allegations of misconduct by two individual United States service members, Roos said in a statement. We are committed to cooperating fully with the Japanese authorities in their investigation. ... These allegations, given their seriousness, will continue to command my full personal attention. He said he understands the anger in Okinawa and the rest of Japan and promised to work our hearts out to earn the trust of the Okinawan people and the people of Japan.Okinawa prefectural spokesman Susumu Matayoshi said the suspected rape shocked all Okinawans and is unforgivable.
Man held in NYC plot to blow up Federal Reserve Posted: A Bangladeshi man who came to the United States to wage jihad was arrested in an elaborate FBI sting on Wednesday after attempting to blow up a fake car bomb outside the Federal Reserve building in Manhattan, authorities said. Before trying to carry out the alleged terrorism plot, Quazi Mohammad Rezwanul Ahsan Nafis went to a warehouse to help assemble a 1,000-pound (450-kilogram) bomb using inert material, according to a criminal complaint. He also asked an undercover agent to videotape him saying, We will not stop until we attain victory or martyrdom, the complaint said.Agents grabbed the 21-year-old Nafis armed with a cellphone he believed was rigged as a detonator after he made several attempts to blow up the bomb inside a vehicle parked next to the Federal Reserve, the complaint said.Authorities emphasized that the plot never posed an actual risk. However, they claimed the case demonstrated the value of using sting operations to neutralize young extremists eager to harm Americans.Attempting to destroy a landmark building and kill or maim untold numbers of innocent bystanders is about as serious as the imagination can conjure, said Mary Galligan, acting head of the FBIs New York office. The defendant faces appropriately severe consequences.Nafis appeared in federal court in Brooklyn to face charges of attempting to use a weapon of mass destruction and attempting to provide material support to al-Qaida. Wearing a brown T-shirt and black jeans, he was ordered held without bail and did not enter a plea. His defense attorney had no comment outside court. The defendant had sought assurances from an undercover agent posing as an al-Qaida contact that the terrorist group would support the operation. The thing that I want to do, ask you about, is that, the thing Im doing, its under al-Qaida? he was recorded saying during a meeting in bugged hotel room in Queens, according to the complaint. In a September meeting in the same hotel room, Nafis confirmed he was ready to kill himself during the course of the attack, but indicated he wanted to return to Bangladesh to see his family one last time to set his affairs in order, the complaint said. But there was no allegation that Nafis actually received training or direction from the terrorist group.Prosecutors say Nafis traveled to the U.S. on a student visa in January to carry out an attack. In July, he contacted a confidential informant, telling him he wanted to form a terror cell, the criminal complaint said.In further conversations, authorities said Nafis proposed several spots for his attack, including the New York Stock Exchange and that in a written letter taking responsibility for the Federal Reserve job he was about to carry out, he said he wanted to destroy America. Other communications took place through Facebook, the complaint said.A Twitter account with the suspects name and photo had six followers and two messages and was linked to a Facebook page that had been taken down.Nafis attended Southeast Missouri State University during the spring semester, which ran from January to May, university spokeswoman Ann Hayes told the Southeast Missourian newspaper. He was pursuing a bachelors degree in cybersecurity.Hayes said Nafis requested a transfer of his records in July and the university complied, though she couldnt say where the records were transferred. On Wednesday, federal officials were at the New York home where Nafis was staying, a red brick building in the Jamaica neighborhood of Queens. Owner Rafiqul Islam said Nafis was staying with his second-floor tenants, and he was told he was related to the family. The tenants didnt answer their door and their apartment was dark.Islam said Nafis had only lived there about a month or so. I didnt notice anything, he spoke to me very quietly, he said. He said he was going to be studying here.Police Commissioner Raymond Kelly said the case is one more reminder that New York remains a target: New York continues to be very much in the mind frame of terrorism. This individual came here with the express purpose of committing a terrorist attack; he was motivated by al-Qaida. We see this threat as being with us for a long time to come.Kelly said security is always a precaution and there are about a thousand officers in the counterterrorism division. He didnt specify if any additional measures were being taken. The bank, located at 33 Liberty St., is one of 12 branches around America, along with the Board of Governors in Washington, make up the Federal Reserve System that serves as the central bank of the United States. It sets interest rates. The Federal Reserve is one of the most fortified buildings in the city, smack in the middle of a massive security effort headed by the New York Police Department where a network of thousands of private and police cameras watch for suspicious activity. The department uses sophisticated programs that can search for suspicious activity, like an object in one place for a long time, at the building modeled after Londons ring of steel. The analytic software also is designed to take video and catalog it according to movements, shapes and colors, so officers can set parameters to search the system for, say, a suspicious van.The Fed is also home to the worlds largest accumulation of gold, according to the banks website. Dozens of governments and central banks store a portion of their gold reserves in high-security vaults deep beneath the building. In recent years, it held 216 million troy ounces of gold, or more than a fifth of all global monetary gold reserves, making it a bigger bullion depository than Fort Knox. The federal case was the latest where a terrorism plot against the city turned out to be a sting operation. Four men were convicted in 2009 in a plot to bomb synagogues and shoot down military planes with missiles - a case that began after an FBI informant was assigned to infiltrate a mosque in Newburgh, about 70 miles (112 kilometers) north of New York City. The federal judge hearing the case said she was not proud of the governments role in nurturing the plot.In 2004, a Pakistani immigrant was arrested and convicted for a scheme to blow up the subway station at Herald Square in Midtown Manhattan. His lawyers argued that their client had been set up by a police informant who showed him pictures of Iraq abuse to get him involved in an attack against civilians.
Lahore: Basic rights of children stressed Posted: Pakistani children have been facing a severe lack of a comprehensive legal frame work particularly with regards to child protection issues including child trafficking, child sexual abuse and child domestic labour issues. In a media briefing, Society for the Protection of the Rights of the Child (SPARC) National Manager Iqbal Detho said Pakistan signed and ratified United Nation Convention on the rights of the child to ensure child rights in the country. He said around 1.2 million children were trafficked each year out of which 43 percent of victims were forced into prostitution. Trafficking of children for forced labour and prostitution is known as contemporary form of slavery. Latest figures estimate that the total number of prostituted children was as high as 10 million around the world. Considering the alarming statistics of child trafficking prompted the UN to introduce the Optional Protocol (in the existing convention on the rights of the child) that criminalized the sale and trafficking of children around the world. Pakistan signed the convention on 26th September 2001 but officially ratified it on 5th July 2011. The protocol aims to bolster existing child protection laws in the country. He further shared it was hard to ascertain the exact number of child soldiers around the world, various human rights groups (coalition to stop child soldiers)estimate that around 300,000 children are engaged in armed conflicts around the world. Moreover, many are often forcibly recruited or abducted to join armies, some under the age of 10. Considering the fact, an Optional Protocol to the UNCRC was adopted to assuage this growing phenomenon. The protocol was officially introduced on 25th May 2000, and to date has been ratified by 147 countries. Pakistan signed the Protocol on 26th September 2001 but has not yet ratified it.The UNCRC is the only core human rights instrument that lacks a communications procedure that will enable children to submit complaints and seek redress for human rights violations they have experienced. Under a communications procedure, the committee will be able to focus on individual cases when considering the UNCRC. It will also guide States as to what is required from them in such cases which will in turn help them understand the meaning of the obligations they have undertaken by acceding to the UNCRC. The Optional Protocol was tabled on 19th December 2011 and has so far been signed by 26 countries barring any ratification. Pakistan has yet to sign and ratify the Optional Protocol.
ICC fighting war against corruption: chief executive Posted: It is a war we are fighting, David Richardson said at the launch in London of the final ICC Champions Trophy, which will be held in England next summer before the Ashes series. Our anti-corruption unit have their work cut out to make sure players are kept away from temptation. Its everybody now, unfortunately. Everybody is susceptible -- curators, groundsmen -- our corruption unit is very aware of what it needs to do.Six South Asian umpires were provisionally suspended last week after an Indian TV sting alleged they were open to bribery, while five Indian cricketers were also suspended during this years Indian Premier League over allegations no-balls could be arranged to order.Other tournaments including Twenty20 leagues in Bangladesh and Sri Lanka have also been tainted by scandal. The Champions Trophy, which pitches the top eight one-day nations together, is being scrapped to make way in the international calendar for a new World Test Championship from 2017.This tournament is part of the current rights cycle, as we call it, Richardson said.Somewhere in the middle the strategy was changed as far as ICC events are concerned. We have three vibrant formats of the game and it makes sense to hold one major event for each format. The World Cup is the pinnacle 50-over event so the Champions Trophy is the one to go.In 2017 there will be a World Test Championship which will be the first time we have had a Test event on a global scale. The Champions Trophy will be played over 18 days with the matches scheduled for Cardiff, The Oval and Edgbaston, which will host the final on June 23.
