All the sea side resorts have been closed as precautionary measures in related areas especially New York and New Jersey.Meteorologists say a bout of bad weather could bring biting wind, rain and possibly even snow to the region, which is reeling from the impact of Sandy.The US Weather Channel said that there was the likelihood of very windy, rainy and cold weather from Wednesday into Thursday in the US northeast where recovery process is underway.The report said the new storm will not be more violent than Sandy, which left 113 people dead, caused damage worth $30 billion to $50 billion and rendered thousands of people without electricity and gas as cold weather set in.While the precise track and timing are uncertain, substantial impacts are expected from the storm. Potential impacts from the storm could include wind gusts as high as 50 MPH, the report said.Also, a storm surge and wave action could cause minor to moderate coastal flooding and beach erosion along the mid-Atlantic and New England coast.The threat for coastal flooding will be primarily during the high tides on Wednesday night for the mid-Atlantic. From New York City into New England, the high tides Wednesday night and Thursday have the greatest threat for flooding.Wet snow is expected across interior sections, especially in higher elevations. The snow is possible as far south as northern Virginia.Meanwhile, New York is facing a growing housing crisis with tens of thousands left homeless as Sandy destroyed their homes Michael Bloomberg, New York Citys mayor, estimated on Sunday that 30,000-40,000 houses in the city alone had been left unusable by the storm. Pakistan already doing 'needful' on Haqqani network: Kaira

It needs not to impose extra measures following the group’s addition to the UN’s blacklist, a government spokesman said on Tuesday.“The three elements of the ban — arms embargo, asset freeze and travel ban — are all already in place in Pakistan,” Information Minister Qamar Zaman Kaira told Reuters.The United States designated the Haqqani network as a terrorist organisation in September, a move the group’s commanders said proved Washington was not sincere about peace efforts in Afghanistan.The Haqqanis, a group allied with the Afghan Taliban, are the most experienced fighters in Afghanistan and are blamed for some of the boldest attacks, including one on embassies and parliament in Kabul in April that lasted 18 hours.US officials have long accused Pakistan of supporting the network, an allegation Islamabad denies.“Which banned militant can openly travel in Pakistan? We have also checked on financing and other transfers. There is no problem,” Kaira said.A few months ago, the leader of a banned organisation openly led a march into the capital, Islamabad.Gretchen Peters, who wrote a report on Haqqani finances for the Combating Terrorism Center, said Pakistan could shut down the Haqqanis if it wanted.“That’s patently not true” that they have already cracked down, she said.Seized receipts and other documents showed Haqqani leaders owned property, construction, trading and transport firms and bought weapons and ammunition inside Pakistan, she said.A small team of financial investigators with strong political backing could severely damage the network, she said, citing US successes in tackling South American drug cartels and seizing assets of the Lebanese militant group Hezbollah.So far, it is unclear how well the sanctions will be enforced. Peters’ report found that most of the Haqqani assets were in Pakistan and the United Arab Emirates.“A sanction is like an arrest warrant. It only means something if countries act on it,” she said.In Pakistan, decisions about counter-terrorism and military strategy are taken by the military, which has ruled Pakistan for more than half of its 65-year history.So far, the army has been conspicuously silent on the UN sanctions and US designation of the Haqqanis as terrorists.The military’s Inter-Services Intelligence Agency (ISI) is widely believed to be its most competent and well-resourced of more than a dozen Pakistani security agencies.It is also the agency that the United States has previously accused of supporting the Haqqani network.


New mass graves found in Ivory Coast

Rights groups claim summary executions were carried out by the Republican Forces of Ivory Coast, known by its French acronym of FRCI. Last month, officials found six bodies in a well close to the former campsite in the western town of Duekoue.Government, army and U.N. officials toured 10 more graves in the same area on Saturday, said Paul Mondouho, vice-mayor of Duekoue. He said the graves had first been identified by civilians, and that officials did not know the number of bodies they contained because they had not yet been properly exhumed.People were suspecting the presence of bodies in these graves because of the smell coming out of them and because of the shoes we saw nearby, Mondouho said.Prosecutor Noel Dje Enrike Yahau, who is based in the commercial capital of Abidjan, confirmed that multiple new graves had been discovered but could not provide details. U.N. officials and the local prosecutor in charge of investigating the suspected killings could not be reached Tuesday.Army spokesmen could not be reached Tuesday. The Justice Ministry has previously vowed to investigate the discovery of the initial grave.On the morning of July 20, a mob descended on the U.N.-guarded Nahibly camp, which housed 4,500 people displaced by violence in Ivory Coast, burning most of the camp to the ground. Officials said at the time that six people were killed.The attack was prompted by the shooting deaths of four men and one woman on the night of July 19, according to local officials and residents. In response a mob of some 300 people overran the camp on the morning of July 20 after the perpetrators of the shootings reportedly fled there.The victims in the July 19 attack lived in a district dominated by the Malinke ethnic group, which largely supported President Alassane Ouattara in the disputed November 2010 election. The camp primarily housed members of the Guere ethnic group, which largely supported former President Laurent Gbagbo.Gbagbos refusal to cede office despite losing the election to Ouattara sparked months of violence that claimed at least 3,000 lives.Albert Koenders, the top U.N. envoy to Ivory Coast, said one week after the attack that U.N. security forces had been inside and outside the camp at the time but that no Ivorian security forces were present. He said the U.N. forces decided not to fire at a large group of people that were attacking the camp in order to avoid a massacre.Several witnesses have said soldiers and traditional hunters, known as dozos, participated in the attack on the camp. Both military and dozo leaders have denied the claims, saying they had tried to protect the camp.


Canada, India clinch nuclear trade deal

The agreement during an official visit by Canadian Prime Minister Stephen Harper came after Indian and Canadian negotiators ironed out a deadlock over monitoring Canadian exports of nuclear materials and technology to India.The pact will allow implementation of the Nuclear Cooperation Agreement signed by the countries in 2010 and help Canadian companies play a greater role in meeting Indias growing energy needs, Harper said in a statement.The announcement that will allow Canadian uranium to be used to power Indian reactors ends close to 40 years of awkward relations after India used Canadian nuclear technology to build its first atomic bomb.The nuclear cooperation deal agreed two years ago by Harper and Indian Prime Minister Manmohan Singh in Toronto was supposed to pave the way for exports of Canadian uranium and reactors to India.But the two nations could not agree on how to track Indias use of nuclear material to ensure it was put to peaceful purposes. New Delhi baulked at Ottawas demand to be allowed to monitor the safe use of its nuclear exports.Now the two countries will set up a joint panel to supervise the exports.Singh and Harper said in a late evening statement they looked forward to the inaugural meeting of the joint committee.The governments of Canada and India will take the necessary steps to bring the Nuclear Cooperation Agreement into force in a timely manner, the statement added, without specifying a date.New Delhi -- backed by the United States -- won an exemption in 2008 from the Nuclear Suppliers Group, which governs global nuclear trade, to allow it to buy reactors and fuel from abroad -- even though it has not signed the non-proliferation treaty.India, which has tense relations with nuclear-armed rival Pakistan, had been subject to a global embargo since 1974 when it first staged an atomic weapons test.Canada with its large and high quality reserves of uranium could become an important supplier to the Indian nuclear power programme, Singh and Harper said in the joint statement.Canada earns $1 billion a year in uranium exports. It has been moving to step up exports, signing an agreement in July with Beijing to help Canadian companies sell more uranium to China.Harper added the agreement should spur millions of dollars in new business contacts between our countries and create high-quality new jobs in Canada.


Hyderabad: Three killed, 5 hurt in firing incidents

The toll of victims has risen to ten within two days.According to police, the first incident of firing took place near district courts where unidentified armed men opened firing, killing 40-year-old Munawar.Moreover, 35-years-old Abdur Rehman Pathan was gunned down in the area of Hala Naka within the limits of Hatri police station.In another incident, a man was shot dead by unidentified gunmen near ex Nazim’s secretariat. Two people received bullet injuries when unknown gunmen started firing on a rally at bypass.The injured were shifted to civil hospital for first aid.

He was arrested on charges of burglary and criminal impersonation of a public servant, the New York Post reported.Upon arrest, he was allegedly discovered to be in possession of six white pills believed to be methadone and was also charged with criminal possession of a controlled substance, SILive.com reported.Court papers obtained by SILive.com allege that Manzo later admitted that he was not affiliated with the Red Cross.Being arrested is nothing new for Manzo, who, according to police records, has been arrested 28 times and served four prison stints since 1984, according to the New York Post.In August, Manzo was arrested for the December theft of an SUV from an autobody shop. Police say he drove the stolen car to Atlantic City so he could party on New Year’s Eve

Iraq's cabinet votes to end food distribution system

Iraqs cabinet on Tuesday voted to remove the countrys largest social welfare programme, a food distribution system, in favour of a direct cash transfer to citizens, a spokesman said.The reform, due to come into force on March 1, would mean all Iraqis would be entitled to a 15,000 Iraqi dinar ($12.50) monthly payment in lieu of the current ration card system where families are entitled to claim basic items from local supermarkets.The programme was implemented by now-executed dictator Saddam Hussein in response to the embargo and sanctions imposed on Iraq following his invasion of neighbouring Kuwait.The decision came after a two-year study, and the government reached the conclusion that the best way forward was to give cash to citizens, said Ali Mussawi, spokesman for Prime Minister Nuri al-Maliki, after a cabinet meeting.It is also the best way to combat corruption, and it can be carried out easily.Government spokesman Ali al-Dabbagh said in a statement that, in addition to the cash transfer, authorities would also fix the price of flour, currently one of the main items that can be claimed as part of the ration card.Mussawi said that the government currently spends around 12,000 dinars ($10) per person per month on the ration card programme, amounting to around seven percent of the Iraqi budget according to a UN report last year, more than either the health or education budgets.But because of inefficiencies and corruption, only around 6,000 dinars ($5) worth of food finds its way to Iraqis, according to Mussawi.The UN report last year advocated reform of the ration card programme, Iraqs biggest social safety net, with the report describing it as inefficient in several ways and vulnerable to theft and corruption.
