Cyprus in limbo after rejecting bank seizures plan Posted: NICOSIA, Cyprus (AP) - Lawmakers in Cyprus decisively rejected a plan on Tuesday to seize up to 10 percent of people's bank deposits in order to secure an international bailout and prevent a collapse of the country's banks.The vote leaves the tiny Mediterranean economy in financial limbo, but hundreds of protesters outside Parliament cheered and sang the national anthem when they heard the bill failed.Cyprus needs 15.8 billion euros ($20.4 billion) to bail out its heavily indebted banks and shore up government finances. If it doesn't get the money, the banks could fail, Cyprus' government finances could be ruined for years and the country could face expulsion from the 17-country euro currency union. Eurozone countries and the International Monetary Fund have pledged to provide 10 billion euros ($12.9 billion) in rescue loans if Cyprus can come up with the remainder.With the country's banks closed since Saturday to avoid a run, Cypriot leaders will now try to hatch a more politically palatable plan that might also satisfy officials in the eurozone and IMF.The plan that was rejected Tuesday, with 36 votes against, 19 abstentions and one absence, had been amended to shield the smallest depositors, those with under 20,000 euros ($25,858) in the bank. But deposits up to 100,000 euros ($129,290) are supposed to be insured by all euro countries. There has been widespread condemnation of the plan throughout Europe since it was announced over the weekend.Global financial markets were on edge Tuesday, but investors so far have taken the latest turmoil in Europe in stride. The Cypriot economy is tiny and there is hope that Europe's political leaders can find a way to bolster the country's finances and prevent it from leaving the euro. After the Cypriot vote came in, the Dow Jones industrial average ended the day 3 points higher at 14,455. Earlier in the day, European markets closed slightly lower while the euro edged down 0.4 percent against the dollar.This is not the end of the process, but instead kicks off a further round of negotiation, said Alex White of JPMorgan. The Cypriot authorities wanted to conduct the vote so that they could reaffirm the extent of their difficulties to the Europeans.Part of the reason for the market calm is that the European Central Bank has promised to do whatever it takes to protect the euro. It has a plan in place to buy the government debt of any countries that fall into financial trouble, provided they ask for help. That has helped keep bond market borrowing rates manageable for Italy and Spain, for example.The ECB said after the Cyprus vote that it would continue providing liquidity to Cypriot banks to prevent their immediate collapse. Some had feared that if Cyprus rejected the bailout, the ECB might stop providing support, letting the banks fail.Of the 15.8 billion euros ($20.4 billion) that Cyprus needs, roughly 8.3 billion euros ($10.73 billion) is for its two top lenders Bank of Cyprus and Laiki Bank, which is effectively controlled by the government already. About 7.5 billion euros ($9.7 billion) would be used to finance the country's deficits over the next 4 years and to cover a 1.5 billion euro ($1.94 billion) debt payment that comes due in June.Cypriot political leaders will meet with President Nicos Anastasiades on Wednesday to discuss the next steps. Nicholas Papadopoulos, the chairman of the parliamentary finance committee, said Cyprus wants a renegotiation of its bailout deal but was against the idea of seizing savings. It has not been (implemented) in any other country in Europe and we don't wish to be the experiment of Europe. He said a new agreement could be concluded in the next few days. In the meantime, the banks will remain shut for as long as needed. ATMs have been dispensing cash and debit and credit cards were working normally. The amount of the proposed tax had been blocked in people's accounts, but with the bill rejected, it was unclear whether that would continue. Electronic transfers continued to be blocked.Germany, one of the eurozone's heavyweights, made clear its frustration at the Cypriot vote. The finance minister, Wolfgang Schaeuble, noted that Cyprus' banks were surviving only because of ECB help and that if there is no bailout deal, the ECB will have to end that support.Someone needs to explain this to the Cypriots, Schaeuble told German public television ZDF. Some help could come from Russia, a longtime ally of Cyprus. But those talks have been strained by the announcement of the deposit seizures, since Russians hold up to a third of the 68 billion euros ($87.92 billion) in deposits in Cyprus.Cyprus could seek to extend repayment of a 2.5 billion euros ($3.23 billion) loan Russia granted Cyprus in late 2011, when the country could no longer borrow from international markets. The Cypriot finance minister is in Moscow to discuss financial aid while Anastasiades, the president, spoke with President Vladimir Putin after the vote.For Cypriots who risked losing a chunk of their life savings in the bailout deal, the parliamentary vote was a moment to rejoice and think ahead.We shouldn't lose our cool, said Panayiotis Violettis, a 56-year-old retired government worker. When banks open, if we pull all our money out, it would be like we would be punishing ourselves.Insurance salesman Lambros Kannaouros, who has almost 50,000 euros ($64,645) in the bank, said his options were limited: I'm not going to do anything. What I'm I going to do? Where will I take it? Where will I put it?Although Cyprus is the smallest eurozone country to be bailed out, its rescue plan had sent shockwaves through the single currency area as it was the first time savers' banks accounts have been directly targeted. Other bailed out countries such as Greece, Ireland and Portugal have raised funds by imposing new taxes.Proponents of the deposit seizure argued it would have made foreigners who have taken advantage of Cyprus's low-tax regime share the cost of the bailout.Andreas Charalambous, a senior official at the finance ministry, said Cypriot authorities believe depositors should be protected, but that a wholesale exemption for those below 100,000 euros ($129,290) would mean a disproportionate burden on large savers, and a very detrimental knock-on effect on economic growth.Under the original bailout plan sketched out in Brussels early Saturday, Cyprus agreed to raise 5.8 billion euros ($7.5 billion) by taxing bank accounts. In exchange, it would receive the 10 billion euros ($12.9 billion) in rescue loans from other eurozone countries and the IMF. Depositors with less than 100,000 euros ($129,290) would pay 6.75 percent; deposits above that threshold would be taxed 9.9 percent.But the change made Tuesday to protect small depositors was not enough for lawmakers. It was not possible for the Cypriot parliament and its people to accept such an unfair, disagreeable and one-sided proposal, Education Minister Kyriakos Kenevezos said on Greek state NET television. Sharapova aiming for rare double at Key Biscayne Posted: KEY BISCAYNE, Florida (AP) - After winning the PNB Paribas Open last week, Maria Sharapova is aiming for a rare double when she lines at the Sony Open.Only two players in WTA history have won back-to-back Indian Wells and Key Biscayne titles: Steffi Graf in 1994 and 1996, and Kim Clijsters in 2005.Sharapova, who won her second BNP Paribas title with a 6-2, 6-2 victory over Caroline Wozniacki on Sunday, isnt scheduled to play until Friday at the Sony Open.All the seeded players in the mens and womens draw receive a first-round bye.These tournaments are always really tough because theyre close together, the No. 3-seeded Sharapova said. N.Korea threatens action over B 52 bomber flights Posted: SEOUL (AFP) - North Korea on Wednesday condemned training flights by nuclear-capable US B-52 bombers over the Korean peninsula as an unpardonable provocation and threatened military action if they continue.The Pentagon says at least one B-52 has flown over South Korea in recent weeks as part of joint South Korea-US military exercises that Pyongyang has denounced as rehearsals for invasion.It is an unpardonable provocation, a North Korean foreign ministry spokesman said in a statement carried by the official Korean Central News Agency (KCNA).The US is introducing a strategic nuclear strike means to the Korean peninsula at a time when its situation is inching close to the brink of war, the spokesman said.Military tensions on the Korean peninsula are at their highest level for years, with North Korea -- angered by UN sanctions imposed after its nuclear test last month -- threatening a second Korean War backed by nuclear weapons.The foreign ministry said Pyongyang was closely watching the ongoing exercises and vowed a strong military counteraction, should the strategic bomber make such a sortie to the peninsula again.Pentagon spokesman George Little said Monday that a B-52 from Andersen Air Force base in Guam flew over South Korea on March 8.South Korea's Yonhap news agency reported that another B-52 sortie was carried out Tuesday.B-52s have taken part in annual exercises on the peninsula before, but Little said the Pentagon wanted to underline their use this time given the heightened tensions.The flights should be seen as underscoring US commitment and capacity to defend Seoul against an attack from the North, Little said.That message was echoed in Seoul on Monday by visiting Deputy Defense Secretary Ashton Carter, who promised to provide South Korea with every available military resource offered by the US nuclear umbrella. |
Parliamentary committee to select caretaker PM Posted: ISLAMABAD (Dunya News) – The deadlock over the appointment of caretaker prime minister persisted as the government and the opposition failed to evolve consensus.Now an eight-member parliamentary committee formed to select the prime minister.The members include Sardar Mahtab Abbasi, Sardar Yaqoob Nasir, Pervez Rasheed, Saad Rafiq, Chaudhry Shujaat, Farooq Naek, Khurshid Shah and Ghulam Bilour.The committee has the mandate to choose a candidate for the position of caretaker prime minister within three days’ time.Under the constitution, the parliamentary committee has to evolve a consensus on one name for the caretaker prime minister within three days and if it fails to do so in the stipulated time, the matter will automatically go to the Election Commission, which will have to finalise one name out of four, two each from the prime minister and the opposition leader in the NA.The development followed a meeting of leaders of the Pakistan People Party (PPP), chaired by Prime Minister Raja Pervez Ashraf, which ended with the party unwilling to compromise on the names of its nominees for caretaker prime minister.The PPP had initially proposed the names of Dr Abdul Hafeez Sheikh, Dr Ishrat Husain, and Justice (retd) Mir Hazar Khan Khoso for the position of caretaker PM. Moreover, the Pakistan Muslim League – Nawaz had proposed the names of Justice (retd) Nasir Aslam Zahid, Justice (retd) Shakirullah Jan and Rasul Bakhsh Palijo.All four names from the opposition’s side of the committee are of PML-N members. However, constitutional experts have said PML-N has to give equal representation to all opposition parties in the committee so its members do not become controversial. |
Posted: KARACHI: Governor dissolved the Sindh Assembly on Tuesday night on the advice of Sindh Chief Minister Syed Qaim Ali Shah.The Sindh Assembly was dissolved 16 days earlier than the completion of its constitutional tenure.The constitutional tenure of the assembly had to end on April 5 as the Sindh Assembly members had taken oath on this date after 2008 general elections while the provincial cabinet had taken oath on April 11.Initially, the number of cabinet members was 21 that later jumped to more than 40 ministers.Syed Qaim Ali Shah would serve as CM till the appointment of caretaker chief minister of Sindh. |
Mortar explosion kills seven US Marines Posted: HAWTHORNE (AP) - The Marines were killed when a 60mm mortar exploded unexpectedly at a Nevada military depot thats an important training facility for troops headed overseas, a Marine Corps official said.The Marines immediately issued an indefinite moratorium on firing of all such mortars worldwide until an investigation clears as safe the type of weapon and ammunition in the tragedy. Several other Marines were hurt in the accident that happened shortly before 10 p.m. local time Monday at the Hawthorne Army Depot.The official, speaking on condition of anonymity, said it was not immediately clear whether the mortar exploded prematurely inside its firing tube or whether more than a single round exploded. The official was not authorized to speak to a reporter about the accident.The cause of the accident is under investigation, officials said in a statement from the 2nd Marine Expeditionary Force at Camp LeJeune, North Carolina.The 60mm mortar is a weapon that traditionally requires three to four Marines to operate, but its common during training for others to observe nearby.The injured were taken to area hospitals for treatment and further evaluation.Renown Regional Medical Center in Reno, the areas major trauma hospital, took nine patients, including one who died, three who are in serious condition and five who are in fair condition, according to spokeswoman Stacy Kendall. All the patients are men under the age of 30, she said. Kendall described their injuries as penetrating trauma, fractures and vascular injuries.The identities of those killed wont be released until 24 hours after their families are notified.The Hawthorne Army Depot stores and disposes of ammunition. The facility is made up of hundreds of buildings spread over more than 230 square miles.Hawthorne has held an important place in American military history since World War II when it became the staging area for ammunition, bombs and rockets for the war. The Nevada Division of Environmental Protection says that the depot employed more than 5,500 people at its peak.Nevada was chosen for the location because of its remoteness in the wake of a devastating explosion at the governments main depot in New Jersey in the 1920s.It opened in September 1930 as the Naval Ammunition Depot Hawthorne and was redesignated Hawthorne Army Ammunition Plant in 1977 when it moved under the control of the Army, according to its website.In 1994, the site ended its production mission and became Hawthorne Army Depot. The site currently serves several purposes for the military, including storing ammunition and explosives and providing what the military calls an ideal training facility for special forces preparing for deployments to similar desert terrain in places like Afghanistan. |

JCSC meeting discusses Army role in polls Posted: RAWALPINDI (Dunya News): The Joint Chiefs of Staff Committee meeting (JCSC) on Tuesday discussed the support of armed forces to the Election Commission of Pakistan (ECP) during the forthcoming general elections.Chairman Joint Chiefs of Staff Committee (CJCSC) General Khalid Shameem Wynne presided over the meeting which was held here at the Joint Staff Headquarters in Rawalpindi.The meeting reviewed issues related to the national security, the regional geo-strategic environment, and the internal security situation along with progress on the agenda points of last session, said a press release issued by the ISPR, the military’s public relations wing.The participants expressed their satisfaction over the standard of preparedness of the armed forces to take on the upcoming challenges.It was reiterated that a comprehensive strategy will be followed by the armed forces to combat terrorist threats being faced by the country.The JCSC is a quarterly moot of senior military leadership to assess and evaluate the operational preparedness of the armed forces.The meeting was attended by Chief of Army Staff, General Ashfaq Parvez Kayani, Chief of Naval Staff, Admiral Muhammad Asif Sandila, Chief of Air Staff, Air Chief Marshal Tahir Rafique Butt, Secretary Defence, Chief of General Staff, Director General Joint Staff, Director General Inter Services Intelligence, Director General Strategic Plans Division and senior military officers from the three services. |
PTI takes forthcoming elections as World Cup: Imran Posted: LAHORE (Dunya News) - Addressing a meeting regarding submission of applications by the would-be PTI candidates to contest the general elections, Pakistan Tehreek-e-Insaf chairman Imran Khan said that the government was violating code of conduct by distributing jobs at the end of its tenure. He said that PTI would move the election commission against this act.Imran said that the PTI takes the forthcoming elections as World Cup and will make all out efforts to win.Meanwhile, in a question and answer session with the newspapers editors in Lahore, Imran Khan said if his party won the elections he would not take oath administered by President Asif Ali Zardari.Responding to a question, he said that sit-ins staged by Tahirul Qadri would be considered as backing the status quo.Imran said that his party would convince Tahirul Qadri to participate in the general elections.Addressing the newly elected office bearer of PTI, Imran Khan announced that the chairman of the party would be elected for two terms and after that another person would replace the position.He said that the success of last year’s tsunami of the PTI was termed as an effort of former ISI chief General (r) Pashaand this time the rulers would also be thinking about blaming another army general for the success of PTI’s public gathering at Minar-e-Pakistan on March 23.PTI workers chanted slogans on this occasion and expressed their confidence in the leadership. |

PPP not sincere in fair polls: Ch Nisar Posted: Lahore (Dunya News):-While addressing a press conference on Tuesday evening in Lahore, he said that PPP leaders are not taking the suggestions put by some other party serious regarding caretaker prime minister.He said that the PPP only believes in ‘give and take policy’ which is diametrically against the national interests.He added that the government has violated the true spirit of the constitution while forming caretaker government in Balochistan, Khyber Pakhtunkhwa and Sindh, adding that PPP is introducing its favorite representatives who can’t make arrangements for transparent elections.He said that the PML-N is in favour of holding general elections both in national and provincial assemblies simultaneously.He said that he has sent four names to the parliamentary committee so that it may be able to select caretaker prime minister. |
3600 crime gangs active in illegal drugs Posted: THE HAGUE, March 19, 2013 (AFP) - An estimated 3,600 organised crime gangs are active in Europe, the continent's policing agency revealed on Tuesday, mainly trading in illegal drugs including supplying some 124 tonnes of cocaine annually.International drug trafficking remains the most active organised crime activity, Europol said in a statement as it released its Serious and Organised Crime Threat Assessment report from its headquarters in The Hague.Around 30 percent, or 1,080, of criminal groups were involved in drug trafficking to the continent, but other crimes linked to the ongoing economic crisis and the Internet were also on the rise, Europol said.Cannabis was the most popular drug in Europe with 23 million users smoking an estimated 1,300 tonnes of cannabis resin and 1,200 tonnes of herbal cannabis every year.Cocaine remained second-most popular, with an estimated four million users consuming 124 tonnes of powder every year, Europol said.The 46-page report -- which Europol said was its most detailed study ever into organised crime -- warned of a new breed of criminal gang on the rise, spurred on by the eurozone crisis and online activity.These groups are no longer defined by their nationality or specialisation in one area of crime but by an ability to operate on an international basis, with a business-like focus on maximising profit and minimising risk, Europol's chief Rob Wainwright said.They are the epitome of our new globalised society, he said.The economic crisis has seen gangs shifting their activities from counterfeiting luxury items to daily consumer goods including food, detergents, cosmetics and pharmaceuticals.It has also given rise to increased human trafficking as growing demand for cheap products and services stimulates the expansion of a shadow economy in which migrant labour is exploited.Wainwright warned that cost-cutting as a result of the cash crunch, especially when it came to law enforcement, will allow organised crime groups to operate more easily and remain undetected for longer.Europol's latest report will be sent to its 27-member states to help it define crime-fighting priorities in the coming four years, the organisation said. |
