| Pakistan team to hold talks with IMF, US officials Posted: ISLAMABAD (AFP) - A high-level Pakistani delegation, headed by Advisor on Finance Dr Shahid Amjad, will travel to Washington today for talks with IMF and US officials on the countrys struggling economy, officials said Monday.Pakistan, heading for a general election on May 11, has seen its foreign exchange reserves dwindle and currency slide and has been expected to seek a fresh bailout package from the IMF.The IMF bailed Pakistan out in November 2008 with an $11.3 billion loan package to stave off a balance of payments crisis, but Pakistan abandoned the deal in 2011, refusing to carry out strict financial reforms.The April 17-22 visit will be led by the prime ministers advisor on finance, Shahid Amjad Chaudhry, who is the de facto finance minister in the caretaker set-up running Pakistan before the election.As a World Bank and IMF member, Pakistans participation is mandatory but the delegation will use the opportunity to discuss the countrys economy with their officials in Washington, a finance ministry spokesman said.We will engage with them and update them on macroeconomic data, he said, though he refused to comment on local media reports saying the team would seek a new IMF package.The team will also meet State Department officials in Washington to discuss payments of the Coalition Support Fund, money paid by the US to compensate Pakistan for its fight against Islamist militants.Islamabad has paid back more than $2 billion in loans to the IMF, but analysts say the repayments strain the rupee and drain reserves, which neither remittances nor Coalition Support Fund payments can make up for.The IMF has urged Pakistan to reduce its large budget deficit to bolster the struggling economy.Pakistans growth remains too weak, underlying inflation is high and the trade balance is heading in the wrong direction, the IMF said in a statement in November. |
| London Marathon to go ahead despite Boston Blasts Posted: LONDON (AFP) - Race organisers said the London Marathon would go ahead on Sunday despite the death of at least two people in explosions near the finish line of the Boston Marathon, but police said they would review security plans.While it has yet to be confirmed that the Boston explosions on Monday were caused by a terror attack, the shocking scenes quickly prompted fears of a similar incident at the London race.We will not be cancelling, what we are doing, we are reviewing, London Marathon Chief Executive Nick Bitel told BBC Radio 5 Live.You look at what has occurred, if there are steps we can take to increase security and all sorts of measures one could deploy.We run through the city, when you have an event of any nature, a marathon, parade, its only as safe as the city itself, if its not held in a stadium you cant do a lockdown like you may do in a building, he added.Thousands of people, including leading international athletes, compete in the London Marathon every year and, with the race just six days away, there was earlier speculation the event could be cancelled on safety grounds.Bitel said he was deeply saddened and shocked by the news.Our immediate thoughts are with the people there and their families, he said in a statement. | Ethiopia's Desisa, Kenya's Jeptoo win in Boston Posted: BOSTON (AP) - Lelisa Desisa of Ethiopia took the title in the 117th edition of the Boston Marathon on Monday, winning a three-way sprint down Boylston Street to finish in 2 hours, 10 minutes, 22 seconds.In just his second race at the 26.2-mile distance, Desisa finished 5 seconds ahead of Kenyas Micah Kogo to earn $150,000 and the traditional olive wreath. Gebregziabher Gebremariam of Ethiopia was another second behind him, in third place, with American Jason Hartmann matching his 2012 finish by coming in fourth.Rita Jeptoo won the womens race earlier for her second Boston victory. Jeptoo, who also won in 2006, finished in 2:26:25 for her first win in a major race since taking two years off after having a baby.After a series of close finishes in the womens race five consecutive years with 3 or fewer seconds separating the top two Jeptoo had a relatively comfortable 33-second lead over Meseret Hailu of Ethiopia, with defending champion Sharon Cherop of Kenya another 3 seconds back. American Shalane Flanagan, of nearby Marblehead, was fourth in the womens division.This year it was the mens race with the sprint to the finish.Desisa was among a group of nine men all from Kenya or Ethiopia who broke away from the pack in the first half of the race. There were three remaining when they came out of Kenmore Square with a mile to go.But Desisa quickly pulled away and widened his distance in the sprint to the tape.He is the fourth Ethiopian to win the mens race and the 24th East African to win in the past 26 years. Jeptoo is the third straight Kenyan woman to win and the 15th East African winner in the last 17 years on the womens side. |
| Car blast hits Bahrain ahead of F1: police Posted: DUBAI (AFP) - A Bahraini youth opposition group on Monday said it blew up a car in Manama overnight in an incident the authorities blamed on a terrorist group just days ahead of the countrys Formula One Grand Prix.There were no casualties in the blast and no damage other than to the car, police said in a statement.A terrorist group used a gas cylinder to burn a car in Manama at night on Sunday causing an explosion, the statement said.The radical youth movement February 14 claimed responsibility in a statement on its Twitter account, saying the aim was to disrupt activity in Manamas financial centre in opposition to holding the Formula One race next Sunday.Security services are investigating the attack aimed at attracting the attention of the media before the controversial race, official BNA news agency quoted a government official as saying.Police and protesters chanting No, no to F1 clashed in Shiite villages around Manama late on Monday, witnesses said.Roads were blocked by burning tyres and police fired tear gas and sound bombs at demonstrators.The blast came as police also fired tear gas and sound bombs to disperse protesters in several Shiite villages. | N Korea vows to attack on South over anti-North activities Posted: SEOUL (AFP) - North Koreas military Tuesday issued an ultimatum saying it would attack without warning if anti-North Korean activities continued in the South.The warning came after protestors in Seoul on Monday burned portraits of North Koreas founder Kim Il-Sung, his son Kim Jong-Il and grandson and current leader Kim Jong-Un.The act coincided with national celebrations in North Korea for the 101st anniversary of the birth of Kim Il-Sung, a day it reveres as The Day of the Sun.All the service personnel and people of the DPRK (North Korea) are simmering with towering resentment at this monstrous criminal act, the armys supreme command said in a release carried on the official Korean Central News Agency.In an ultimatum to the South, it warned: Our retaliatory action will start without any notice from now as such a thrice-cursed criminal act of hurting the dignity of the supreme leadership of the DPRK is being openly committed in the heart of Seoul under the patronage of the puppet authorities.It added that the armed forces will start immediately their just military actions to show how the service personnel and people of the DPRK value and protect the dignity of the supreme leadership.The military demonstration of the DPRKs revolutionary armed forces will be powerful sledge-hammer blows at all hostile forces hurting the dignity of the supreme leadership of the DPRK.The threat came as North Korea was expected to carry out a missile launch to mark Mondays anniversary of its founders birth.The Korean peninsula has been in a state of heightened military tension since the North carried out its third nuclear test in February.Incensed by fresh UN sanctions and joint South Korea-US military exercises, Pyongyang has spent weeks issuing blistering threats of missile strikes and nuclear war.In an attempt to defuse tensions, South Koreas new president, Park Geun-Hye, in recent days has signalled the need to open a dialogue and listen to what North Korea thinks.But the North has rejected her proposals as a crafty trick to conceal Seouls aggressive intentions.North Koreas army supreme command Tuesday said that if South Korea really wanted dialogue and negotiations, they should apologise for all anti-DPRK hostile acts, big and small.The North has a habit of linking high-profile military tests with key dates, and expectations had been high of a mid-range missile test to coincide with Mondays celebrations marking the birth of Kim Il-Sung.But unlike the centennial birth anniversary last year, there was no muscular military parade through the centre of Pyongyang and officials in Seoul said the missile watch could drag on for days. |
| Afghan commandos kill 22 insurgents Posted: KABUL (AP) - Afghan commandos killed 22 insurgents on Monday during an operation to capture a Taliban commander in eastern Afghanistan, police and the U.S. military said.The raid was carried out in the Bati Kot district of Nangarhar when a team of commandos raided a village looking for the Taliban leader, the U.S.-led Combined Joint Special Operations Task Force said in an announcement.During the raid, insurgents opened fire on the soldiers and 22 of the Taliban were killed, the task forces said.Masoum Khan Hashimi, the deputy police chief of Nangarhar province, said there were no casualties among the security forces or civilians. He said the Taliban commander, Jamal Faroqi, was killed in the pre-dawn raid and 10 insurgents were captured.In another operation, NATO said a team of Afghan and coalition special forces captured a senior leader of the Pakistan-based Lashkar-e-Taiba. The group, which is banned in Pakistan, is blamed for the November 2008 rampage in Mumbai, India, that killed 166 people. It said he was captured in the Anadar district of eastern Ghazni province a lawless area that is a major infiltration point for insurgents travelling into Afghanistan from Pakistan.The leader is alleged to have planned and participated in multiple attacks against Afghan and coalition forces throughout Kunar, Kandahar and Ghazni provinces. He is known to have links to multiple foreign fighters, and was actively planning a high-profile attack at the time of his arrest, NATO said in an announcement. It did not provide further details.There have been increasing reports that insurgents from Pakistan, including members of the Pakistani Taliban, have joined Afghan insurgents in the fight against government and foreign forces. Many Afghan Taliban take sanctuary in Pakistans lawless tribal areas over the harsh winter months and come across the frontier during the spring thaw. Violence has increased in recent weeks as more and more Taliban join the fighting.Relations between Afghanistan and Pakistan have deteriorated in recent months, with Afghanistan accusing Pakistan of trying to torpedo efforts to begin peace talks with the Taliban. Both countries have also accused each other of supporting insurgents fighting on their respective territories.In the most recent exchange President Hamid Karzai charged late Sunday that Pakistan was setting up a border gate in eastern Afghanistan without asking Kabul. He ordered his ministries of foreign affairs, defense and interior to remove the gate and all installations around it. It was unclear how they would do that as Pakistan claims the facility is inside its border.Defense Ministry spokesman Gen. Mohammad Zahir Azimi also said Afghanistan was investigating the participation of Pakistani Taliban in an attack last week that killed 13 Afghan soldiers at a small base in eastern Kunar province.In other violence, Afghan officials said a roadside bomb killed at least seven members of a family travelling in a trailer towed by a tractor in southern Afghanistan. |
| Maduro certified as election winner amid protests Posted: CARACAS (AP) - Venezuelas government-friendly electoral council quickly certified the razor-thin presidential victory of Hugo Chavez hand-picked successor Monday, apparently ignoring opposition demands for a recount as anti-government protests broke out in the bitterly polarized nation.People stood on their balconies in Caracas apartment buildings banging pots and pans in protest as the electoral councils president proclaimed Nicolas Maduro president for the next six years.Across town, thousands of students clashed with National Guard troops in riot gear who fired tear gas and plastic bullets to turn the protesters back from marching on the city center. Students threw stones and pieces of concrete.The city was otherwise peaceful, although protests were reported in provincial cities. There were no immediate reports of injuries.Maduro was elected Sunday by a margin of 50.7 percent to 49.1 percent over challenger Henrique Capriles a difference of just 235,000 votes out of 14.8 million cast, according to the official count.Sworn in as acting president after Chavezs March 5 death from cancer, Maduro squandered a double-digit advantage in opinion polls in two weeks as Capriles highlighted what he called the ruling Chavistas abysmal management of the oil-rich countrys economy and infrastructure. He pointed to food and medicine shortages, chronic power outages and rampant crime.By contrast, Chavez had defeated Capriles by a nearly 11-point margin in October.Until every vote is counted, Venezuela has an illegitimate president and we denounce that to the world, Capriles tweeted Monday.One of the five members of the National Electoral Council, independent Vicente Diaz, also backed a full recount, as did the United States and the Organization of American States.But the electoral council president, Tibisay Lucena, said in announcing the outcome Sunday that it was irreversible. | Wave of Iraq attacks kills 50 ahead of polls Posted: BAGHDAD (AFP) - Dozens of attacks across Iraq, including a brazen car bombing on the way to Baghdad airport, killed 50 people on Monday, just days before the countrys first elections since US troops withdrew.The violence, which mostly struck during morning rush hour amid tightened security ahead of the polls, also wounded nearly 300 people and raises further questions about the credibility of the April 20 vote, seen as a key test of Iraqs stability and its security forces capabilities.A total of 14 election hopefuls have already been murdered and just 12 of the countrys 18 provinces will be taking part in the vote.Officials said more than 30 bombings and a shooting hit 12 different areas of Iraq, leaving 50 people dead and making Monday the countrys deadliest day since March 19.No group immediately claimed responsibility for the attacks, but Sunni militants linked to Al-Qaeda frequently attack both government targets and civilians in a bid to destabilise the country, and they have reportedly sought to intimidate candidates and election officials ahead of polling.The deadliest attacks were in Baghdad, where eight bombings struck in seven neighbourhoods across the capital despite tougher checkpoint searches and heightened security.Among them was a car bomb in a parking area used by vehicles making their way to Baghdads heavily-guarded airport, a rare bombing on the road famously known as Route Irish.The airport road was once referred to by American forces as RPG alley for the high numbers of attacks there, but it has since become far more secure.There were several people, buses and private cars in the parking area when the explosion went off, said a man who gave his name as Abu Ali, at the site of the blast.It happened all of a sudden, and several people were killed and wounded. Some of the buses went straight to the airport to avoid more attacks.In all, 30 people were killed and 92 wounded in the capital, officials said.AFP journalists in Baghdad reported that sites of attacks were cordoned off by security forces who barred journalists from filming or taking photos of the aftermath of the bombings.In Tuz Khurmatu, 175 kilometres (110 miles) north of Baghdad, six people were killed and 67 wounded by three near-simultaneous car bombs, and in Kirkuk, five people were killed and 44 wounded by six more car bombs.Attacks elsewhere killed nine people and wounded 92 others.Kirkuk and Tuz Khurmatu lie at the centre of a tract of disputed territory that stretches from Iraqs eastern border with Iran to its western frontier with Syria.The swathe of land is claimed by both the mostly Arab government in Baghdad and the three-province autonomous Kurdistan region of north Iraq.The dispute is often cited by officials and diplomats as the greatest long-term threat to Iraqs stability.Soldiers and policemen cast their ballots for the provincial elections on Saturday, a week ahead of the main vote, the countrys first since March 2010 parliamentary polls.It is also the first election since US troops withdrew from Iraq in December 2011. |
| Obama: 'We will find out who did this' Posted: WASHINGTON (AP) - President Barack Obama, responding to the explosions at the Boston Marathon, says the United States does not know who did this or why but vowed that whoever is responsible will feel the full weight of justice.He said: We will find out who did this and we will hold them accountable.Obama made his remarks Monday evening from the White House about three hours after two explosions detonated near the marathons finish line. At least two people were killed and 50 injured in the blasts.Obama has been in touch with federal law enforcement and Massachusetts officials in the aftermath of the explosions.The Secret Service reacted cautiously to the blasts, expanding the security perimeter around the White House.Meanwhile, a law enforcement official says cellphone service has been shut down in the Boston area to prevent any potential remote detonations of explosives.Authorities have not identified what caused the explosives that erupted at the finish line of the Boston Marathon. The official was speaking on condition of anonymity because the investigation was ongoing.The explosions have killed two people and injured at least 23 others.On the other hand, police in Los Angeles, New York City and London are stepping up security following explosions at the Boston Marathon.Los Angeles County Sheriffs spokesman Steve Whitmore says the department has opened an emergency operations center, increased patrols for transit and other critical areas including the Los Angeles Dodgers baseball game Monday nightChief NYPD spokesman Paul Browne said critical response teams are deployed around the city until more about the explosion is learned. | Elephant overturns Chinese tourists' car Posted: JOHANNESBURG (AFP) - A Chinese couple were injured Monday when an elephant overturned their car inside South Africa's Kruger National Park, an official said.It is not yet clear why the elephant turned aggressive, said spokesman William Mabasa, adding that the male driver was airlifted to hospital.Mabasa urged visitors to the park to be on the lookout for huge animals and try not to get too close whenever they see one approaching on the road.Wild animals in the two million hectare park sometimes attack people, but no fatalities have been reported in recent years.In November last year, a German tourist who was among a group of travellers was badly injured when a white rhino charged at her while taking a guided walk inside the world-famous park.Rangers had to fire shots to scare the beast.Earlier this year a local woman was gored by a rhino while she and her partner posed for photographs with the endangered animal, after getting out of their vehicle. |
| Oil drops to 4-month low as China growth slows Posted: NEW YORK (AP) - The price of oil sank nearly 3 percent as a slowdown in China's growth added to doubts about the strength of the world economy and global demand for crude. It fell further after the close of trading when a bombing at the finish line of the Boston Marathon killed two people.The Chinese government on Monday said growth in the world's second-largest economy slowed to 7.7 percent in the first quarter from 7.9 percent in the final quarter of last year. Growth was expected to accelerate slightly after several quarters of decline.That slowdown, combined with weak economic reports from the U.S. and Europe's malaise, suggests that demand for crude and refined fuels won't be strong enough to absorb the ample supplies on the world market.West Texas Intermediate, the benchmark crude in the U.S., dropped $2.58, or 2.8 percent, to finish at $88.71 a barrel on the New York Mercantile Exchange. Earlier in the session, it hit $87.86. Crude hasn't been that low since December, and it's dropped more than 8 percent in the past two weeks.Brent crude, which is used to price oil used by many U.S. refiners to make gasoline, fell $2.41 to end at $100.63 a barrel on the ICE Futures exchange in London. It briefly fell below $100 for the first time in nine months.Just as regular trading closed, two bombs exploded at the Boston Marathon finish line. Two were killed and dozens injured. Three hours after the bombing, President Barack Obama said the government was still not sure who was responsible.By 6 p.m. EDT, WTI had dropped 1.4 percent to $87.48 while Brent was down 1.3 percent to $99.31 in electronic trading.U.S. gasoline prices were lower Monday. | Dollar gains on economic unease Posted: NEW YORK (AFP) - The dollar headed higher against the euro Monday amid a flight to safety after China's weak growth report and a plunge in the gold price, while the yen rose after a US warning against possible Japanese competitive devaluation.The euro traded at $1.3048 at 2245 GMT, down from $1.3106 late Friday.The dollar was also stronger against the British pound and the Swiss franc.But the dollar fell to 96.56 yen, down from 98.35 the previous session. The euro traded at 125.98 yen compared with 128.91.Currency markets were roiled anew by Monday's surprisingly weak economic data out of China. Growth in China slowed to 7.7 percent in the first quarter, well below the 8.0 median forecasts of analysts and below the 7.9 percent seen in the previous quarter.The weak China figures came on the heels of poor US retail sales and jobs data in recent weeks. The US dollar often gains during times of economic uncertainty as investors flee to safe assets.Between this morning's softer US economic reports, last night's weaker Chinese data and this month's disappointing US retail sales and jobs numbers, there are definite signs that the global recovery is losing momentum, said Kathy Lien of BK Asset Management. The US dollar traded higher against all of the major currencies today except for the Japanese yen, Lien added.The yen continued to gain ground after the US Treasury Department said Friday it was monitoring Tokyo's policies and urged it to avoid a competitive devaluation of its currency.It is clear that the US Treasury wanted to send a statement on the yen, observed Nomura Foreign Exchange.That said, the statement itself is not dramatic, and is subordinated to the much stronger China comments.That was a reference to the Treasury's statement in its semi-annual forex report that the yuan remained significantly undervalued.A plunge in the gold price, leading a general commodities rout, also fed the forex trade.Gold for April delivery sank 9.4 percent at $1,360.60 an ounce on the New York Mercantile Exchange.Lien attributed the historic drop in the price of gold to the growing impatience of investors who expected inflation to be a bigger issue.With returns in equities becoming more attractive, a larger subset of investors are giving up on their losing inflation hedge and going on the hunt for yield, Lien wrote.The British pound traded at $1.5293, down from $1.5335 late Friday.The dollar traded at 0.9306 Swiss francs, up from 0.9273 francs the previous session. |
