6.8-magnitude quake rocks Papua New Guinea Posted: SYDNEY (AFP) - A strong 6.8-magnitude earthquake rocked Papua New Guinea's north Wednesday as seismologists warned there could be considerable damage in Aitape, where a giant tsunami in 1998 killed more than 2,000 people. The quake, at a depth of just 13 kilometres (eight miles), hit 22km east of the town of Aitape on the Pacific nation's north coast, which has a population of around 8,000, at 08:55 am (2255 GMT Tuesday), the US Geological Survey said. No destructive tsunami warning was issued by the Pacific Tsunami Warning Center but it cautioned that earthquakes of this size could sometimes generate local tsunami waves within 100 kilometres of the epicentre.Authorities in the region should be aware of this possibility and take appropriate action, it said.A giant tsunami in 1998 killed more than 2,000 people near Aitape following an earthquake off the coast, with waves measured at up to 10 metres. In that disaster, churches, schools and other buildings were swept away.Geoscience Australia measured the quake at a depth of 20 kilometres and 30 kilometres from Aitape and said around 60,000 people would be in the exposure zone. This would include outlying local villages, seismologist Steve Tatham told AFP.At this stage we have heard nothing about the effect but it is quite large and there would have been a high level of shaking. There is the possibility of considerable damage. It certainly could bring buildings down. The PNG Natural Disaster Center said it was still working on gathering feedback and had no concrete information so far. Police, ambulance and church officials in Aitape could not be reached by AFP.Personnel at Wewak Hospital, about 150 kilometres from the coastal epicentre, said they felt the tremor but there was no damage to the building or any immediate reports of damage from the town of Wewak.Hospital spokesman Morris Iuandu said there had been no news yet from Aitape and no casualties had presented to the emergency department in Wewak at this early stage. It was a strong one. This is a solid building -- not iron but solid -- and it was shaking, Iuandu told AFP. He estimated that the swaying had lasted at least three minutes.Quakes of such magnitude are common in impoverished PNG, which sits on the so-called Pacific Ring of Fire, a hotspot for seismic activity due to friction between tectonic plates.A 6.6-magnitude quake struck the country's Bougainville Island on Sunday, but there were no reports of damage or injuries.
17 killed in Ghana mine collapse: official Posted: ACCRA: A gold mine collapse in central Ghana has killed 17 people who were working illegally and had been told to leave by the operator, police and an official told AFP on Tuesday. The operator had completed its work at the mine near the town of Kyekyewere and returned only to shut down the operation and carry out reclamation work, said the area police commander William Otu.They found several people from the local community mining illegally, who refused when asked to leave. Not long after, “the operator got information that the mine caved in and covered the people,” the police commander said. “The number of those trapped were 22,” said local government official Peter Owusu-Ashia.Sixteen bodies were found dead at the scene, while six others were rushed to the hospital for treatment. “One later died” said Owusu-Ashia, putting the toll at 17. “We have stopped rescue operations for now.” He explained that the illegal miners were working with tools that they found discarded at the site. The west African nation of about 25 million people is one of the world’s top gold exporters. The country has been hit by similar disasters in the past, including a 2010 incident that killed 32 people in the south of the country.Heavy rains had poured into the clandestine mine causing it to cave in. The previous year 18 people, including 14 women, were killed in one of Ghana’s worst mining disasters. A similar number died in another cave-in in April 2007 at a mine west of the capital Accra. Many of the country’s illegal gold-mining pits are exploited by so-called “galamsey” — often farmers evicted to make way for large-scale mining operations or former miners who lost their jobs to machinery.Ghana’s heavy reliance on gold production is expected to decline in the coming years as output from the nascent offshore oil industry ramps up. The nation is also a major exporter of cocoa.According to the independent Joy FM, Central Regional Minister Samuel Sarpong has vowed to clamp down on illegal mining following the latest accident.“They know what they are doing is wrong, and nobody supervises them and for that matter, they do it haphazardly, and then get away with it,” the radio station quoted him as saying. “We will make sure that we disband illegal mining in the Central region,”he said.Ghana’s economy was once in a shambles, but the country has made considerable advances since military rule ended in 1992.Ghanaians have since voted in six presidential elections and its economy has been among the world’s top growers in recent years. It saw roughly 14 per cent growth in 2011, thanks largely to the launch of significant oil production, while 2012 saw roughly eight per cent growth.
After delay, FIFA to intensify stadium monitoring Posted: SAO PAULO (AP) - FIFA says it will intensify the monitoring of the stadiums being prepared for the upcoming Confederations Cup after local organizers delayed the finish date of the venue hosting the opening match in Brasilia.FIFA says the daily and on-site monitoring of the stadium construction works at the six Confederations Cup venues will be intensified.Football's governing body met with Brasilia authorities and the local 2014 World Cup organizing committee in the nation's capital Tuesday and said it will return for a new inspection visit at the Estadio Nacional in two weeks.Brasilia officials guaranteed they will have the stadium ready for the test events needed ahead of the warm-up tournament that begins June 15.The stadium's delivery date changed from Sunday to May 18 because of problems with the pitch.
Marathon explosives made from pressure cookers Posted: BOSTON (AP) - The explosives that killed three and wounded more than 170 at the Boston Marathon were made of pressure cookers packed with metal and ball bearings, a person briefed on the investigation said Tuesday.President Barack Obama said it was unclear whether the bombings were carried out by an international organization, domestic group or a malevolent individual.Obama, speaking to reporters at the White House, said authorities still dont know who is responsible and officials said no one had claimed responsibility. He called the bombing a heinous and cowardly act used to target innocent civilians.Homeland Security Secretary Janet Napolitano said there is no evidence that the bombings at the Boston Marathon are part of a wider plot. The chief FBI agent in Boston vowed we will go to the ends of the Earth to find whoever carried out the deadly attack on one of the citys most famous civic holidays, Patriots Day.A person briefed on the attack, which left the streets splattered with blood and glass, said the explosives were in 6-liter pressure cookers and placed in black duffel bags that were placed on the ground. The person said the duffel bags contained shards of metal, nails and ball bearings. The person spoke on the condition of anonymity because the investigation was ongoing. These types of pressure cooker explosives have been used in Afghanistan, India, Nepal and Pakistan, according to a July 2010 joint FBI and Homeland Security intelligence report. One of the three devices used in the May 2010 Times Square attempted bombing was a pressure cooker, the intelligence report said.Placed carefully, such devices provide little or no indication of an impending attack, the report said. The Pakistani Taliban, which claimed responsibility for the 2010 attempt in Times Square, has denied any role in the Boston Marathon attack.Richard DesLauriers, FBI agent in charge in Boston, said earlier that investigators had received voluminous tips and were interviewing witnesses and were analyzing the crime scene.A European security official said Tuesday initial evidence indicates that the attacks were not the work of suicide bombers. So far, investigators believe it was not the work of suicide bombers, but it is still too early to rule it out completely, said the official, who spoke from the United States on condition of anonymity because he was not authorized to speak about the U.S. investigation. The Pakistani Taliban, which has threatened attacks in the United States because of its support for the Pakistani government, on Tuesday denied any role in the marathon bombings. The fiery explosions took place about 10 seconds and about 100 yards (90 meters) apart, knocking spectators and at least one runner off their feet, shattering windows and sending dense plumes of smoke rising over the street and through the fluttering national flags lining the route.Blood stained the pavement, and huge shards were missing from window panes as high as three stories. Victims suffered broken bones, shrapnel wounds and ruptured eardrums.Defense Secretary Chuck Hagel called the bombing a cruel act of terror. He said that any event with explosive devices is clearly an act of terror and he promised that a thorough investigation will determine whether the perpetrators were foreign or domestic. The Pentagon chief vowed that those responsible will be brought to justice.Massachusetts Gov. Deval Patrick said Tuesday no unexploded bombs were found at the marathon site. He said the only explosives were the ones that went off Monday.Boston police and firefighter unions announced a $50,000 reward for information leading to arrests in the bombing.Roupen Bastajian, a state trooper from Smithfield, Rhode Island, had just finished the race when he heard the explosions.I started running toward the blast. And there were people all over the floor, he said. We started grabbing tourniquets and started tying legs. A lot of people amputated. At Massachusetts General Hospital, Alasdair Conn, chief of emergency services, said: This is something Ive never seen in my 25 years here ... this amount of carnage in the civilian population. This is what we expect from war.WBZ-TV reported late Monday that law enforcement officers were searching an apartment in the Boston suburb of Revere. Massachusetts State Police confirmed that a search warrant related to the investigation into the explosions was served Monday night in Revere, but provided no further details. Some investigators were seen leaving the Revere house early Tuesday carrying brown paper bags, plastic trash bags and a duffel bag.But Dr. Stephen Epstein of the emergency medicine department at Beth Israel Deaconess Medical Center, said he saw an X-ray of one victims leg that had what appears to be small, uniform, round objects throughout it, similar in the appearance to BBs. He said it remained to be determined what exactly the objects were.Other doctors said they removed a host of sharp objects from the victims, including nails that were sticking out of one little girls body.Police said three people were killed. Eight-year-old Martin Richard was among the dead, according to a person who talked to a friend of the family and spoke on condition of anonymity. The person said the boys mother and sister were also injured. On Tuesday, police identified the second victim as Krystle Campbell, a 29-year-old restaurant manager. The third victim remained unidentified.Police commissioner Ed Davis said 176 victims were brought to hospitals around Boston, and 17 were in critical condition. At least eight children were being treated at hospitals.Tim Davey of Richmond, Virginia, was with his wife, Lisa, and children near a medical tent that had been set up to care for fatigued runners when the injured began arriving. They just started bringing people in with no limbs, he said. Most everybody was conscious, Lisa Davey said. They were very dazed. The Boston Marathon is one of the worlds oldest and most prestigious races and about 23,000 runners participated. The race honored the victims of the Newtown, Connecticut, shooting with a special mile marker in Mondays race.Boston Athletic Association president Joanne Flaminio previously said there was special significance to the fact that the race is 26.2 miles long and 26 people died at Sandy Hook Elementary School. One of the citys biggest annual events, the race winds up near Copley Square, not far from the landmark Prudential Center and the Boston Public Library. It is held on Patriots Day, which commemorates the first battles of the American Revolution, at Concord and Lexington in 1775.Boston Police Commissioner Edward Davis asked people to stay indoors or go back to their hotel rooms and avoid crowds as bomb squads methodically checked parcels and bags left along the race route. He said investigators didnt know whether the bombs were hidden in mailboxes or trash cans.He said authorities had received no specific intelligence that anything was going to happen at the race. The Federal Aviation Administration barred low-flying aircraft within 3.5 miles (5.6 kilometers) of the site.We still dont know who did this or why, Obama said at the White House, adding, Make no mistake: We will get to the bottom of this. With scant official information to guide them, members of Congress said there was little or no doubt it was an act of terrorism. We just dont know whether its foreign or domestic, said Republican Rep. Michael McCaul, chairman of the House Committee on Homeland Security.A few miles away from the finish line and around the same time, a fire broke out at the John F. Kennedy Library. The police commissioner said that it may have been caused by an incendiary device but that it was not clear whether it was related to the bombings. The first explosion occurred on the north side of Boylston Street, just before the finish line, and some people initially thought it was a celebratory cannon blast. When the second bomb went off, spectators cheers turned to screams. As sirens blared, emergency workers and National Guardsmen who had been assigned to the race for crowd control began climbing over and tearing down temporary fences to get to the blast site. The bombings occurred about four hours into the race and two hours after the mens winner crossed the finish line. By that point, more than 17,000 of the athletes had finished the marathon, but thousands more were still running. The attack may have been timed for maximum carnage: The four-hour mark is typically a crowded time near the finish line because of the slow-but-steady recreational runners completing the race and because of all the friends and relatives clustered around to cheer them on.Runners in the medical tent for treatment of dehydration or other race-related ills were pushed out to make room for victims of the bombing.
Greece sticks with austerity, seeks debt relief Posted: ATHENS, Greece (AP) - Greece promised Tuesday to stick with tough austerity measures, holding out hope for a debt relief deal with emergency creditors, but the country's prime minister conceded that the tax collection system was in need of major reform after it had essentially collapsed. No, we have not overcome the crisis yet, but light is beginning to appear at the end of the tunnel, Prime Minister Antonis Samaras told a business conference late Tuesday. No one is betting on a Greek exit from the euro anymore. He spoke the day after Greece struck a deal with rescue creditors expected to secure it €8.8 billion ($11.55 billion) in further loan payouts. The agreement followed weeks of tough negotiations and will include a taboo-breaking 15,000 layoffs in the public sector.Greece, which is in its sixth year of recession, is struggling to achieve a primary budget surplus, which excludes the cost of servicing the huge public debt in 2013, with hopes of winning further debt relief from its creditors.Samaras also promised to bring down taxes after balancing the budget, but acknowledged difficulties in repairing the government revenue mechanism, which had failed to hold large numbers of Greeks accountable for paying their taxes. It is necessary to change our tax system because it had essentially collapsed in a frenzy of unprecedented tax evasion, he said.Greece has been locked out of international bond markets since its economy imploded in 2010, and many feared the country would have to leave the group of countries that use the euro currency. The Greek economy has since been kept afloat by rescue loans from European partners and the International Monetary Fund, in exchange for harsh austerity measures that have fed the recession. We still face a hard road ahead, until Greece can access markets again, Finance Minister Yannis Stournaras said earlier Tuesday. But we have covered at least two-thirds of the way, as far as fiscal adjustment goes, and three quarters of the way on competitiveness. The deeply resented austerity measures included slashing incomes, hiking taxes and overhauling an inflated, largely inefficient public sector. The cuts sent unemployment to a record 27 percent, with almost 1,000 jobs have been lost every day over the past three years in the private sector.Opposition leader Alexis Tsipras said the measures have left social wreckage in their wake, and urged action to revive the economy.Every year, recovery is delayed until the following year, said Tsipras, who leads the left-wing Syriza, urging a major change in policy to swap austerity measures with economic stimulus programs that involve spending money, the same way a heart attack patient needs an electric shock.Samaras formed a coalition government after elections last June and his conservative New Democracy party currently has a slim lead over Syriza in opinion polls.
IMF cuts forecast for global growth Posted: DIALING BACK (AP) - The International Monetary Fund has lowered its outlook for the world economy this year, predicting that government spending cuts will slow U.S. growth and keep the euro currency alliance in recession. The global lending organization cut its forecast for global growth to 3.3 percent this year, down from its forecast in January of 3.5 percent. It expects U.S. economic growth of 1.9 percent this year, down from its January estimate of 2.1 percent. It expects that the 17-country eurozone will shrink 0.3 percent in 2013.The IMF expects China's economy to expand 8 percent this year, down from its previous forecast for 8.1 percent growth. India is projected to expand 5.7 percent this year, down from the IMF's previous forecast of 5.9 percent growth.

Bahrain GP to be held amid rights concerns Posted: SAKHIR, Bahrain (AP) - Formula One returns this week to Bahrain, casting the spotlight on a series that has defied criticism to race on while a bloody, political crisis has engulfed one of the West's most important allies in the region. The Bahrain Grand Prix has drawn less attention than a year ago when F1 boss Bernie Ecclestone at the last minute decided to go ahead with the race despite calls by some rights groups for a boycott. But criticism has intensified in the past week, after explosions sparked security concerns and a Human Rights Watch last week alleged that authorities rounded up activists living around the track in a bid to silence dissent ahead of Sunday's race.Amnesty International also criticized a decree that imposes penalties of up five years in prison for insulting the Gulf state's king or its national symbols, while a group of British parliamentarians sent a letter to Ecclestone calling for the race to be cancelled.I think most democratic-minded people would be appalled if you allowed the Bahrain leg of the Formula One championship to go ahead amid the most atrocious human rights violations, the All Party Parliamentary Group for Democracy in Bahrain said in the letter.Organizers understandably would like the focus to be on the track, where another wide-open season is unfolding after Ferrari's Fernando Alonso won the Chinese Grand Prix to become the third winner in as many GPs.Much of the racing focus will be on Alonso, who ended a 12-race drought in Shanghai last weekend and is aiming to offer further proof in Bahrain that the Ferrari can compete this year with three-time defending champion Sebastian Vettel.Ecclestone, as he has done in years past, has insisted that the circuit is safe and that the race would go on.Speaking in China, Ecclestone told reporters he had sympathy for both sides and was hopeful the race would go off peacefully. If we hear about anything that goes on and it's bad, for sure we don't want to be in that country, Ecclestone said. Don't forget when we had apartheid in South Africa, I was the one who pulled the race, so I'm the last guy to help out with this.Organizers have tried to play down the unrest, insisting ticket sales are up 20 percent from last year and emphasizing how the race could help unify the country and bring in much-needed tourist revenue with some $220 million generated from the race.Motor racing in Bahrain is a sport which has had support from all parts of Bahrain society for many years, said the circuit chief executive Sheik Salman bin Isa Al-Khalifa, noting that 77 percent of people in a survey supported the race.It remains to be seen how many fans will come to Bahrain amid tight security and expectations of daily clashes between Sunni-led authorities and majority Shiites seeking a greater political voice.Bahrain authorities this week said they would step up security following a gas cylinder blast that set a car ablaze in the financial district. The attacks caused no injuries and limited damage, but sent a message that anti-government militants could step up violence before Sunday's race.Security forces early Tuesday fired tear gas into a high school to break up a protest of students demonstrating against the detention of a classmate overnight. The increased security was on display Tuesday, with armored vehicles and checkpoints dotting Manama and helicopters flying overhead. There was also increased police on the highway leading to the Bahrain International Circuit to prevent protesters from blocking roads with burning tires. The race last year went off incident free. But it was overshadowed by the huge anti-government protests and a firebomb that briefly delayed a Force India car and prompted the team to pull out of the second practice.Much the same as 2012, the teams have mostly dodged the question of racing in Bahrain. However, Franz Tost, team principal of Toro Rosso, endorsed the race going ahead.I don't see any problems going to Bahrain, Tost said. I'm looking forward to going there. Formula One is entertainment. We should not be involved in politics. We should go there, do our race. But 1996 world champion Damon Hill has demanded that FIA president Jean Todt take an ethical stance on Bahrain hosting the race. He's not said anything that has distanced the sport from things that it would find distasteful and upsetting, which I believe everybody in the sport would actually like to do, Hill told British reporters in Shanghai last week.I think the vast majority of the people in Formula One would like to say 'We don't want to come here to make things worse for people,' he said. 'We would like you to enjoy Formula One, we think Formula One has lots of positive things to offer, but please don't, on our behalf, round up people and brutalize them.'The competing messages over F1 were on full display this week in the Bahrain capital Manama, where huge signs promoting the race contrasted with the tear gas and angry, anti-government chants echoing through some Shiite-majority villages.Carrying portraits of some of those killed in the nearly three-year uprising and signs calling for a boycott of F1, protesters on Monday warned those attending the race will effectively have blood on their hands. Our message to the world is to say you are racing on our blood, said Sadiq Yousef, a 44-year-old protester. Before, I was not protesting. But after my wife and daughter were attacked, I realized the regime was starting to treat us like slaves. Most protesters seemed to be resigned to the fact the race would go on but were hopeful that it will shed light and revive interest in a conflict that has largely been overshadowed by the civil war in Syria and post-revolution unrest in Egypt. We are demanding democracy. It is our right, said Hussain al-Ghanmi, another protester. We will keep marching in the streets until our voices are heard around the world. I think the international community will support our demands because we are demanding our rights.
Sanctions on Iran may not be enough: Netanyahu Posted: JERUSALEM (AFP) - Israeli Prime Minister Benjamin Netanyahu warned on Tuesday that tough sanctions currently imposed on Iran might not be enough to prevent Tehran from obtaining a military nuclear capability. We need to stop Iran from acquiring nuclear weapons, he told foreign diplomats attending a reception at the presidential residence in Jerusalem, marking the 65th anniversary of the Jewish state's foundation. We've seen the consequences of a rogue regime having atomic weapons, he said in reference to North Korea. Tough sanctions and talk don't always do the job.Israel believes the Islamic republic, which has issued many bellicose statements about the Jewish state, is working to achieve a military nuclear capability and has not ruled out a military strike to prevent this happening.Last month Iran's supreme leader Ayatollah Ali Khamenei said his country would annihilate the cities of Tel Aviv and Haifa if it comes under attack by Israel.Iran denies it is developing an atomic bomb and says it needs its nuclear programme of uranium enrichment for peaceful medical and energy purposes.Israel is widely believed to be the Middle East's sole nuclear-armed state, albeit undeclared. At the Tuesday night reception, new Defence Minister Moshe Yaalon echoed Netanyahu's sentiments. He called Iran's nuclear programme the most significant threat to the world, the progress of which was proof Tehran wasn't impressed by the steps taken so far. The Western states must understand that only assertive action will curb the threat. Only forcing the Iranian regime to choose between a bomb or survival will bring Iran to halt the project. To Yaalon, while it is not the Jewish state that should spearhead efforts to prevent Iran from obtaining nuclear arms, it is Israel that could be a first target of Tehran's possible aggression.Israel should not lead the campaign against Iran, since it is 'only' the Little Satan, Yaalon said, using the term coined by Ayatollah Khomeini. The Great Satan is America, or the Western world led by the US. But it is clear to us that the first target of the Ayatollah regime could be Israel, he said. The world should lead the campaign against Iran, but Israel must prepare for the possibility that it will have to defend itself on its own, Yaalon said.Earlier on Tuesday, Israel's chief of staff, Lieutenant General Benny Gantz, said the country's military was capable of attacking Iran on its own without foreign support.Asked in an interview on public radio if the military could wage attacks on Iran alone -- without the support of countries such as the United States -- Gantz replied: Yes, absolutely. We have our plans and forecasts... If the time comes we'll decide on whether to take military action, he said.Gantz's comments echoed statements earlier this month by Netanyahu, who said Israel would at no stage... abandon our fate into the hands of other countries, even our best friends. In a separate interview on Tuesday, Gantz said the possibility of an Israeli strike on Iran was not imminent, and that sanctions imposed by the international community should be given priority to halt Tehran's nuclear drive.Iran has the means to obtain nuclear capability before the end of the year, but this does not mean it'll get there, he told news website YNet, adding that sanctions, isolation and continued pressure on Tehran must intensify.Iran is estimated to have lost billions of dollars in oil sales and the value of its currency has plummeted. An independent report in February said a fall in pharmaceutical exports to Iran was also causing harm and was undeniably triggered by international sanctions.US President Barack Obama said in March that Iran was still more than a year away from developing a nuclear weapon.
