Notification for ex-interior ministers privileges issued Posted: ISLAMABAD (Dunya News) - According to the notification issued by the Ministry of Interior, the Federal Investigation Agency (FIA) would provide protocol to all former interior ministers and their families at all airports of the country.Meanwhile, services of private secretary, a driver and an orderly would be provided to them for lifetime.The staff would be appointed by the National Data Base Regulatory Authority (NADRA).However, the caretaker interior ministers would not get these privileges. |
Quetta: DSP among two killed in firing Posted: QUETTA (Dunya News):-At least two police officials, including a Deputy Superintendent of Police (DSP), were killed in a firing incident in Quetta on Monday evening.Police said gunmen on motorcycles opened fire at the vehicle of DSP Ameer Muhammad, in the Essa Nagri area of the provincial capital.Ameer Muhammad and his guard received multiple bullets and were shifted to Bolan Medical Complex Hospital in serious condition for medical treatment.Police said both of them succumbed to injuries in the hospital. The assailants managed to escape unhurt from the spot.Police and FC personnel reached the site of occurrence and started investigation into the incident. According to preliminary investigation, the incident was an act of targeted killing. |
WikiLeaks launches searchable archive Posted: WASHINGTON (AFP) - WikiLeaks on Monday launched a searchable archive containing 1.7 million US State Department documents from 1973-76 that had been officially declassified but were not easily accessible to the public.The Public Library of US Diplomacy brings together the archived memos -- referred to as the Kissinger Cables after then secretary of state Henry Kissinger -- and the 250,000 cables leaked by the anti-secrecy website in 2010.WikiLeaks founder Julian Assange said that even though the 1973-1976 cables were declassified, they previously could only be accessed through the US National Archives in a non-searchable PDF format.The cables were hidden in the borderline between secrecy and complexity, Assange told reporters in Washington via video link from the Ecuadoran embassy in London, where he has been holed up since last summer.He also said the documents were at risk of being made secret again, citing a 2006 report by a research institute at George Washington University that found some 55,000 government documents had been secretly reclassified.Orwell once said that he who controls the present controls the past and he who controls the past controls the future, Assange said. Brazil's prison uprising: 26 military officers face trial Posted: SAO PAULO (AFP) - Twenty-six military police officers were to go on trial here Monday for the alleged execution-style killing of inmates during Brazils deadliest prison uprising, which claimed the lives of 111 prisoners.The officers, most of them now retired, are specifically blamed for the deaths of 15 prisoners, who died in pavilion 9 of Sao Paulos Carandiru penitentiary during an operation to quell a revolt on October 2, 1992. The incident became known as the Carandiru massacre.Clearly there was a massacre, an execution. The inmates were killed without an opportunity to defend themselves, the G1 website quoted Fernando Pereira da Silva, a prosecution official, as saying.But the defense argues that the police officers fired in self-defense after being threatened and assaulted by the prisoners.All the officers involved in the operation were unharmed. In addition to the 111 prisoners killed, some 87 others were injured.Survivors claimed that police fired on inmates who had already surrendered or were trying to hide in their cells.Only the commanding officer of the operation, Colonel Ubiratan Guimaraes, was initially sentenced to 632 years in jail for his mishandling of the revolt and the subsequent killings.But in 2006, a Brazilian court voided the conviction because of mistrial claims. Later that year, Guimaraes was found dead in his apartment under unclear circumstances.A total of 79 military police officers are to stand trial in various stages.The massacre in what was then Latin Americas biggest prison with 8,000 inmates was chronicled in a 2003 film directed by Argentine-born Brazilian Hector Babenco.It sparked outrage among the prison inmates and prosecutors said it was a key factor in the establishment of a criminal gang known as First Command of the Capital (PCC) in 1993.The PCC is believed to have ordered the death of the director of the prison at the time, Jose Ismael Pedrosa.From the prison, PCC bosses coordinated a series of assaults on police stations and public buildings which left more than 170 people dead and paralyzed Sao Paulo for four days in May 2006, before spreading to other Brazilian cities.Scores of civilians suspected of criminal backgrounds were gunned down in a subsequent wave of police reprisal attacks.Late last year, the PCC was also blamed for a wave of police killings and bus burnings.The Carandiru prison was demolished in 2002.With a population of 194 million, Brazil has 550,000 people behind bars in more than 1,000 jails, one of the worlds largest prison populations.Some 217,000 detainees are awaiting trial, according to the United Nations.A UN panel invited by the Brazilian government in late March blamed the problem in part on a judicial culture that sees incarceration as the first recourse, including when minors are involved.As a result of excessive incarceration, the commission said, detention facilities were usually overcrowded. In some cases, the number of detainees exceeded the capacity by 100 per cent. |

French chefs set new criteria of taste Posted: PARIS (AFP) - Worried by declining standards in Frances famed restaurants, world-famous chefs launched a new label Monday that will only be awarded to eateries that meet strict criteria such as preparing their own food.The quality restaurant designation will be granted to establishments in any price range that meet standards set by the College Culinaire de France -- a 15-member industry group founded by the countrys leading chefs.Of the 150,000 French restaurants, three quarters of them do only industrial cooking, Alain Ducasse, one of the chefs behind the initiative, told AFP.The others fight to cook using fresh products and those are the ones we are looking to, said the chef, who operates restaurants in eight countries, including three-starred eateries at the Plaza Athenee hotel in Paris and the Dorchester in London.Ducasse told AFP the label -- in the form of a plaque hung up outside the establishment -- would be granted to restaurants that provide information on the origins of their products, prepare their own food and offer a warm welcome.These days, the average person has no idea what they are in for when they open the door to a restaurant, Ducasse said, noting that recognised establishments would need to have an in-house chef and not someone who reheats a frozen bag.There are too many restaurants in France where when you enter, they sulk, he added.The culinary group -- which counts as members Ducasse and other famous chefs such as Joel Robuchon and Guy Savoy -- will grant the label to restaurants who request it, if the establishment meets its standards.To maintain the designation, restaurants will need to score a client satisfaction level of at least 75 percent on a website set up for the initiative.The chefs estimate that around 10,000 restaurants are currently in a position to get the label.David Lely, whose restaurant Les Garcons in Paris is one of the first to be awarded the designation, said the initiative unites people who respect the trade and will push us to do even better.We want to use our reputations and experience as top chefs to serve the whole profession, Ducasse said, accusing the French government of doing nothing to help the restaurant industry despite its significant benefits to tourism and the economy.We cannot wait for things to get worse, he said. India deploys drone for survival of rare rhino Posted: GUWAHATI (AFP) - India said Monday it is deploying drones over a reserve to safeguard the rare one-horned rhino from poachers, the first time the country has employed aerial technology to protect wildlife.The unmanned aerial vehicle (UAV) gives patrols a new strategic advantage with an eye in the sky, allowing access into previously unreachable areas and a safe view of illegal activities on the ground.This is the first time in India that the UAV technology is being used for protecting the wildlife, Assam forest minister Rockybul Hussain told reporters in the states main city of Guwahati.The presence of the UAVs will also serve as a deterrent to poachers since they now know the parks are being monitored both on the ground and from above.The drones are being flown over the Kaziranga National Park, some 200 kilometres (120 miles) from Guwahati, in the northeast of the country, park officials said.The UAVs are light enough to be launched by hand, taking images of the ground below with a still or video camera.They can fly a pre-programmed route at a maximum elevation of 200 meters (yards) for up to 90 minutes. The battery can be recharged as and when required, K. Ramesh, co-ordinator of the Wildlife Institute of India, told AFP.Kaziranga has been fighting a long battle against rhino poachers who kill the animals for their horns, which fetch huge prices in some Asian countries.The main market for the horn is China where it is used for making medicine and jewellery while in Vietnam many believe it has cancer-curing and aphrodisiac qualities.At least 21 rhinos were killed last year by poachers in Kaziranga while another 15 have been reported dead this year.A 2012 census in the park put the number of the rhinos at 2,290 out of a global one-horned rhinoceros population of 3,300.The species fell to near extinction in the early 1990s and is currently listed as vulnerable by the International Union for Conservation of Nature, one notch up from endangered.Alarmed by the spurt in rhino poaching incidents, the Assam government has handed over investigations to Indias federal Central Bureau of Investigation.Park warden N. K. Vasu hailed the maiden flight of the drones as an important milestone in the fight against rhino poaching.The test launch was successful. The UAV was in the sky for about 15 minutes and landed safely. We hope this new technology will go a long way in effective surveillance of the park, he said.The move comes as the World Wildlife Fund (WWF) has been turning to UAVs in a bid to tackle an upsurge in illegal poaching of rhinos, elephants, and tigers carried out by increasingly sophisticated and well-equipped cartels.The WWF provided two hand-launchable UAVs to the government of Nepal last year. In December, Google awarded the organization $5 million to develop more advanced UAV systems. |
SC orders deputations officers be sent back Posted: KARACHI (Dunya News)-The Supreme Court of Pakistan on Thursday ordered the provincial government to immediately send back the officers working on deputation in different government departments, with the direction to submit progress report in Karachi Registry on Tuesday.Two-member bench comprising Justice Sarmad Jalal Usmani and Justice Amir Hani Muslim resumed hearing of petitions regarding deputation officers.Provincial Secretary Services Naseer Jamali submitted his report of officers posted on deputation at different departments of Sindh government including police and excise in the court, saying that majority of officers out of 421 have been removed from their offices while following the Supreme Court order. However, later, the establishment had to appoint at least 85 officers.The report also said that the summary has been sent to Sindh government regarding sending back to 136 officers but it had not received any reply from the provincial government.The apex court has ordered that remaining officers be sent back to their departments and submitted report within 24 hours; otherwise, any negligence would be regarded as contempt of the court. |

Russian Opp leader ready to face jail for reform Posted: MOSCOW (AFP) - Charismatic Russian opposition leader Alexei Navalny, who goes on trial in just over one week, said Monday that he was mentally prepared for a prison sentence and had even packed a bag of clothes to take to jail.In an interview published in opposition New Times weekly, Navalny said that he was ready to be imprisoned in his embezzlement case, which he believes is being personally directed by President Vladimir Putin.The trial will be the latest high-profile process that Putins opponents have condemned as a political show trial, after the sentences handed down to anti-Kremlin tycoon Mikhail Khodorkovsky and the radical rock group Pussy Riot in the last years.Mentally, I am ready for this (prison). Serbia refuses to ease tension with Kosovo Posted: BELGRADE (AFP) - Serbia should refuse to sign an EU-brokered proposal on easing tensions with Kosovo, but continue talks with Pristina, Serbian Deputy Prime Minister Aleksandar Vucic said Monday.Our suggestion to the government of Serbia is that... we do not sign what does not take into consideration even the minimum of our national interests, Vucic told reporters after a meeting of his SNS party leadership.A deal with Kosovo is the key Brussels-set condition for Serbia if it wants to start accession talks for EU membership later this year. A refusal could delay Serbias integration into the EU for an indefinite period.However, the SNS, which is the senior partner in the ruling coalition in Belgrade, believes that the government should propose the urgent and immediate continuation of talks with Kosovo, Vucic said.The nationalist conservative SNS are former radicals turned pro-European, even though they oppose Kosovos independence like most Serb parties.The Serbian government was to meet later on Monday to give a final response to EU-sponsored talks with Kosovo, following last weeks meeting in Brussels in which Belgrade and Pristina failed to find common ground on how to defuse their longstanding tensions.Both sides are expected to respond to EU foreign policy chief Catherine Ashton -- who has chaired the eight rounds of talks between the Serbian and Kosovo delegations -- by Tuesday.Serbia and Kosovo have been under pressure from Brussels to strike a deal before the issue of a European Commission report next week.The April 16 report, to be forwarded to EU leaders to evaluate at a late June summit, is crucial to paving the way for Serbia to join the EU, as the beginning of the talks on membership are contingent on the improvement of relations with its former province.In Brussels, Ashtons spokeswoman Maja Kocijancic declined to comment Vucics statement.We are waiting for the official decision from Serbia and Kosovo. EU economies shed six million jobs since 2008 Posted: GENEVA (AFP) - The International Labour Organisation said Monday European Union economies have shed almost six million jobs since the global economic crisis struck in 2008.In a report on the European labour market, the UN agency said the employment rate across the 27-nation EU stood at 57.6 percent in 2012, down 1.6 percentage points on 2008.This means that there is still a deficit of 5.9 million jobs to restore employment rates to their pre-crisis levels, the ILO said.A million jobs have been lost in the past six months alone, it noted.It underlined that despite some signs of labour market recovery that started to materialise in 2010, only five EU members -- Austria, Germany, Hungary, Luxembourg and Malta -- have employment rates above pre-crisis levels.Countries such as Cyprus, Greece, Portugal and Spain have seen a steady decline in employment rates of more than three percentage points.As of February, official unemployment stood at 26.3 million in Europe, or 10.2 million more than in 2008, the ILO said.Importantly, while the deterioration of employment paused during 2010-2011, it has gained momentum over the past year, it noted.Average unemployment in the EU has reached 10.9 percent -- with double digit rates in some of the most crisis-afflicted countries -- and a record of 12 percent in the 17-nation eurozone.Young and unskilled workers have been the hardest hit, with youth unemployment across the EU at 23.5 percent and stark rates of 58 percent in Greece and 55 percent in Spain.Companies have increasingly turned to part-time and temporary contracts meanwhile, underscoring the bleak outlook, the ILO said.The above trends suggest that is necessary to move to a job-friendly strategy. Much of the emphasis so far has been on reducing budget deficits and restoring external competitiveness through internal devaluations, it said.While fiscal and competitiveness goals are important, it is crucial not to tackle them through ill-conceived austerity measures and structural reforms that do not address the root causes of the crisis, it added.The ILO said that more measures were needed to resolve systemic problems in the financial sector and to unlock credit for small firms.More and more countries face downward pressures on wages and employment, thereby affecting domestic consumption and investment and eroding intra-EU trade, it warned. |

Pakistani skiers qualifies for Winter Olympics Posted: ISLAMABAD (AFP) - Pakistani skiers have qualified for the Winter Olympics for only the second time, officials said Monday, hoping it will further boost the sport despite searing summer temperatures.Our ski team has qualified for the Winter Olympics 2014 after scoring the required Federation Internationale de Ski (FIS) points in various events held in Europe and Asia, said Ski Federation of Pakistan (SFP) official Iftikhar Bajwa.The SFP said Mir Nawaz, Mohammad Karim and Mohammad Abbas attained the desired results in FIS events held last month in Italy, Turkey and Lebanon.Bajwa hoped the qualification -- Pakistans second after Abbas competed in 2010 Winter Olympics in Canada -- will help the sport to flourish further.It is a big boost for the sport and we will select the best skier amongst the three once all of them complete their five races by January 2014, said Bajwa.Skiing is fast gaining popularity in Pakistan and a national championship is held in the northern Karakoram mountains far from the stifling plains of Punjab, where summer temperatures can top 50 degrees Celcius (122 degrees Fahrenheit).The SFP, formed in 1990, is run by the Pakistan Air Force. |
