Cyprus banks to stay shut as world markets take fright

NICOSIA (AFP) - Cyprus reversed a decision to reopen some banks on Tuesday after world markets took fright at the implications of the multi-billion-euro bailout deal it has struck with international creditors.All Cyprus banks are to remain shut until Thursday, the Central Bank announced in a shock statement issued late Monday.Finance Minister Michael Sarris had made the decision on the recommendation of the Central Bank Governor Panicos Demetriades to ensure the smooth functioning of the entire banking system the statement said.Just hours earlier, the Central Bank had said all Cyprus banks except for its two biggest lenders, those worst-hit by the financial crisis, would reopen Tuesday after a 10-day lockdown for fear of a run on deposits.In the earlier statement, it said Laiki Bank and the Bank of Cyprus would remain shut until Thursday due to their restructuring and merger under the terms of the bailout, but that all other banks would operate normally.That earlier decision to reopen most banks had come after Cypriot President Nicos Anastasiades clinched a deal with the International Monetary Fund (IMF) and European Union (EU) that threw the debt-stricken Eurozone member a 10-billion-euro lifeline.Under its terms, depositors in the two biggest banks will pay huge levies on deposits over 100,000 euros. But stock markets reeled after the head of the Eurogroup, Dutch Finance Minister Jeroen Dijsselbloem, suggested that the deal could form the basis for future bailouts in the zone.Taking away the risk from the financial sector and taking it on to the public shoulders is not the right approach, he said.If we want to have a healthy, sound financial sector, the only way is to say: 'Look, there where you take the risks, you must deal with them, and if you can't deal with them you shouldn't have taken them on and the consequence might be that it is end of story.After European markets closed, his office clarified Cyprus is a specific case with exceptional challenges. But by then, the damage to stock markets and the euro had been done. US stocks also tumbled on Monday.Hours later, the Cypriot finance ministry decided to postpone the reopening of all banks. It will also effectively shut down Laiki, its second-largest lender.Laiki is to be wound up, with what is saved being merged with Bank of Cyprus whose larger depositors will face a haircut of 30 percent, government spokesman Christos Stylianides said.The European Central Bank announced that in light of the deal it would continue its emergency funding of the two banks which it had threatened to cut off from Monday.Their merger is likely to lead to major job losses in a sector that had been one of the few growth areas in the island's economy. Credit to consumers and small businesses is also set to dry up.But wealthy eurozone governments such as France and Germany had refused to bail out Cyprus unless it agreed to put an end to what they regarded as a casino financial sector dependent on hot money from countries like Russia.The deal spares all depositors with less than 100,000 euros ($130,000) in the island's banks, a key condition missing from a previous agreement the Cypriot parliament rejected last week.But Cyprus could now be in for a deep recession caused by the shrinkage of the banking sector and severe de-leveraging, or paying down of debt, UBS economist Reinhard Cluse said.Economists have forecast the Cyprus economy could now contract by at least 10 percent this year and by 8.0 percent in 2014.

Australia pressing Israel for fuller details on Prisoner X

SYDNEY (AFP) - The Australian government said Tuesday it was continuing to push Israel for a fuller explanation into the arrest, detention and suicide of Australian-Israeli Mossad agent Ben Zygier.Zygier, known as Prisoner X, was found hanged in a supposedly suicide-proof cell at a Tel Aviv jail in 2010 with reports this week saying he was imprisoned after passing secrets to Lebanese militant group Hezbollah.Foreign Minister Bob Carr said Canberra was continuing its dialogue with Israel about the case. Im not aware that there has been a comprehensive accounting for what has happened, he said. What gave rise to his arrest, his detention, his suicide?After conducting its own internal investigations, German news weekly Der Spiegel said this week the tips Zygier, 34, gave to Hezbollah led to the arrest of at least two people spying for Israel.It said Zygier -- who was raised in Melbourne but moved to Israel about a decade before his death -- was ordered back to Israel from Europe in 2007 because his bosses were unhappy with his work.In 2008 he took a leave of absence, Spiegel said, and returned to Melbourne to finish his studies after trying to recruit new agents for Israel in a bid to restore his standing with his bosses.In the process he reportedly came in contact with Hezbollah supporters and while trying to convince them to work for Mossad, disastrously spilled highly sensitive information.This included the names of Lebanese nationals Ziad al-Homsi and Mustafa Ali Awadeh, who were arrested in May 2009 on charges of spying for Israel and later sentenced to several years of hard labour.Zygier was suspected of using his Australian passport to spy for Israel, focusing attention on Israels recruitment of agents with foreign travel documents, and Carr said he was also awaiting answers on this issue. That would create risk for all Australians who are travelling, he said.So Australias got a clear interest, a distinct point of view on this, an objection to Australian passports being used by dual citizens who are off working for a foreign intelligence agency.We have asked them for all information relevant to Australia on this and we will continue to do that, he added.

US ready to take on Mexico in World Cup qualifier

AUCKLAND, New Zealand (AP) - New Zealand quick Trent Boult trapped Joe Root lbw with his first delivery with the second new ball Tuesday for the only wicket before lunch on the fifth day of the third test, leaving England two more sessions to survive with five wickets remaining.England reached 158-5 at the interval at Eden Park in trying to avoid a match and series defeat after starting the day on 90-4, with Root and Ian Bell having defied New Zealand for 48 overs.England had no hope of achieving a record victory total by surpassing West Indies 415 to beat Australia in 2003 after being set 481 to win Monday. But after losing Alastair Cook (43), Jonathan Trott (37), Nick Compton (2) and nightwatchman Steve Finn (0), the visitors are hoping to survive the final day.Bell and Root carried England to within 15 minutes of lunch without the loss of a wicket, but New Zealand patiently awaited the arrival of the second new ball as its best chance to break down the pairs stubborn resistance.Boult rewarded that patient vigil when he pitched his first delivery in the 81st over on middle and off and caused it to swing back and hit Root, on 29, directly in front of his stumps. Drug lord faces life for Puerto Rico bar massacre

WASHINGTON (AFP) - A Puerto Rico drug lord faces life in prison after being convicted for his role in a bar massacre which left nine people dead, the US Department of Justice said Monday.Alexis Candelario-Santana, 41, will be formally sentenced on June 21 after being found guilty on nearly 30 separate charges stemming from a shooting at a bar in the coastal town of Toa Baja in October 2009.Candelario-Santana and another gunman opened fire at La Tombola nightclub, killing nine people and an unborn child and wounding 19 others.Evidence at trial said Candelario-Santana had opened fire after a dispute with a rival drugs trafficker. The victims included Candelario-Santanas godson and cousin, the Justice Department statement said.Candelario-Santana had only been released from prison in February 2009 after spending seven years behind bars for drugs offenses.A Justice Department statement said Candelario-Santanas organization had sold crack, cocaine, heroin and marijuana.According to evidence introduced at trial, Candelario-Santana had between 1995 and 2001 personally killed or ordered others to kill 13 individuals viewed as being threats to his organization.Puerto Rico, a Spanish-speaking Caribbean island of 3.7 million, has been a US possession since 1898 and residents are US citizens.

Australian troops to quit Afghanistan as base closes

SYDNEY (AFP) - Australias main base in Afghanistan will close and most of its troops will be home by the end of the year, Defence Minister Stephen Smith said on Tuesday.The International Security Assistance Force (ISAF), the NATO-led force in Afghanistan, has decided to shut the base in Tarin Kot in Uruzgan province and this meant an end to Australias main mission.With the closure of multinational base Tarin Kot, the majority of Australias troops will come home from Afghanistan, Smith said in a statement.The move is in line with Canberras aim of withdrawing forces in 2013, earlier than planned due to significant security gains.Australia, a close ally of the United States and whose Afghan deployment began in 2001, still has some 1,550 troops inAfghanistan, mainly in southern Uruzgan, with a focus on training and mentoring Afghan National Army soldiers. Thirty-nine Australian troops have died in the protracted conflict.

LAHORE (Dunya News) – The third and final meeting of the parliamentary committee to select caretaker Punjab chief minister will be held today (Tuesday).On Monday, the second session of the parliamentary committee ended inconclusively.The six-member parliamentary committee comprised the ruling N-League’s Rana Sanaullah, Mujtaba Shuja-ur-Rahman and Iqbal Chanar, while from the opposition Shaukat Basra, Chaudhry Zaheer and Zulfiquar Gondal.The committee addressed the media after the meeting and hoped to agree on a name within the deadline.If the committee failed to develop consensus on a name, the matter will be referred to the Election Commission of Pakistan for a final decision.

Bio-terror research labs not safe

WASHINGTON (AFP) - US labs that research bioterror germs such as anthrax are at risk for accidents because they do not have uniform building and operation standards, a Congressional investigative group said on Monday.A lack of oversight has persisted despite a 2009 report by the Government Accountability Office on the same topic, leaving no single agency in charge of safety or research goals at bioterror labs, the GAO said in its report.This deficiency may be more critical today than three years ago because current budget constraints make prioritization essential, it said.US labs that research ways to protect against bioterror germs and disease outbreaks have been on the rise since the September 11, 2001 attacks.They are costly to build and maintain, but have no overarching safety standards, despite concerns over security that first arose in 2001 with a spate of deadly anthrax letter attacks that killed five people.A US government scientist was implicated, but he killed himself before the case could go to court, and questions persist about who was really to blame.GAO found a continued lack of national standards for the design, construction, commissioning, and operation of high-containment laboratories, said the GAOs report issued on March 25.In the absence of some fundamental criteria, each laboratory can be designed, constructed, and maintained according to local requirements. This will make it difficult to be able to assess and guarantee safety, as we noted in our 2009 report. Further, because no agency is in charge of directing research priorities, even important projects -- like a proposed $1.14 billion national bio- and agro-defense lab to make vaccines against high-risk animal diseases that could harm humans -- are in peril as the United States undergoes sharp budget cuts.Faced with the nations current budget constraints, achieving that research priority could be in doubt, said the GAO report.The GAO called on the White Houses Office of Science and Technology Policy to ensure that periodic assessments of national biodefense research and development needs are conducted.The OSTP was also urged to examine the need to establish national standards relating to designing, constructing, commissioning, maintaining, and operating high-containment laboratories.

Yahoo to buy mobile news app from teen

SAN FRANCISCO (AFP) - Yahoo announced plans Monday to buy mobile news reader app Summly from the London teenager who invented it, likely transforming him into one of the worlds youngest self-made multimillionaires.The company did not disclose the terms of the deal it struck with 17-year-old Nick DAloisio, but the London Evening Standard said Yahoo would pay between 20 million and 40 million ($30 to $60 million).Were excited to share that were acquiring Summly, a mobile product company founded with a vision to simplify the way we get information, making it faster, easier and more concise, Yahoo said in a statement.At the age of 15, Nick DAloisio created the Summly app at his home in London. Wreck of German WW-11 submarine found off Norway coast

OSLO (AFP) - The wreck of a German World War II submarine that was sunk with 48 people on board has been found off Norways coast during work on an oil pipe, a maritime museum official said Monday.The U-486 was torpedoed and broken in two by a British submarine in April 1945 shortly after leaving the western Norwegian town of Bergen, according to Arild Maroey Hansen of the Bergen maritime museum.There were no survivors.Lying at a depth of some 250 metres (820 feet), the wreck was found when Norwegian oil company Statoil was scouting the area as a possible location to lay down an oil pipe.The submarine had a special coating on the hull. It was a synthetic rubber coating designed to significantly reduce its radar signal, Maroey Hansen told Norwegian public radio NRK.The U-486 lies some two kilometres (1.25 miles) from the German U-864 submarine, which was also sunk in 1945 with dozens of tonnes of mercury on board, a dangerous cargo which has caused politicians headaches for years.They have been examining how to best limit the environmental risks posed by the mercury, hesitating between whether to lift the wreck, it is also broken in two parts, or to cover it in a hard sarcophagus.

China to buy fighter jets, submarines from Russia

BEIJING (AFP) - China has agreed to buy two dozen fighter jets and four submarines from Russia, state media reported Monday, the countrys first large-scale weapons technology purchases from Moscow in a decade.The agreement to buy the 24 Su-35 fighters and four Lada-class submarines was signed just before President Xi Jinpings weekend visit to Russia, said the Peoples Daily, the Communist Party organ, citing state television.The report, which did not give a value for the purchases, said it was the first time in 10 years China had bought large military technological equipment from Russia.The deal comes as Beijing expands its military reach -- it commissioned its first aircraft carrier last year -- and is embroiled in a bitter territorial row with Japan over disputed islands in the East China Sea.Two of the submarines will be built in Russia, with the other two to be built in China.The Su-35 fighters can effectively reduce pressure on Chinas air defence before Chinese-made stealth fighters come online, the report said.China and Russia are expected to co-operate further in developing military technology, the report said, including that for S-400 long-range anti-aircraft missiles, 117S large thrust engines, IL-476 large transport aircraft and IL-78 aerial tankers.Chinas defence ministry had no immediate comment on the report. Xi visited Moscow from Friday to Sunday for talks with his Russian counterpart Vladimir Putin, his first trip abroad since becoming head of state earlier this month. The countries signed around 30 energy and other agreements during the visit.Xi also met Defence Minister Sergei Shoigu and became the first foreign leader to visit the Russian armed forces control centre.Moscow and Beijing, which were once bitter foes during the Cold War, have strengthened cooperation in recent years to counterbalance what they see as US global dominance.Earlier this month China announced a further double-digit rise in its defence budget, raising it by 10.7 percent to 720.2 billion yuan ($116.3 billion) in 2013.

Punjab, Sindh election commissioners transferred

ISLAMABAD (Dunya News): Election Commission of Pakistan (ECP) has transferred election commissioners of Sindh and Punjab ahead of upcoming polls, Dunya News reported.ECP said Sindh Election Commissioner Mehboob Anwar has been transferred back to Punjab to replace Iqbal Qadri, who has been posted in Sindh.Sources said Election Commissioner Punjab was transferred to Sindh after Sono Khan was removed from the post, however, as the work on electoral lists has been completed, Mehboob Anwar was going back to Punjab.

Qadafi's family members move to Oman

DOHA (AFP) - Family members of Libyas Moamer Qadhafi who had taken refuge in Algeria during the revolution that toppled the long-time dictator have now moved to Oman, Libyas foreign minister said on Monday.Some of the family has moved to Oman, Mohammed Abdelaziz told reporters in Doha following reports that Kadhafis relatives who fled to Algeria in August 2011 had now left that country.Abdelaziz said an official statement by the three countries involved, Libya, Algeria and Oman, would be issued soon.Omani local daily Al-Shabiba said on Monday that some members of Kadhafis family have been in Oman since October.It cited a foreign ministry official saying that the Gulf state did not want to show off with an action prompted by humanitarian motives.Kadhafis wife Safia and two sons, Hannibal and Mohammed, along with daughter Aisha sought refuge in Algeria after the fall of Tripoli in August 2011 to rebels battling the veteran leaders loyalists.Another son, Saadi, fled to Niger in September that year.Three of Khadafis sons, Mutassim, Seif al-Arab and Khamis, were killed during the conflict in separate incidents.The dictators most prominent son Seif al-Islam, who was once touted as a potential successor, was arrested in November 2011 and is awaiting trial.Kadhafi himself was killed in his hometown of Sirte in October 2011.

Mengal demands self-determination right for Baloch people

KARACHI (Online): Akhtar Mengal, chief of Balochistan National Party, who arrived in Karachi from Dubai on Monday, demanded right of self-determination for the people of Balochistan.“If right of self-determination could be demanded for Kashmir, why not for Balochistan,” he said while talking to media at Karachi airport.He said that unfortunately there is no improvement in the Balochistan situation. “Balochistan still continues to bleed.” Mengal said that he has convened a meeting of his party on Tuesday to discuss future course of action.To a question, Mengal denied that he has returned from abroad on the request of Balochistan’s Caretaker Chief Minister.Earlier, there were reports that Balochistan caretaker Chief Minister Nawab Ghous Bakhsh Barozai had talked to Akhtar Mengal on phone and urged all political parties to come forward to improve socio-economic and political situation in the province.A large number of his supporters received him at the Jinnah International Airport.
